SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

PURCHASE DESCRIPTION for Red River Army Depot (RRAD) Fall Protection Systems

C.1. Scope - It is the intent of this purchase description to describe seven individual free-standing fall arrest anchor systems in sufficient detail to secure bids on comparable equipment and installation.

C.1.1 Turn-key Installation All seven fall arrest anchor systems shall be fully installed by the Contractor in accordance with the specifications and performance requirements listed herein, and shall be turned over to the Government in ready-to-use condition.

C.1.2. Function - The fall arrest anchor systems will be used to protect workers positioned on and around large military vehicles before and after painting operations at RRAD. They will be used with commercially-available Class A self-retracting lanyards and OSHA-approved fall protection harnesses (the Government will procure these items separately and does not require them to be included with the anchor systems described herein).

C.1.3. Unique Aspects of This Requirement While similar fall arrest systems may be commercially available, there are unique salient characteristics of the required systems that may eliminate the possibility of using only Commercial-off-the-Shelf (COTS) solutions. The

Government cannot alter or waive the requirements herein to accommodate existing fall arrest system designs. Specifically:

C.1.3.1 Each installation environment is different. The dimensional requirements are specific to each system and its location within the

RRAD production facility. System design must make every effort to maximize the clear span work area and anchor height available to users. Slight variations that impact the work area and anchor height may be permissible if they are required to avoid specific building obstacles, but designs that place the use of standard length or COTS components above work area and anchor height maximization are not acceptable.

C.1.3.2 The required anchor systems must be completely free-standing, and may not be tied back to the building structure in any way or rely on the floor anchor bolts for intrinsic support. This requirement is driven by restrictions on permanent building modifications at

RRAD, and cannot be altered or waived. This non-negotiable requirement is not industry standard and will likely require additional reinforcement and attention to design.

C.1.3.3. No drawings of the desired fall arrest systems or scaled drawings of the buildings or specific installation areas are available at this time. RRAD will host a site visit for interested offerors on Wednesday, 6 September 2017 to allow interested offerors to gather the necessary data for proper response to this solicitation. The Government will specify the exact system location within each installation environment during the site visit. Free registration is required if you wish to attend this event. Please refer to

Solicitation Section L, Instructions to Offerors, for more information.

C.2 General Overview/Requirements:

C.2.1. Equipment Construction - The fall arrest anchor systems shall be constructed of parts that are new, without defects, and are free of repairs. Systems shall be constructed to include all components, parts, and features necessary to meet the performance requirements specified herein.

C.2.1.1. Design and fabrication of the fall arrest anchor systems shall be compliant with applicable (fall protection) sections of

ANSI/ASSE Z359-3.0, USACE FP Guide, OSHA 1910, and OSHA 1926.

C.2.1.2. The anchor systems shall be designed by a Registered Professional Engineer (RPE) with experience in designing Fall Protection systems, or a Qualified Person for Fall Protection. Each anchor system shall be installed under the supervision of a Qualified Person for Fall Protection.

C.2.1.3. Maximum vertical deflection of the anchor points under load (1,800 lbs to simulate MAF) shall not exceed 8 inches below the static unloaded position.

C.2.1.4. Coating and Marking - All structural steel shall be coated with industrial enamel paint or equal (high visibility, safety green) and all other components shall be coated to prevent corrosion in a covered, outdoor environment in Northeast Texas (moderate to high humidity). Sub-assemblies shall be pre-painted at manufacturers facility to limit on-site painting to touch-ups. System bridges shall be stenciled on both sides with the rated MAF per anchor point and the phrase FALL PROTECTION USE ONLY, NOT FOR LIFTING, legible from ground level.

C.2.1.5. Structures must be entirely free standing and fastened only to existing industrial concrete slab consisting of 8 inch thick ribbed mat design with #5 re-bar on 9 inch centers, 4,000 psi concrete, 2,000 psf allowable bearing pressure of foundation soil. Special footings, tie backs or bracing to the building structure or any designed moment loads transmitted to the slab are NOT permitted.

C.2.1.6. Structural components shall be factory assembled or prepared from pre-formed steel and or steel alloy, welded and bolted construction in accordance with industry standards including ANSI/AWS D14.1.

8 20

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

C.2.1.7. Structural steel support columns, maximum four per system, shall be located at extreme corners of the system to maximize the systems usable clear span area, and shall include load distribution plates a minimum of one foot square each and 3/4 inch thick steel

(or equal). The load distribution base plates shall be fastened only to the existing industrial concrete slab in compliance with the most recent ACI-318 Building Code Requirements for Structural Concrete, based on calculations performed by a registered professional engineer, with a minimum of four anchor bolts. Re-bar in the floor slab may not be cut when drilling holes for anchor bolts.

C.2.1.8. Runways and bridge hanging system (trucks) shall be designed and fabricated to maximize overall height of anchor points, with minimal force (less than 10 lbs.) required to move bridges along length of the runways during normal operation.

C.2.1.9. Prior to release for use, each anchor point shall be inspected and certified by a Fall Protection Qualified Person, provided by the contractor, as defined in and in accordance with ANSI Z-359 along with two hard copies of each certification delivered to Government

POC (CDRL A001, Anchor Point Certifications). Note the certifications cover only each anchor point and are not expected to address the rest of the fall arrest system.

C.2.2. Hours of Work: Normal hours of work shall be from 6:30 AM to 5:00 PM, Monday thru Thursday, unless approved in writing, three days in advance by the Government POC. If approved, other hours shall be worked at no additional expense or production down time for the

Government.

C.2.2.1. Restricted down time: Each system installation location may only be closed to Government personnel for one full work day during the performance of this Contract. Fall-protection systems shall be designed in such a manner to permit complete assembly and installation within a single RRAD work shift (ten hours) by the contractors supplied installation crew. The installation environment shall be free for use by Government personnel by the beginning of the next work day, with the system safely free-standing and the construction area cleaned and clear to permit vehicle traffic to pass under the system. The anchor system itself does not have to be fully operational at the end of the day (e.g. to allow set time for grout or epoxy), but cannot impede the Governments use of the space after the end of the allowable one-day closure period.

C.2.3. Warranty - The fall arrest anchor systems under this specification shall be guaranteed for a period of time equal to the manufacturers normal commercial warranty, or for a period of one year, whichever is longer, against defective materials, design, and workmanship. Upon receipt of notice from the Government of failure of any part of the system during the warranty period, that part or parts shall be replaced promptly with new parts at the expense of the contractor. The warranty is to begin upon final acceptance by the

Government.

C.2.4. Final Documentation The Contractor shall provide the following documents prior to final acceptance by the Government:

a. Two hard copies of each anchor point certification (CDRL A001)

b. One hard copy and a digital copy (pdf) of as-built drawings (CDRL A002, System Drawings)

c. Warranty language and operator and spare parts manual(s) to include specifications and ordering information for common wear components (CDRL A003, Warranty and Commercial Item Documentation)

C.2.5. Government Furnished Equipment:

C.2.5.1. Utilities Only basic electrical (120 v) outlets and industrial air supply (90 psi) connections will be available within each building for small tool use. The Contractor shall supply any extension cords or hoses required.

C.2.5.2. Material handling equipment and tooling No government furnished equipment or tooling will be provided for Contractor use. The

Contractor shall provide all material handling equipment required to perform any and all unloading and installation tasks, to include forklifts, cranes, or man lifts. There are no available overhead cranes within the buildings where anchor systems are to be installed.

SECTION F - DELIVERIES OR PERFORMANCE

52.211-4009 DELIVERIES TO RED RIVER ARMY DEPOT (RRAD) (Mar 2013)

Beginning August 10, 2009, all drivers will be required to schedule an appointment for delivery at least 24 hours in advance. On numerous occasions DDRT has seen an increase in the number of trucks arriving for delivery at the same time, which resulted in trucks not being unloaded within the free time allotted. This increases costs in the form of detention charges to DOD.

Deliveries will be scheduled for Monday-Friday, 0700-1300. A copy of each bill needs to be emailed or faxed to the POC at CML (903)334-

2208 or CML (903) 334-2881. POC's are available Monday-Saturday 0700-1730 with the exception of government holidays. For directions, please call CML (903) 334-3060. Trucks are to enter through the commercial carrier route entrance (US HWY 82) and are to report to

Building 740 Truck Control, 100 Armory Drive, New Boston, TX 75570, at least 1 hour prior to their scheduled appointment.

All individuals entering the depot will undergo a Criminal History Background Check unless they possess a Military Identification Card, Transportation Worker Identification Credential, or Federal PIV Card. Derogatory information discovered during a background investigation may result in denial of access to the installation or detention in the event of an outstanding warrant. Carriers that arrive at Truck Control without appointments will be placed at the end of the day's schedule unless there is an earlier opening and will be worked /unloaded as soon as possible.

To schedule an appointment send an e-mail to ddrt-appt@dla.mil.
