TECHNICAL QUALIFICATION EVALUATION
PROJECT #2006-224: Replace Building 90 Cornice
Evaluation shall be based upon the Contractor’s proposal. The proposal must demonstrate a thorough understanding of, and compliance with, the Scope of Work (SOW) and associated Request for Proposal (RFP) documents, and demonstrate the experience necessary to successfully complete all work set forth in the SOW. The technical evaluation shall be rated as either Acceptable or Unacceptable. The ratings used and their descriptions are provided below. The Government is not required to request additional information from bidders and therefore considers the bidders’ package complete upon receipt.
Contractors shall take note and ensure bid packages are complete at the time of initial submission.
Incomplete bid packages that do not contain all the requested information or follow the specified format below can, at the discretion of the Government, be rated unacceptable.
The following are the minimum technical qualification requirements which must be addressed in the Contractor’s proposal and determined acceptable in order to be considered for award:
1) The Contractor or their sub-contractor, who performs the work shall have a minimum of ten years of masonry experience. The Contractor must show 5 separate project examples completed in 5 different years. If the Contractor claims a project spanning multiple years, then the contractor must prove that the project was of substantial size to warrant multiple years of experience. The Government defines a substantial sized masonry project in equal to or greater than $2.5 million. The company performing the work shall also exhibit at least one project working with natural limestone stone masonry or equivalent. The project working with natural stone masonry can count as part of the 5 project examples. These projects can be of any size, but by bidding this contract the Contractor certifies that they are capable of completing the work requested in the SOW according to the schedule set and terms set therein. Project data must include the following:
a. Contracting Entity: Private or Government
b. Project Location and Type of Masonry Substrate Material
c. Customer Point of Contact (POCs)
d. Firm Resume
e. Optional: Photographs of Project
2) The Historic Masonry Consultant shall have a minimum of ten years’ experience applying “The Secretary of the Interior’s Standards for the Treatment of Historic Properties (with Guidelines for Preserving, Rehabilitating, Restoring, and Reconstructing Historic Buildings)” on projects that are similar to the SOW in material and design. The Contractor must provide five projects that are similar in scope. Project data must include the following:
a. Contracting Entity: Private or Government
b. Award Date
c. Building Name, Location, National Register Status, and Substrate Material
d. Resume of Firm or Individual
d. Description of the implementation of the Standards referenced above
The Government shall evaluate the Contractor’s proposal against these minimum requirements in order to determine whether the proposal is technically acceptable or unacceptable. The proposal shall be evaluated against the following ratings:
