Theater Contracting Center Kleber Kaserne, Geb. 3323

67657 Kaiserslautern

28 June 2016

Request for Technical Proposals, Number W564KV-16-T-0074

A site visit by all interested vendors is strongly recommended for this C3 (Customer, Contracting, Commerce) Partnering Solicitation. Thereafter, a technical proposal will be submitted by the vendors for review.

The review will determine whether the technical proposal is: acceptable; reasonably susceptible of being made acceptable; or unacceptable. The project description is attached.

All technical proposals shall be submitted to this office with a cover sheet that identifies the vendor and the proposal number and a separate price schedule. The technical proposals can be submitted in German, however an

English translation must be provided by the contractor prior to award, since the English version is the binding one.

Vendors should submit proposals that are acceptable without additional explanation or information. All proposals must clearly identify the DIN’s, governing codes or industry standards that will apply to the project. The first technical proposal will be evaluated on the basis of: method of accomplishment; materials and equipment to be used; time schedule; quality control plan. The Government may make a final determination regarding a proposal’s acceptability solely on the basis of the proposal as submitted. The Government may request additional information from offerors of proposals that it considers reasonably susceptible of being made acceptable, and may discuss proposals with their offerors. Design drawings are not required in the proposals but may be submitted at the discretion of the vendor. Vendors will be bound by their technical proposals!

Vendors with proposals determined to be unacceptable will be notified on final determination of unacceptability. Vendors are encouraged to submit multiple offers presenting different basic approaches. Each technical proposal submitted will be separately evaluated.

Vendors will be notified if the U.S. Government requires a different time schedule than the one proposed by the vendors. Award will be made to that responsible offeror whose offer, conforming to the invitation, will be most advantageous to the Government.

The site visit will be held on Wednesday, 6 July 2016, 1030 hours. We will meet at the Hopstaetten Water

Works Site, Baumholder.
