*******************************PLEASE NOTE******************************

This is a DRAFT solicitation per FAR 52.215-3 "Solicitation for Information or Planning Purposes." No awards will result from the posting of this DRAFT solicitation. Please direct any questions you have to Mr. Jim Dusett (donald.j.dusett.civ@mail.mil) and Mr. Rory

G. Thelen (rory.g.thelen.civ@mail.mil). Any questions resulting from this DRAFT solicitation are due no later than 3:00 PM EST, 19

October 2016. The Government anticipates answering all questions received no later than 3:00 PM EST, 2 November 2016.

A. EXECUTIVE SUMMARY:____________________

1. SimBRS OVERVIEW: The objective of this procurement is detailed in paragraph C.2.1 of the scope of work in Section C of this solicitation, but in general the Government is looking for a contractor to design, enhance and deliver a family of computer simulation programs designed to predict the reliability and safety of Army ground vehicles from the design stage to the last stages of the vehicles' lives.

2. BUDGETARY ESTIMATE: The Government is soliciting for a one-year Indefinite Delivery/Indefinite Quantity contract, with four option years, under which individual projects will be scoped and funded by the issuance of Task Orders (TO) within the general contract scope.

Section C of this solicitation (see paragraph C.3 and following, in the Scope of Work) defines all of the capabilities desired of the winning contractor. The Government's maximum budgetary estimate over the five-year contract ordering period, if all options are exercised, is $79M, but the Government does not guarantee that this dollar amount, or any specific dollar amount, will be ordered over the course of the contract.

3. ACQUISITION STRATEGY: A full and open competition utilizing best value trade-off procedures will be used for the award of a single cost-reimburseable contract. All proposal submission requirements are located in Section L. All proposals shall clearly identify why acceptance of the proposal would be advantageous to the Government. Any proposed deviations from or exceptions to the requirements, terms, and conditions of the solicitation shall be clearly identified and explicitly defined and justified. Offerors are cautioned to consult the Contracting Officer IN WRITING before submitting an offer that proposes any deviations or exceptions to any of the requirements, terms, and conditions of the solicitation because it may be cause for rejection of the proposal.

B. NOTICE REGARDING SUBCONTRACTING: Offerors other than Small Businesses shall submit a Small Business Subcontracting Plan in accordance__________________________________ with FAR 52.219-9 (DEV) in Section I of this solicitation. The Small Business Subcontracting Plan must be a separate stand-alone file and be clearly labeled as the Small Business Subcontracting Plan. THIS SHALL NOT BE EMBEDDED IN ANY OTHER PROPOSAL VOLUME.

C. NOTICE REGARDING FILL-INS: Offerors shall note that this solicitation contains several clauses and provisions requiring a fill-in or____________________________ representation. Offerors shall note that there is an attachment in Section J (Attachment 0006) related to clause 252.227-7017 that must be completed and submitted as an attachment to your offer in accordance with said clause. Since a failure to complete these fill-ins may cause your offer to be determined ineligible for award, offerors shall carefully read and complete each such clause and provision.

D. PRICING INFORMATION: This solicitation includes a sample Task Order(TO) 001, which is listed as Attachment 0007 in Section J hereof.______________________

As part of its proposal in response to this solicitation, each offeror is required to submit a proposed price to perform TO 001, and in addition is required to submit labor pricing information covering all five years of potential contract performance. While the

Government is not obliged to award TO 001 either at the time of contract award or subsequently, the Government reserves the right to do so at the price proposed by the winning offeror. Accordingly, offerors are asked to include prices for the various cost elements of TO

001 in Section B of this solicitation. Note that pricing information entered in Section B applies only to pricing for TO 001.

Information on labor rates proposed for each year of potential contract performance shall be included in the Pricing volume of your proposal. See Section L of this solicitation, provision L.4

E. FORMAL COMMUNICATION: All questions regarding this solicitation shall be submitted IN WRITING ONLY to the Contract Specialist, via e-_______________________ mail at rory.g.thelen.civ@mail.mil. All questions and correspondence related to this solicitation shall reference the solicitation number W56HZV-16-R-0099 in the e-mail subject line.

B.1 ESTIMATED COST AND PAYMENT __________________________

B.1.1 The amount obligated to cover the cost of all currently issued Task Orders for performance of the work under this contract is set forth in Section G. In consideration of performance of the work specified under each CLIN and per FAR 52.216-7, for cost reimbursement contracts, the contractor is paid for those recorded costs that, at the time for request for reimbursement, the contractor has paid for items or services purchased directely for the contract. Direct Labor CLIN amounts shown in Section B are for all hours added to date by partial exercise of option. From time to time, these CLIN amounts may be revised by the Government, as appropriate, to incorporate additional hours added subsequently for future Task Orders or Task Order revisions, by partial exercise of option. The estimated cost of each CLIN shall constitute the estimated cost for the purpose of the Contract Clause entitled "Limitation of Cost;"

however, neither the Government nor the contractor guarantee the accuracy of said estimates.

B.1.2 Because of the uncertainty regarding the exact number of hours to be used per labor category over the contract term, it is not possible to specify the entire Fixed-Fee amount (if awarded to a for profit entity) for the entire contract on a per-hour allocation by labor category. The Fixed-Fee will be allocated for: (i) each labor category's number of hours expended; (ii) subcontractor effort; and

(iii) material expended per Task Order. No Fixed-Fee is payable in respect to contractor travel costs. The Fixed-Fee will be paid in accordance with the terms of the Contract Clause entitled "Fixed Fee." The fixed fee together with the reimbursement of costs shall constitute full and complete consideration for the contractor's service in connection with the work required and performed under this contract.

B.1.3 Allowable costs shall be determined, and payment thereof shall be provided, in accordance with the Contract Clause entitled

"Allowable Cost and Payment."

B.2 FUNDING _______

B.2.1 The contractor shall notify the Government in accordance with FAR clause 52.232-22 entitled "Limitation of Funds," whenever there is reason to believe that the funds allotted to this contract are either insufficient or excessive for the performance of the work required.

B.3. OPTION HOURS AND RATE SCHEDULE ______________________________

B.3.1 As specified in clause H.1 (Option for Additional Level of Effort) of this contract, the Government may exercise a maximum of

508,785 prime-contractor direct labor hours, over the potential five-year performance period of the contract. The estimated subcontracted labor hours are not included in the 508,785 total hours. Yearly prime-contractor hourly rates per labor category, and estimated allocations of hours per labor category, are as follows:

Year 1 (Option 1) Hours Est. Cost per hour_________________ _____ ___________________

Labor Category A 33,919 $X/hour

B.3.2 The hours per labor category per year listed above are only an estimate; more or fewer hours per labor category may be exercised, provided the aggregate total of all labor hours exercised does not exceed the total given in B.3.1 above. If fewer hours per labor category than those listed above are used in any given year, the unused hours remain available for use on other labor categories in subsequent years. If more hours per labor category than listed above are used in any given year, this simply reduces the remaining hours available for use elsewhere on the contract, since the total aggregate hours specified in B.3.1, above, does not change. It is understood and agreed that the level of effort for each labor and cost category may vary and that personnel and other costs will be utilized only to the extent necessary to perform the required work. Funds, in an amount on which the Government and contractor have agreed, shall be allotted for each Task Order awarded. The Government shall not be obligated to pay the contractor in excess of established fund allotment (funding ceiling) for work performed under each Task Order, and the contractor shall not be obligated to continue performance under a Task Order or incur costs in excess of the ceiling, unless and until the Contracting Officer notifies the contractor by written modification to each Task Order that the funds available for order performance have been increased and specifies a revised amount allotted to such Task Order.
