SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
June 2015
Performance Description (PD)for
Yakima Radio Frequency (RF) Targetry
SECTION 1 - Scope
C.1.1 Description. The United States Government has a requirement to procure live fire RF Targetry to interface with and support existing ranges at Yakima Training Center (YTC).
C.1.2. Objective. The objective of this performance description is to describe requirements for RF Targetry that interfaces with existing Targetry and controllers provided by Meggitt Training Systems, Inc. (MTSI).
C.1.3. Scope. This performance description establishes the requirement for the manufacture, delivery, installation, and support of new hardware for YTC. The hardware required is as follows:
>50 Stationary Infantry Targets (SITs)
>105 Stationary Armor Targets (SATs)
>7 Moving Armor Targets (MATs) without track (will use existing)
>5 Hand Held Controllers (HHCs)
>1 Shipping to YTC
>1 Training Operator, Maintenance, and Scenario for YTC personnel
>1 Associated travel for training
SECTION 2 - APPLICABLE REFERENCE DOCUMENTS
C.2.1. General. The documents listed in this section are referenced in Section 3 of this performance description. This section does not include documents cited in other sections of this PD or recommended for additional information or as examples. While every effort has been made to ensure the completeness of this list, document users are cautioned they must meet all specified requirements as cited in
Sections 3 of this document, whether or not they are listed in section 2.
C.2.2. Government Documents. The following specifications, drawings and standards to the revision level in effect at the solicitation issue date form a part of this PD to the extent specified herein.
>Specifications:
>NSN 5180-01-483-0249 General Mechanics Tool Kit (GMTK): Automotive
>29 CFR 1910.1200(g) Occupational Safety & Health Administration Safety Data Sheets
>Drawings:
11829332 3-D Infantry Target Drawing, NSN 6920-01-164-9625
SECTION 3 - Requirements
C.3.1. Item Description. The training system shall consist of SITs, SATs, MATs, and HHCs. This hardware shall be controlled by existing
Range Control Stations and the HHCs required for this procurement.
C.3.2. General Requirements. The application of the requirements as listed in this paragraph and succeeding subparagraphs shall be applied mandatory on all the subsystems of the RF targetry except as noted in this document.
C.3.2.1. Frequency. All transmitters and receivers shall operate in the 138 to 160 MHz band. The setting of the desired frequency shall utilize selectable tuners to switch between channels within the selected band. The HHC and all RF down range receivers/transmitters shall be tunable through each band by range support personnel without changing internal components to select tunable frequency ranges.
All radios shall be preset to 148.70 MHz. All radio transmitters and receivers shall utilize narrow bandwidth technology, and have a bandwidth of 12.5 kHz or less for all transceivers. Contractor shall ensure the RF transmitters/receivers meet all Federal
Communications Commission (FCC) requirements. All devices shall have J/F-12 numbers already assigned IAW CDRL A001. If additional equipment is required to tune the transmitters/receivers, this shall be provided with the installation of the range. The range must operate using a single frequency for any range with up to 512 independently identified target mechanisms (see C.3.2.16) and communication distances of up to five (5) km. A single frequency design must be available.
C.3.2.2. Communication Distance. HHCs shall communicate with all target devices on the range. Power output of the transmitters shall be adjustable from 1 to 5 Km. The contractor is responsible for ensuring communication to all target lifters and simulation devices on the
16 81
Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
range. After the initial installation of the range, the tuning of the transmitter to accommodate the length of the range shall be accomplished as required by range personnel.
C.3.2.3. Status. All down range target devices shall provide operational status feedback to the RCS. The actual status presented on screen shall be updated in less than 5 seconds after a requested status change is accomplished by a target mechanism. An example of a status change is when the mechanism achieves an up position. (i.e., a lifting mechanism receives an up command, and within 5 seconds after the mechanism reaches and activates the up limit switch, a signal is received by the RCS causing the status change to appear on the screen). Status changes normally will be limited to targets within the active scenario, but if a target mechanism should undergo an unanticipated change in status; the unanticipated change shall be displayed on the RCS screen within 5 seconds of the completion of the status action. After a command is given by any RCS, its display shall immediately show an in-transit state, which may be actual status received from the target or it can be RCS software generated. The maximum number of targets required to show a status update within 5 seconds will not exceed 100.
C.3.2.4. Kill Response Time. When the required number of hits to kill the target is achieved, the target mechanism shall begin to lower the target (unless commanded to hold the target in the up position) and actuate the attached simulator devices as appropriate in less than 3 seconds for armor targets and less than 1 second for infantry targets.
C.3.2.5. N/A.
C.3.2.6. Safety Interrupt. Each target position shall have a mechanism to interrupt the activation of the device, stop motion, and isolate hazardous voltages. This is to prevent accidental activation while the target device is being serviced.
