Portable Weigh-in Motion (WIM) Scales

2 November 2018

Headquarters Army Sustainment Command (HQ ASC) has a requirement for a portable automated weigh-in-motion (WIM) system to electronically weigh and measure vehicles.

The WIM system must be able to automatically calculate and output load length, width, height, weight, center of balance (CB) and cube data for all wheeled military vehicle axle configurations up to the limits/capacities specified below. The WIM system must output this data in a format that Transportation Coordinator’s Automated Information for Movement Systems, version II (TC-AIMS II) technology system will accept automatically (i.e. not using manual input), thereby saving time and labor hours, and eliminating data entry inaccuracies. The information gathered from the WIM system must automatically feed into the required fields in TC-AIMS II in the format required. The WIM system will consist of portable weigh in motion pads and/or portable wheel load scales (to accurately measure each vehicle axle). ASC’s requirement for the system also includes laser cargo profiling, bar code and RFID reader, load planning software (software provides output data referenced above which is fed to TC-AIMS II), and a rugged shipping container (no larger than 108 x 88 x 92). Required setup and tear down time is 30 minutes or less. The system must be able to run on 110/220 volts and operated by a maximum of 3 people. ASC also has a requirement for the WIM system to produce labels (MIL-STD-129 shipping labels).

The entire system shall be packaged in a rugged shipping container (dimensions above)t, which is designed to fit on United States Air Force aircraft. HQ ASC also requires on-site (at installation where equipment will be utilized), 2-day training on the WIM system to be included in the price per unit. The manufacturer’s training will include demonstrating set up, tear down, and automatic interface with TC-AIMS II.
