UST Removal & Soil Sampling Solicitation W52P1J‐18‐T‐3053
22 May 2018
Questions and Answers:
1. Is there native fill that we will be allowed to use for back fill or do we need to import fill materials?
Yes, local fill is available. Fill located at 12T 380786.36 m E 4484366.80 m N
2. Will the Government supply the signs, where tanks are to be removed ?
No.
3. How many locations will need some connections/repair to existing utilities ?
Refer to SOW and drawings. The government relies on the contractor’s expertise.
4. Will there be a lay down or stock pile located on the Base ?
Fill located at 12T 380786.36 m E 4484366.80 m N
5. What is the average size pipe to be capped off at each building ?
The Government relies on the contractor’s expertise.
6. Can a single Post Closure Report be issued that covers all five USTs to be removed and the 4 previously removed USTs or should one report be issued for each tank site?
Responsibility of contractor to determine closure reporting requirements. Contractor is liable for reporting that is rejected by State for quality or omissions.
7. Since the USTs are spread out over the facility, can a single Closure Plan/Closure Notice be issued for all five USTs or are separate plans/notices required?
Responsibility of contractor to determine closure requirements. Contractor is liable for reporting that is rejected by State for quality or omissions.
8. For pricing purposes, could we get clarification on the exact volume of diesel fuel we should expect to dispose of?
Exact volume is not known; please see question 27 below for further information.
9. Please confirm that the facility will remove the decking material and smoking room at Building 1005B prior to the contractor removing the UST.
Affirmative.
10. For pricing purposes, should we assume 50 cubic yards of soil to be transported and disposed of at each UST location?
Contract states that “if required….. then up to 50 CY soil will be removed.” Government will provide roll off containers for contaminated soil as required. A CLIN will be provided for excavation of the UST hole beyond removal of USTs. The disposal of contaminated soil will be covered under existing waste contract unless the contractor’s negligent actions cause a spill. To be clear, if the contractor is negligent (not careful) and causes a spill, then the contractor is financially liable for additional excavation cost and soil disposal costs.
11. Are there any analytical testing requirements necessary for the fill materials?
Local fill does not need to be tested if used. If fill is imported, contractor assumes liability of using clean fill.
12. Is any compaction testing required? At what frequency?
Compaction will be completed as described. Contractor is responsible for testing two weeks from initial compaction.
13. Does the analytical laboratory need to be DoD certified?
The Government relies on the contractor’s expertise.
14. Can the fuel from the existing Tank 11 be transferred into the new Tank 11?
Tank 11 is empty; see question 27 below.
15. Will the new AST pad for Tanks 11 require engineering for the anchor bolts and concrete pad?
Responsibility of contractor to determine. See question 19.
16. Please confirm that the facility will accept tank rinsate, sludge, and removed USTs for disposal and recycling.
Government will provide drums for rinsate and sludge, not excess fuel. Contractor will load UST into recycling containers. COR will coordinate roll off containers.
17. In the SOW, section 7.1.8 states that tank 11 will be replaced with the double walled tank located at building 100. It does not state the extent of that scope, are we to connect the tank? Are there existing lines to connect too, etc.
Contractor will move tank from 100 and connect it to emergency generator at 11.
18. Are we to cap the lines at bldg. 100 or will they need to be removed entirely?
Lines at 100 have been capped.
19. Per item 7.1.8, please confirm that TEAD is anticipating the contractor for the above referenced solicitation to perform the new construction requirements. If so, please provide any additional requirements associated with the new tank and concrete specifications. Otherwise, we will assume full means and methods associated with this scope item.
You have assumed correctly. 7.1.9 has basic requirements for concrete pad, this is not supporting heavy machinery. The contractor should also assume that work will inspected by a seasoned engineering technician with many years of concrete experience.
20. The solicitation document (page 3) indicates a contract duration of 120 days but the scope of work document (page 6) indicates 180 days. Will you confirm which is correct?
120 days.
21. At the site visit our UST certified individual noted that TEAD would remove the power lines over tank
11. Can you confirm or should we include it as an exception to our bid?
Government will move powerlines.
22. We'd like to request a copy of the wage determination listed on page 7 of the solicitation.
Attached to Amendment 0002.
23. Section 4.1 says the base will provide containers and disposal of sludge and rinse water, section 7.1 says contractor shall drain and dispose of fuel oil and sludge remaining in tanks.
Section 7.1.15 states the contractor shall deliver the liquids/solutions generated to Tooele Army Depots 90 day storage yard, where the contractor will containerize the waste.
Can you clarify who is responsible for what regarding removal, transportation, containerization, and disposal of the liquids, sludges, and wash water?
Government will provide drums for rinsate and sludge, not excess fuel. Contractor will load UST into recycling containers. COR will coordinate roll off containers.
24. 7.1.4 States the contractor shall containerize and dispose of contaminated soils in accordance with the approved closure plan. Section 7.1.13, 7.1.14 states similar information. Section 2.2 states none of the tanks are known to have leaked. Section 7.1.19.1 States we may need to excavate up to 50CY of soil per tank and place in contractor provided roll-off containers. Disposal costs are dependent upon concentrations and characterization, so pricing potential contaminated soil is difficult until it is actually encountered and lab analysis is obtained.
Are we to include the up to 50CY contaminated soil work in our base bid, or would this be considered a change order based on statement 2.2? NOTE: Due to the unknowns, we prefer this to be treated as a change order, if encountered in order to save costs and risks for both parties.
To be clear, if the contractor is negligent (not careful) and causes a spill, then the contractor is financially liable for addition excavation cost and soil disposal costs.
25. 7.1.8 Can you please provide the following information regarding the tank relocation:
1. Tank make, model, and weight?
2. Is this tank in use and plumbed or ready to be transported for relocation?
3. Will plumbing of the tank be required after relocation, if so, please provide details.
Can you confirm we only need to pour the pad, relocate tank, and install bollards.
No plumbing, electrical, permits, etc. is needed?
4. How many bollards do you want installed.
1) See drawings and SOW posted with the Solicitation. Drawings are titled, “Drawings – UST Removal & Soil Testing.” Refer to SOW 7.1.20.5.
2) No it is not in use. No it is not plumbed.
3) No electrical work shall be performed. Contractor will remove ust, prepare site, pour pad, move AST, install AST, connect AST to plumbing, and install 4 bollards.
4) 4 bollards shall be installed, 3 feet apart.
26. 7.1.18 Can you confirm if additional samples are needed due to contamination, those costs would be considered a change in condition (similar to question above about contaminated soil excavation and disposal)?
Contractor shall submit closure plan that is consistent with state regulations.
27. Can you provide the approximate volume of existing product in each tank?
Tanks 110 and 118 are empty. The rest can be assumed full.
File details come from the government source that posted it.
