A1. This issue is being looked at by our systems helpdesk.

Q2. A specified delivery period on the Product Verification Test Report or a required delivery schedule (commencement of shipments) after approval of the Product Verification Test Report by the Army. Please let us know where we will find this delivery information in the RFP?

A2. An amendment will be posted regarding this item, adding in a CLIN for the PVT in addition to the CDRL for the PVTR. These items are separately priced and should be addressed in your response. You will find the delivery information added along with the PVT CLIN, Q3. We also noticed on the solicitation issued yesterday, a copy of which is attached, the SF1449 does not list an issue date in Block 6 or an offer due date in Block 8.

Q5. Attachment 0004, GMTK Technical Factor Elements, references various paragraph numbers. What is the document which is referenced in Attachment 0004? For example, Paragraph 3.3.3.1 is referenced for Lifetime Warranty. Where is Paragraph 3.3.3.1? There is no Paragraph 3.3.3.1 in any of the drawings in the TDP. Is there a document we should have or should the referenced paragraphs be those in the drawings?

A5. Attachment 0004, GMTK Technical Factor Elements has been removed. It was decided that it is not necessary.

Q6. Are you going to reissue a SF1449 which contains an issue date in Block 6 and an offer due date in Block 8?

A6. This issue is being looked at by our system helpdesk. The amendment will address the dates.

Q7. Are you going to post Attachment 0005 in FedBizOpps? You provided me a copy but one is not shown in FedBizOpps.

A7. This item will be corrected and posted in the amendment.

Q8. Performance Work Statement: Enclosed is a copy of the Performance Work Statement for the GMTK as shown on Solicitation Pages 15 and 16. Please confirm that there is no specific time frame for performance of the Product Verification Test (PVT) as set forth Paragraph 3.1.1. We assume that the time period between Phase 2 and Phase 3 will be established is discussions with the contractor and the Government. Please confirm.

A8. The PVT is due 150 days after contract award. The PVTR will be due 30 days after PVT approval. Please see Section B, CLIN 0016AA.

Paragraph 3.1.6 of the Performance Work Statement for the GMTK states that the contractor shall have the capacity to deliver a minimum of 2,000 units a month in the first ordering year. When does that begin? 120 days after approval of the PVTR? What is the delivery period for orders placed later in the contract? Also, what is the monthly shipping rate in the second ordering year?

A10.The submission date has been extended to 12/1/17.

Q11. In Sections L and M, there is no mention of submitting a completed version of Attachment 0004, only Attachment 0003. Please see the enclosed pages from the solicitation. It appears that Attachment 0004 is not required to be submitted with the offer. Please confirm. Also, in Paragraph M.4.1.1, it appears where it references Attachment 0003, it should be Attachment 0001; and, where it references Attachment 0001, it should be Attachment 0003.
