W56HZV-15-A-0007 CO 0003

Attachment 0004

C.1.O SCOPE: This Performance Work Statement (PWS) is for non-personal services Call Order 0003 under Blanket Purchase Agreement (BPA) W56HZV-15-A-0007 to provide technical services for the development of Industrial Base Studies and Assessments.

C.2.0 INTRODUCTION: The Contractor shall validate and update the Engineering Skills Model, Model Users Guide and Final Report provided under Contract W56HZV-13-C-0344, Task 32 Ground Combat Systems Engineering Skills Assessment Number 2 and provide training on the use of the update engineering assessment model.

C.3.0 APPLICABLE DOCUMENTS: Performance shall be required in accordance with this PWS and all attachments to BPA W56HZV-15-A-0007. The Contractor shall be responsible for the most recent version of the regulations, standards, handbooks, specifications, and other Government publications unless otherwise specified in this Call Order.

C.4.0 ENGINEERING SKILLS: The Contractor shall assist the Program Executive Office Ground Combat Systems (PEO GCS) and the Defense Contract Management Agency (DCMA) in evaluating historical ground combat related engineering data provided by the prime contractors and vendor base and the US Government as Basis of Estimates (BOEs) for undertaking engineering efforts associated with PEO GCS programs and validating the Engineering Skills model's accuracy by comparing model outputs to historical data. In addition, the Contractor shall evaluate potential engineering skill risks, identify critical capabilities, and develop risk mitigation options and strategies to sustain critical engineering skills.

4.1 The Contractor shall utilizing where practicable the data deliverables and engineering skills model and Model User Guide delivered under Contract W56HZV-13-C-0344, See Attachment 0007 – Final Report – Engineering Skills Assessment, Attachment 0008 – Engineering Skill Demand Model and Attachment 0009- Engineering Skills Assessment Demand Model User Guide.

4.2 In performing this effort the Contractor will likely not have direct access to prime contractor or vendor BOEs. The Contractor shall provide support in the form of model updates, model training for DCMA and PEO GCS personnel, hypothesis formulation using should costing expertise, and generation of presentation materials to communicate findings with key stakeholders. The Government makes no claim on the willingness of Government contractors or subcontractors to participate in this study.

4.3 The Contractor shall utilize historical and current Government and vendor generated data to conduct workshops to identify critical engineering capabilities and potential engineering competency requirement for future ground combat vehicles acquisitions and modernization programs. The Contractor shall capture supplier perspectives on the critical engineering skill sets required for major systems and subsystems on ground combat vehicles by both prime of Information Act.

2 | P a g e

Performance Work Statement contractors and the supply base to gain an understanding of the expected engineering resource Life Cycle Plans (LCPs). These LCPs shall be compared against planned and potential workload scenarios to identify potential engineering skill gaps or critical skill sets at risk of being lost in a reduced demand environment.

4.4 ORGANIC BASE. The Army's organic base contains a number of sites with engineering capabilities that may be leveraged to mitigate the risk of losing engineering capabilities during the lull between the cancellation of ground combat programs, reduced production and future development or production of PEO GCS vehicle program(s). Engineering skills shall be assessed at the organic sites to determine capability, capacity, and cost to sustain critical engineering skill sets required to maintain PEO GCS vehicle overmatch capabilities relative to enemy threats. The Contractor shall support DCMA in assessing the organic base's engineering capabilities. The Contractor shall provide presentation materials to assist in conducting workshops, Request for Information (RFI) templates for requesting data for the assessment, and data analysis support.

4.5 PRODUCTION DEVELOPMENT SCENARIOS. A potential means to mitigate the risk of losing critical engineering skill sets in the ground combat industrial base is for the supply base to coordinate engineering efforts with the organic base. In order to do so, cost effectiveness must be balanced against the Government's ability to deliver key technologies that provide their vehicles with overmatch capabilities on the battlefield. The Contractor shall identify multiple scenarios for developing vehicle technologies by coordinating across the supplier and organic engineering bases.

4.6 INVESTMENT STRATEGIES: The Contractor shall develop an implementation roadmap addressing how to go from the current state of the design industrial base to the desired end state as identified in an optimal scenario. This shall include identifying what investments need to be made, determining when they need to be made, and determining what key metrics should be measured to assess whether the desired outcome is being achieved. As cost pressures are expected to continually be exerted on future vehicle programs, a successful investment strategy will ensure that any product development model can be sustained for the long term, but also adaptable to newly developed technologies that can quickly be incorporated in future development programs (i.e. provide the program with a "running start" on new vehicle development).

4.6.1 The Contractor shall assess non-recurring engineering, tooling, and equipment costs associated with developing and prototyping new ground combat vehicles and vehicle sub-systems. The Contractor shall incorporate non-recurring cost modeling capability into the current Engineering Skills Model.

The revised model and User Guide shall be delivered in accordance with (IAW) Contract Data Requirements List (CDRL) A001.

4.7.1 The traditional approach of developing combat vehicle platform(s) leads on occasion to the program not proceeding. There may be potential alternative models that can be leveraged from both other areas of the Department of Defense and commercial industry. The Contractor shall explore alternative product development models by leveraging commercial expertise and identifying potential obstacles to new product development models.
