G. Range Pricing will apply. The estimated quantity for the five year contract for the M88A1 engine overhaul is 360 and estimated quantity for the M88A2 engine overhaul is 270.

H.1.1 ON-RAMPING. The total number of IDIQ contract holders may fluctuate due to any number of reasons, It is in the Governments best interest that there remain an adequate number of IDIQ contract holders eligible to compete for task orders to meet the Governments requirements. The Government reserves the right to add contractors to the IDIQ contract pool to maintain this adequate number of contractors. The notification of any on-ramping procedure below does not obligate the Government to perform any on-ramping procedure.

The Government reserves the right to limit the addition of IDIQ awardees to only small business concerns.

H.1.2 OPEN SEASON ON-RAMPING. The Government will determine whether it would be in the Governments best interest to initiate an open season to add additional Contractors to the MA IDIQ contract holders. Any addition of IDIQ contract holders will result from a notice published in Federal Business Opportunities in accordance with FAR Part 5, with a subsequent solicitation identifying the estimated number of awards, containing the same terms as the MA IDIQ contract holders, and with performance not to exceed the remaining period of performance of the current IDIQ contract holders.

Immediately upon on-ramping, the Awardee is eligible to submit a proposal in response to any delivery order solicitation and receive delivery order awards with the same rights and obligations as any other IDIQ Contractor as long as they pass FAT requirements stated elsewhere in this RFP.

H.1.3 OFF-RAMPING. The Government reserves the unilateral right to Off-Ramp IDIQ contractors. Contractors that are Off-Ramped shall not be eligible to participate in any further Delivery Order solicitation(s). Contractors that are Off-Ramped shall complete performance on all previously awarded and active Delivery Orders.

Off-ramping methods may result from one of the following conditions:

1. Permitting the Contractors IDIQ contract to expire if in the Governments sole discretion and in its best interests, the Government determines not to exercise the IDIQ contractors option periods.

2. Debarment, Suspension, or Ineligibility

3. Termination as defined in FAR Part 49.

4. Not paying their subcontractors in a timely manner.
