08/18/2016

Does the project have a start date?

Start date is determined by the award date of contract.

On page 4 of the Description Specifications Schedules document the Exhibit Area Description paragraph states, “all drawings associated with each area are presented in the attached schedules and construction drawings”. With the exception of the exhibit area floor plan no measured drawings were attached. Will the Offeror be providing measured drawings, i.e.

elevations and sections other than the concept sketches prior to the response date?

CAD drawings are available. “Pratt Design Drawings.pdf” has measured drawings. Per the synopsis/solicitation Section IV, email Contract Specialist Derek Dycio at Derek.M.Dycio.civ@mail.mil for the Design Package and CDRLS.

If no additional drawings are forth coming, please provide the height of the exhibit walls.

Pages X-03, X-07, X-08 of Pratt Design Drawings.pdf has exhibit wall measurements. The physical building is approximately 2.5 – 3 stories tall – measurements on X-03 of Pratt Design Drawings.pdf.

In so far as many of the macro objects that are to be place on platforms are of considerable weight, will the diorama platforms be constructed by the GC.

All platforms are considered exhibit design and to be provided by the awarded exhibit fabrication contractor.

If the exhibit fabricator is to build the diorama platforms will an engineer’s stamp be required on the construction drawings for the platforms prior to their construction.

Yes. This would be an improved safety measure since the artifacts are of substantial weight.

Will the dioramas at the Waco Glider, Howitzer, Davey Crockett, and Iraqi Freedom areas require scenic treatment, i.e. ground forms, vegetation, etc.? If not, is the 1/8” diamond plate aluminum referred to the spec document to be used on the platform surfaces and faces?

No vegetation in these areas. Contractor to provide the diamond plate as surface faces (from the Final Pratt Specifications.pdf file).

Where will the macro objects, including the Waco CG-4 glider and the AH-6 helicopter be stored during the renovation of the facility by the GC?

The macros will be disassembled by Soldier specialists and stored off site near the museum location.

mailto:Derek.M.Dycio.civ@mail.mil

Is the exhibit fabricator responsible for retrieving the macro objects including the glider and helicopter from storage and returning them to the museum?

These items will be moved and placed by Soldier specialists with the exception of the helicopter. This item will be retrieved by the Soldier specialists, but suspended by the awarded fabrication contractor.

Is the lighted ceiling dome above the glider the responsibility of the exhibit fabricator or the GC.

The ceiling dome has been deleted from the scope of the project – only the circular lights and rigging (to be provided by Fort Campbell DPW – positioning of lighting to be done by awarded exhibit fabrication contractor) remains to light the glider area. The DPW at Pratt raised concerns with structural integrity with adding it.

Will the GC be responsible for providing handing points for the glider from the facility ceiling through the new domed ceiling between the glider and the and the facility ceiling?

As noted in the altered drawings, there was a change and the display of the glider. It is now on floor supports (provided by the awarded exhibits contractor) to provide necessary exhibit space underneath for artifacts. The DPW again raised concerns with the weight of the glider and visitors going through the glider. See pages x-15 and x-27 of the Pratt design drawings file provided to contracting.

Have the load calculations for the facility’s ceiling been done?

DPW has confirmed the hanging of the helicopter, but not the glider. See comment above. The awarded exhibit fabrication contractor will be responsible for supplying the support beam required and the suspension of the helicopter.

Is the exhibit fabricator responsible for suspending the glider and helicopter?

Glider rests on floor supports to be provided by awarded exhibits fabrication contractor.

Awarded exhibits fabrication contractor responsible for hanging helicopter. See pages x-15 and x-27 of the Pratt design drawings file provided to contracting.

Do the glider and helicopter have existing hanging points?

Glider is not hung – see above. The helicopter to be hung at the rotor by the awarded exhibit fabrication contractor on a support beam provided by the awarded exhibit fabrication contractor.

Are both aircraft structurally sound enough to be suspended without requiring reinforcements or modifications?

Helicopter – yes. Glider not being suspended – see above clarification.

Is the exhibit fabricator responsible for any structural improvements to the facility required to facilitate the suspension of the glider and helicopter?

Fort Campbell DPW is responsible for structural improvements with the exception of the support beam needed to suspend the helicopter – this is to be provided by the awarded exhibit fabrication contractor.

Will the glider need to be modified to allow visitor access? Will visitors be able to actually pass through the glider or only look into it?

No. Visitors currently can tour through it. Awarded exhibit fabrication contractor to provide floor support structure of glider to provide the exhibit space for artifacts below and the ADA compliant steps/handrail structure leading from the floor to the gilder on both sides. See pages x-15 and x-27 of the Pratt design drawings file provided to contracting.

Is the exhibit fabricator responsible for providing all exhibit lighting or only display case interior lights? If the exhibit fabricator is responsible for all exhibit lighting (theatrical lighting, wall washes, overhead case lights), please provide quantities or each style of instruments.

Fort Campbell DPW does all lighting as provided for in drawing A-104, which is essentially everything exterior to the exhibit cases. Awarded Exhibit Fabrication contractor is only responsible for the lighting that goes inside the cases and positioning of the exterior lighting onto graphic panels and artifacts. Fort Campbell DPW provides all junction boxes for electricity to support the internal case lighting. Case light specifications supplied in the Pratt Specifications.pdf document.

What is the distance between lighting fixtures in the case light attics?

Please specify which drawing you are referring to.

The question refers the Case Detail - Blumcraft drawings X-17, 18 & 19. The drawings do not indicate the total number of fixture in each case. For example, drawing 1-SECTION Case Geometry EA1:C01 on page X-17 shows four fixtures. I believe that case will require more than four fixtures to be adequately lit. Can you provide the total number of fixtures per case?

Number of lights are as indicated on drawings. The acrylic top is to disburse the light with the LED strip lighting providing supplemental light.

Also the drawings indicate Luxam Micro LEDs to be included in the Blumcraft cases and the Wall cases However there is no specification in the Descriptions, Specifications & Schedules package as to the specific type of LED or illuminator to be used. Any additional information would be greatly appreciated.

Pages 18 & 23 of the Pratt specification sheet state specifics on LED lights. Drawings indicate "or equivalent". The specification sheet pages have substitute products.

What top rail is to be used with the railing system?

Aluminum top rail by Stainless Cable and Railing as specified on page X-25 in file Pratt Design Drawings.pdf.

Views 19 & 20 in the Exhibit Renderings document show what appears to be stacked wooden crates forming the Firebase. Is that correct? Please provide additional information as to the nature of the Firebase.

Full rendering is on page 21 of the Exhibit Renderings.pdf file. Crates to be new construction tp resemble Vietnam period shipping crates.

Please provide additional information as to the nature of the structures to the immediate right and left of the EA8 DO8 Firebase as shown in renderings 19 & 20.

Elevation drawing X-07 specifies “earth form”. Designer’s description is:

“Carved EPS (expanded polystyrene) foam over plywood substrate, sealed with one-part epoxy floor paint, then hardened with FRP (fiberglass) mat and resin of minimum 3/16” thickness.

Scenic topcoat of water-based paint. Surface texture is sand/soil/white glue mix or equally durable equivalent. Can be shop-built and assembled/finished onsite. Add secured foliage/groundcover/detritus as required for realism.”

The intent is to create a realistic representation of the mock up image in drawing – dirt, rocks, wood pieces, etc – of a period firebase.

May high resolution ink jet prints be substituted for all C-prints?

Yes. As long as the finished look and durability is equivalent or better as specified product.

Will the Offeror be providing all audio and video content?

Exhibit fabrication contractor is responsible for the A/V video hardware (monitors, projectors, etc.) and Pratt museum personnel will be responsible for the content.

Will the exhibit fabricator have access to all artifacts requiring artifact mounts prior to the beginning of exhibit installation?

Yes.

Please verify that the exhibit fabricator is responsible for dressing, placing and posing all mannequins and that all uniforms, weapons and other accessories will be provided by the Offeror.

Yes to both with the exception of the macro artifacts (to not include the helicopter) as stated above. Macro artifacts to be placed by Soldier specialists – helicopter to be moved by Soldier specialists and hung by awarded exhibit fabrication contractor.

Is the exhibit fabricator responsible for the new millwork in the Ready Room? If so, what species of wood is to be used?

Yes. Meranti Luan may be used (all pieces with uniform grain to simulate mahogany) stained to specifications (mahogany) stated in the finish schedule chart on page X-00 of Pratt Design Drawing file.

Is the exhibit fabricator responsible for the carpet in the ready room?

No. Fort Campbell DPW to provide carpet and all other floor finishes with the exception of the floor for the M-5 tank – that is to be provided by the awarded exhibit fabrication contractor.

Please note, the maximum width of a Blumcraft D-2010 Display Case Door Series 1301 is 48”.

In those cases, where a built in case exceeds 48” in width should we assume side lights of equal width on booth sides of the door?

The lighting is specified in the Specifications.pdf file.

Please provide specifications for the projector and large format projection screen that are located above EA 11 & 12 Specifications on pages 15 & 16 in Pratt Specifications.pdf

In the Case Schedule, EA 11 GWT Enduring Freedom, case EA11: C-01 is only listed as one (1) case but the plan (and Twin Tower concept) indicate two (2). Please confirm that there are two

(2) cases.

2 Cases as shown in the rendering in view 24 of Pratt Renderings and x-14 of pratt drawings.

Yes. Refer to Pratt Specifications.pdf file for hardware specifications.

Can you confirm that in 52.212-3 we only respond to (b)(2) if we have completed the annual representations and certifications electronically at SAM (pg.8) and we would skip over pages 9- 18?

Per 52.212-3, An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically via http://www.acquisition.gov.

Assuming that my first assumption is correct, then the only areas left to fill out and return are 52.223-3, 52-214-4000, and 252.209-7999.

Please read solicitation completely and fill-in all applicable sections.

Under the section titled, “Total Price for Fabrication and Installation” (Part 5 Specific Requirements), please define what costs go in the following line items:

Section 5.1.4 (Fabrication - Materials)

Section 5.1.5 (Fabrication – Graphic Files)

Section 5.1.6 (Fabrication – Exhibit Components)

The sections referenced are the sections of the PWS. Therefore, the prices that go in to those line items are correlated to the tasks in the PWS. However, price will be evaluated as the total price for Fabrication and Installation.

Are there any costs associated with the AT Level 1 Training?

The Government will not require the offeror to pay for the required training.

Are there any costs associated with the WAWF system used to submit payment requests and receive reports?

WAWF is the system used for invoicing, further detailed in 252.232-7003 “Electronic Submission of Payment Requests” and does not have a registration fee.

Please define Contractor Manpower Reporting as specified on Page 3 of the Performance Work Statement (PWS)

Contractor Manpower Reporting is defined in clause 52.237-4000, “Contractor Manpower Reporting”, listed on page 32 of the combined synopsis/solicitation.

On the Contract Data Requirements List, DD Form 1423. It seems filled out and I am confused as to what we are required to do with this form, be it included into the proposal, find a blank one to fill out, or anything else?

The CDRLS are for data deliverables and are referenced so you are able to build it in your proposal.

On the Attachment 0002 "Pratt Museum Worksheet", it lists sections IE:

5.1.2 Etc., however I cannot find these sections in the RFP documents to refer to. Is this to be called out by section in the response RFP? Or just completed and included?

The sections are references to the sections of the PWS. The intent is to list out the price for those sections to come to a total evaluated price, which will be ultimately evaluated.

Do you know how much of the existing sections in the museum will be removed prior or how much of the old exhibits we are expected to remove and replace? I have not found this anywhere in the documents we have.

The space will be emptied of existing exhibits. All exhibits are new construction to be provided by the awarded exhibit fabrication contractor with the exception of the bunkhouse which is the only existing exhibit to be used in the new design which gets touch up treatment and reader rail to be provided by awarded exhibit fabrication contractor.

Is the exhibit fabricator responsible for the hanging and mounting of the gilder and helicopter?

The glider is mounted on a floor mount to be provided by the awarded exhibit fabrication contractor. Soldier specialists will place the glider. The helicopter will be retrieved by Soldier specialists and the awarded exhibit fabrication contractor will be responsible for hanging and extra support beam required to hang the helicopter.

Who is responsible for the purchase and installation of the floor carpeting?

Fort Campbell DPW is responsible for the floor coverings with the exception of the floor beneath the M-5 tank.

Is the exhibit fabricator responsible for the painting of general space walls?

Fort Campbell DPW is responsible for painting of the existing walls of the general space. The awarded exhibit fabrication contractor is responsible for the mill work in the ready room, fabrication and painting of the exhibit walls and the rivet detail on the exterior wall beams. See drawings in the Pratt design drawing package. Pages referenced in previous questions.

Case Lighting – Is information available as to how many tracks heads / light fixtures are required in the cases?

Each case drawing has them drawn for each case on pages x-17 through x-19 of the Pratt design drawings.pdf file. There isn’t a matrix for lighting. Type of lighting is in the specifications.pdf.

Finish Schedule – HPL-1 – Calls for Chemetal 326 Graphite, it appears that the number for Graphite is 426, please confirm. Note: This laminate is only available in 4x8 sheets, with the height of the cases at 10’, some seams will be necessary.

It is 426 graphite. Seaming of the laminate is not preferred. This product may be substituted with a product of equal quality and color that is available in 10’ lengths.

Plan X-05 – States “Column Detail to be Completed by Others”, Detail on X-24 States “Column Detail to be Included in Exhibit Fabricators Contract” – Which is correct? If to be included in exhibit contractor’s contract, is more information available – Confirm quantity (possible 6, although it appears 4 are behind exhibit walls) and overall size.

“Others” is the Awarded Exhibit Fabrication contractor – The beam detail and scale size is as stated on X-24 is for 5 beams in that section of the gallery only. Refer to X-03 of Pratt Design Drawings file for building height. Five beams total – refer to views 4-10 of the Pratt Renderings file for visual reference.

Electrical – Will finished electrical outlets be provided (existing) for exhibit case lighting and AV equipment?

Fort Campbell DPW to provide all electrical upgrade and changes.

We would also like to verify that the Revised Design Drawings document omits sheet X-13 purposefully and is not an oversight.

X-13 is now included as an attachment to the solicitation.

No. Please use specified cases for this area.

Case Light Diffuser – Plans call for A-1, please provide product specification. Specific ref.

section 1 on X-17 - same in other sections on this drawing and on X-18 & 19. Please reference plan drawing numbers X-17, 18 & 19. The diffuser is called out as acrylic, which is located in the light attic at the top of the cases. Specific ref. section 1 on X-17 - same in other sections on this drawing and on X-18 & 19.

Material - Acrylite P95 Diffusion white acrylic

Are the graphic files print-ready? In other words, is not only the graphic layout complete; they have also been laid out at full print resolution?

Yes

In what areas is flooring part of the exhibit vendor/fabricator’s scope of work? It would make sense for it to be part of the scope on decks or dioramas perhaps. What is the full extent of flooring in the exhibit vendor scope? (We note that exhibit vendor will install vinyl base molding.)

Flooring is Fort Campbell DPW responsibility with the exception of exhibit platforms – they are considered exhibit design and to be provided by the awarded exhibit fabrication contractor as well as the floor under the Tank on X-04 of the Pratt Design Drawings file (this item matches other exhibit material).

Dioramas. It appears that the Area 2 Bunk House and the Area 8 Camp Eagle are the only dioramas that will need reconstructions/simulated scenic environments. All the other dioramas feature murals, macro artifacts and other objects and often a platform and reading rail but not any sort of simulated dirt, grass, fiberglass terrain or anything like that. Is that an accurate assessment?

Correct.

I understand that the government/museum will provide the large/macro artifacts. Will they also install these large items in the space? We understand that we/exhibit vendor is responsible for installing the hundreds of case object/artifacts.

Macro artifacts to be moved by Soldier specialists – helicopter to be moved by Soldier specialists BUT hanging of the support beam and hanging of the helicopter is responsibility of awarded exhibit fabrication contractor.

How much audio and video programming, design and production work is in the exhibit vendor scope? There are 8 touch screen presentations and 2 videos listed. The complexity and work associated with a touch screen presentation can vary a lot depending on precisely what functionality/features/content volume is wanted.

Pratt Museum personnel to provide content. Awarded exhibit fabrication contractor to provide the hardware and installation of the hardware in compatible formats for the hardware..

How much lighting is in the exhibit vendor’s scope? Is it safe to say that only the LED track fixtures/system by WAC Lighting and also the Luxam fiber optic Micro System is in exhibit scope? We ask because the spec pdf also shows lighting including shape projectors and some that use gobos as well as an Eiki projector for the ready room as well as a projector screen. The other overall museum area lighting also must be part of the Army scope, we assume, but what about the projectors?

Projectors and screens are awarded exhibit fabrication contractor’s scope. Any lights/fixtures inside of cases or attached to cases are the awarded exhibit fabrication contractor’s scope. All exterior lights are provided by Fort Campbell DPW.

Are the stairs that allow visitors to see inside the glider in the exhibit vendor’s scope?

Yes.

The following are the bid line items. Our question is for clarification of what these line items include, especially since one item is worded differently in the two places where the list is given in the RFP documents. The items are listed with CLIN numbers 0001 to 0006. They are also listed in the Pratt Museum Worksheet. From our standpoint, the exhibit components could be reasonably broken down into categories of exhibit components, graphic elements, and audio/visual elements, and for each category, the fabrication cost could be broken down into labor and materials, but we are not clear how the basic categories of components for material and labor are divided in your quote.

a. Fabrication-Shop Drawings (Understood)

b. Fabrication-Samples/Mock Ups (Understood)

c. Fabrication-Materials (Is this for all the sheet products/wood, touchscreens etc…for the entire project? What about graphic materials? See below.)

For entire project to include graphic materials.

d. Fabrication-Graphic Proofs (In the Worksheet, it says “Fabrication-Graphic Files.”

Generally proofs are required. Should we assume this line item is for proofs as well as printing all the graphics as well as the 3d letter and vinyl wall paper? Would this be materials for printing and labor combined?)

Line item is for proofs and printing of all graphics, 3D letters, wall paper, and labor. If materials have been included in line item C, then labor only.

e. Fabrication-Exhibit Components (If we already priced materials above, is this for labor only?

YES if materials have been previously been included in line item C then labor only.

f. Delivery Installation

AWARD WILL BE BASED ON TOTAL EVALUATED PRICE IN PRATT MUSEUM WORKSHEET. The line items are meant as a guide to get to total evaluated price.

Please clarify what is meant “C print.”

A full-color photographic print. High resolution ink jet prints may be substituted for all C-prints as long as the finished look and durability is equivalent or better.

In the case of graphics printed to Sintra without a specified width (e.g, graphic 9-OB-01), are we to assume that the thickness is up to the exhibit fabricator’s discretion?

Thicknesses of sintra are specified starting on page 51 of the Pratt Specifications file titled “graphics schedule.”

In regards to vinyl wallpaper, is there a specific type (e.g, commercial wallpaper, ABV, etc) desired or is the exact specification up to the exhibit fabricator’s discretion?

Wallpaper is to be smooth surface and durable to handle visitor touch. Type is awarded exhibit fabrication contractor’s discretion.

Please clarify what is meant by “natural canvas” in regards to the exhibit banners (EA4-BA-03) Canvas made with natural material/fibers – not vinyl. To represent WWII period banners.

https://en.wikipedia.org/wiki/Color https://en.wikipedia.org/wiki/Photography

Is the exhibit fabricator responsible for purchasing the projector screen shown in drawing X-26?

Yes.

Is the exhibit fabricator responsible for building the decks? (EA2:002, EA6:CO-2, EA7:005, EA6:0-04)

Yes.

We are not able to locate specs for the “Welcome to Eagle Country” sign shown in drawing X-

24. Where does it hang?

Pratt Renderings file view 16 – Vietnam area.

Drawing X-29 appears to show a wall going through the helicopter. Please clarify what this signifies.

It is a short blade wall that exists below the helicopter. It was created for overflow of graphics due to DPW relocating an HVAC return and reducing the wall graphic and case space in the EA8 N. Vet Forces area.

What process is intended to fabricate the CNC plex letters? Colored plex, painted plex, vinyl on plex?

Colored or painted plex only – NO vinyl on plex. Awarded exhibit farication contractor’s discretion.

In exhibit area 14, are the dimensional plaques, letters, and stars pre-existing elements or is the exhibit fabricator responsible for creating them?

These are to be provided by the awarded exhibit fabrication contractor.

What lighting other than what’s inside the casework or with the frame in the Ready Room is the exhibit fabricator responsible for?

Fort Campbell DPW is to provide all lighting other than what is inside the case and with the frame. Awarded exhibit fabrication contractor is responsible for those items.

File details come from the government source that posted it. Updated .
