This document is an amendment to a solicitation for roof replacement services. The Army Contracting Command - Rock Island is seeking proposals to replace the roofing on Building 210 at the Rock Island Arsenal in Rock Island, Illinois. The work includes removing the existing roofing systems from two roof areas and installing a new fully adhered EPDM roofing membrane system with no ballast. Specification sections and submittal requirements were revised on specified dates in July 2022. Questions received from contractors were answered to clarify insulation, decking, and membrane material requirements as well as restrictions on working hours and roof access. Proposals are due to the listed points of contact by email by the amended date.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been added by full text:

AMENDMENT 0001

The purpose of this Amendment is:

1. To Answer the following Contractor questions.

A. 20 psi (specs) or 25 psi (plans) insulation required?

Answer: Insulation shall be 25 psi per the requirements listed on the plans.

B. Since this is a reroof, can 1/8”/ft tapered insulation be used in lieu of ¼”/ft. (see G-004) to reduce costs? I have all areas 4-wayed to the drains so ponding shouldn’t be an issue.

Answer: Insulation taper shall be ¼ inch per foot. Note that the upper roof (Drawings A-105 and A-106) slopes at ½” per foot from the ridge to the roof perimeter on the north and south.

C. Deck conditions to determine attachment.

Answer: Existing lower roof deck is metal. Existing upper roof deck is concrete with a thickness of 6”.

D. Cover board manufacturer and size as well as vapor barrier to be used (see specs).

Answer: Refer to revised Specification Section 07 22 00 dated 15 July 2022.

E. With the added insulation, the new height of insulation will be over the door sills on the penthouses of the upper roof area. How should this be handled?

Answer: The insulation taper and thickness will need to be adjusted to accommodate existing conditions.

Variations will be addressed on a case by case basis during construction.

F. The specification calls for REINFORCED 90 mil EPDM, this is not available, however NON-Reinforced

90 mil is available which qualifies for the 25 year warranty as specified, is 90 mil NON-Reinforced membrane acceptable?

Answer: 90 mil non-reinforced membrane will be acceptable. Refer to the revised Specification Section 07 53 23, date 15 July 2022

G. Roofing membrane is specified as 90 mil reinforced EPDM. Firestone Building Products and Carlisle

Syntec manufacturers are not making this product. (Will 60 Mil reinforced EPDM or Fleece-backed EPDM be acceptable?) Please clarify.

Answer: Refer to the response in question six above.

H. In the SOW for this project it shows standard working hours of 0600 to 1700 Monday through Friday. It later lists Special Conditions hours of 5:30 PM Friday to 6:00 AM Monday. I am assuming the intent is to do all of the work over the weekends so as to not be disruptive and the standard hours shown are just general information for other projects.

Answer: Working Hours listed in the SOW have been revised. Refer to the revised SOW, dated 11 July 2022.

I. Drawings sheet A-101: Which service provider are we to coordinate with for realigning the TV satellite dish?

Answer: Dish provider appears to be the Dish Network.

J. Is there a sheet metal specification? What gauge is the slip counterflashing, counterflashing, and rain collar at Details A1, A3/A-501 and A4/A502?

Answer: Refer to Specification Section 07 60 00, revised 15 July 2022.

K. What is the cover board insulation material? What is the desired thickness?

Answer: Refer to the response in question 4 above.

L. Is there a minimum R Value of 30.0 required for insulation?

Answer: Refer to the latest edition of the International Energy Code.

M. Which roof areas are mechanically fastened EPDM?

Answer: The references to mechanically fastened have been removed from the specifications. Refer to Specification Section 07 53 23 revised 15 July 2022.

N. Which Roof Areas are Fully adhered EPDM?

Answer: Refer to the response in question 13 above.

O. Can the roof debris be removed from the roof through a chute for both roof areas? Or does roof debris need to be craned off of the roof?

Answer: A chute is acceptable for the low roof only.

P. How will personnel access the roof? Stair tower, ladder or through inside of building?

Answer: Access to the roof for personnel and hand tools will be through the inside of the building.

Q. Is there a specific manufacturer and color for the EPDM?

Answer: There is no specific manufacturer or list of manufacturer’s. The color of the EPDM shall be black.

R. Has a core sample been done?

Answer: A core sample was taken during the site visit. The lower roof had tapered insulation from 2” in the center to 8” in the NW corner. The upper roof was 2 ¼” thick insulation.

S. A portion of the roof is ballast and the other is regular EPDM but it's unclear if the ballast portion of the roof will be replaced with new ballast or discarded altogether and replaced with only EPDM or if both sections will be ballasted.

Answer: Both sections of the roof will be only EPDM with no ballast.

3. To incorporate the following revised sections of Appendix A, Specifications
