3.1 Chemical and Physical Characteristics

The chemical and physical characteristics of carnauba wax shall comply with the requirements specified in Table I when tested as specified therein.

3.2 Material and workmanship

The carnauba wax shall be naturally occurring and free from foreign materials and manufactured in a manner to assure compliance with all of the requirements of this specification. The material shall be a non-tacky solid at 25oC. The workmanship exhibited in the first article sample shall be evaluated to determine acceptability. The Carnauba wax shall be uniform in quality and free from lumps, visible impurities, or other defects that would render the material unsuitable for the intended use. Lumps that can be dispersed by hand pressure are acceptable.

3.3 First Article

When specified in the contract or purchase order ( See 6.2), a sample shall be subjected to first article inspection in accordance with the technical provisions herein. (see 4.2).

4 VERIFICATION

4.1 Classification of inspections

The inspection requirements specified herein are classified as follows:

a. First article inspection (see 4.2)

b. Conformance inspection (see 4.3)

4.2 First Article Inspection

First article inspection shall be performed by the contractor, after award of the contract and prior to production, at a location acceptable to the Government. First article inspection shall be performed on samples which have been produced with equipment and procedures normally used in production and manufactured in accordance with requirements detailed in Section 3.

First article inspection shall consist of perform all tests specified in 4.4. First article inspection is valid only on the contract under which it is granted, unless extended by the Government to cover other contracts. Any production prior to acceptance of the first article sample is at the contractor’s risk.

4.2.1 Sampling

A representative sample of approximately ½ pound shall be taken from the first article batch of Carnauba wax. Sampling shall be conducted in accordance with standard procedures as detailed within ASTM-E-300. (Unused sample may either be returned to the batch or be saved for future reference.) A second sample, having an approximately weight of ½ pound, shall be sampled in accordance with ASTM E-300 and provided to the requesting agency for compatibility testing with ordnance components and materials.

4.2.2 Acceptance criteria

Failure of the sample to pass any test requirement specified in 4.4 shall be cause for rejection of the first article sample.

4.3 Conformance inspection

The inspection lot shall consist of one or more batches of Carnauba wax produced by one manufacturer, in accordance with the same specification, or same specification revision, under one continuous set of operating conditions. Each batch shall consist of that quantity of Carnauba wax that has been subjected to the same unit chemical and physical process intended to make the final product homogeneous. Units of product selected for inspection shall represent only the inspection lot from which they are drawn and shall not be construed to represent any prior or subsequent quantities presented for inspection. Failure to meet any of these requirements shall be cause for rejection of the batch from which the inspected lots were drawn. Failure to meet any testing requirements shall be cause for rejection the lot from which the samples are drawn.

4.3.1 Alternate conformance inspection

Contractors may submit alternate conformance inspection methods for consideration in accordance with Section 5 of MIL-STD-1916. Submissions of contractor proposed revision should be addressed to the Technical Agency (see 6.3) for evaluation, approval, and certification of compliance with this specification.

4.3.2 Sample identification

Each sample container and specimen shall be marked with the following information:

a. Complete designation

b. Lot number

c. Weight of the lot

d. Manufacturer’s name and plant designation

e. Contract number

f. Date of manufacture and sampling

4.3.3 Sampling

Primary samples shall be taken from a minimum of four containers or from ten percent (10%) of the containers in the lot, whichever is larger. (If the purchase is less than four (4) containers, 100% of the containers shall be sampled). Each sample shall be representative of the container and drawn in accordance with ASTM E-300 sampling practices. Approximately ½-pound of the material shall be removed from each selected container. Each primary sample shall be labeled so that the container from which it was taken can be identified. The individual samples shall be pulverized until the material passes through a U.S. Standard No. 4 (4760 micron) sieve in accordance with ASTM E-323. An approximately ½-pound composite sample shall be made of equal parts of the primary samples. No more than ten (10) primary samples shall form a composite sample. All samples shall be placed in airtight containers and labeled to show the name of the material, manufacturer, contract or order number, and date of manufacturing and date of sampling. The primary samples shall be held by the procuring activity for possible future examination should the tests of the composite sample(s) show that the lot fails to meet the requirements of this specification. All acceptance tests shall be made on the composite sample(s) representative of the lot. MIL-STD-1916 shall be referenced for general sampling practices.

4.3.4 Classification of Characteristics of Carnauba Wax

Conformance examinations and tests are specified in the following classification of characteristic paragraphs. The contractor’s quality program or detailed inspection system shall provide assurance of compliance of all characteristics with the applicable specification requirements utilizing as a minimum the conformance criteria specified. When cited herein, attribute sample inspection required in 3.1 shall be conducted in accordance with MIL-STD- 1916. Material, workmanship and packaging attribute inspection shall be conducted in accordance with Table III of this specification, using inspection levels stated in the classification of characteristic paragraphs.

(See DOD-STD-2101 for the definition of critical, major, and minor classification of characteristics.)

4.3.5 Acceptance criteria

Any material which fails to meet any of the requirements of Section 3 when tested shall be classified as defective, thus resulting in the rejection of the lot from which it was obtained.

4.3.6 Examination of product

The carnauba wax shall be visually examined for conformance to the requirement of 3.2.

4.3.7 Examination of preparation for delivery

An examination shall be made to determine that the packaging, packing, and markings conform to the requirements of Section 5.

4.4 Test Methods

The following test methods shall be used to determine conformance to the requirements of Section 3.
