will state that the Army intends to negotiate with only one source under the authority of FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”

b. Subcontracting Competition. In an effort to ensure subcontracting competition, the contract will include FAR 52.244-5, “Competition in Subcontracting,” and FAR 52.219-8, “Utilization of Small Business Concerns” to ensure maximum competition at the subcontract level.

7. Actions to Increase Competition: In order to increase competition, the Government will continue to conduct market research to assess the feasibility of other contractor’s ability to meet similar future Government requirements. If future market research reveals other comparable contractors that meet the Government requirements, efforts will be undertaken to initiate ways to increase competition for future requirements.

8. Market Research: In accordance with FAR 10.002(b)(2) procedures, TARDEC personnel conducted Market Research via a Request for Information (RFI) released through FedBizOpps on 27 January 2017, with a response period of fifteen (15) days.

The purpose of the RFI was to provide information to the U.S Army TARDEC, Emerging Capabilities Office, on potential sources capable of providing support for the SCMM turret effort. BAE was the only respondent.

9. Interested Sources: To date, no other sources have written to express an interest, nor has the Government identified any other source with access to the required TDPs or the degree of detailed knowledge and experience possessed by BAE required to effectively perform these efforts. This contract action will be synopsized in accordance with FAR Subpart 5.2, and any proposals received shall be considered.
