Attendees:
GOVERNMENT:
Contracting Specialist Daniel J. Ellis, Contracting Specialist: Jonathan Marshall, Contracting Officer Representative: Thomas Schneider
CONTRACTOR:
Matthias Arndt (Arndt Automobile GmbH), Patricia Schiemann (Arndt Automobile GmbH)
Mr. Josip Fuduric (Fuduric GmbH & Co KG)
Questions:
1) Q: Government provided a response that 31 July 2021 (Late July)was an acceptable timeframe for delivery of vehicles, is that correct?
A: Government was in error with the response of 31 July 2021 (Late July). Government requirement is for all vehicles in place on 1 July 2021.
2) Q: What is the configuration for the light system?
A: All trailers have a 12 volt light system for the configuration provided. This configuration allows for the swapping between military and civilian trucks to assist in the transportation organizations ability to be agile in making deliveries. One example of the benefit of this approach is the ability to transport items for movement on public roads and then pass off the trailer to military specification trucks at remote sites.
3) Q: All the number of vehicles requested in the solicitation required immediately?
A: Government requires all vehicles to specifications for delivery by 1 July 2021.
4) Q: What was the mileage limitation provided for the requirement?
A: All vehicles provided must have no more than 160,000 km miles at delivery.
5) Q: Is Government willing to allow for a delay due to the significant delays in the global supply chain for new or rental vehicles as a result of COVID-19 issues?
A: No, Government is not providing for any delay to the delivery of the vehicles to meet the Governments specifications.
6) Q: Will Government provide for a Q&A extension as a result of the previous incorrect response to the delivery requirement?
A: Yes, Government will provide for a new Q&A extension to run until April 15 and extend the solicitation until April 21.
7) Q: Would the Government be willing to accept a variation of approach to meet the requirements?
A: Please submit alternative proposals that meet the minimum requirements to allow for a formal review and response in a technical manner. No current limitation on the number of proposals that may be submitted.
8) Q: Why does the trailer have a length requirement of 6.8 meters? Is the Government willing to alter that requirement?
A: The requirement is necessary to move vehicle variants. Government is unwilling to alter that requirement.
9) Q: What is the NATO connection for?
A: NATO connection is for the hydraulic pump for the trailer the system does not do anything else.
10) Q: What is the maximum tonnage of trailers?
A: Axle load capacity: 24,000 kg Permissible total weight: 47,000 kg Empty weight:12,800 kg Load capacity: approximately 28,500 kg
11) Q: Will the Government allow for a variation of approach that contemplates using two axel trailers that will be replaced when three axel trailers become available?
A: Preliminary response is that no a two axel approach will not be acceptable but please provide contemplated technical approaches in you quote submittal and allow the Government to review from a technical perspective to see if the quote meets the technical requirements required.
