The following items are applicable to this modification:
SUMMARY OF CHANGE
1. The purpose of this modification is to:
A. Incorporate the requirement for the offeror to certify, at proposal submission, that it has provided all required documents to the Woman-Owned Small Business Program Repository consistent with solicitation FAR clause 52.219-30, Notice of Set-Aside for, or Sole Source Award To, Women-Owned Small Business Concerns Eligible Under the Women-Owned Small Business Program.
B. Provide the following responses to questions submitted following the site visit, as follows:
1. The drawings call for the addition of R38 insulation in the Gym. Is this insulation intended to be in the form of roof insulation above the roof deck or Batt insulation below the roof deck? Is this insulation to be installed to the roof joists or laid on the gym Ceiling?
Answer: The existing rigid foam insulation above the deck shall be removed and replaced with new rigid insulation with similar R value. To make up the additional R value required by the SOW, additional batts insulation should be fastened to the underside of the deck. Contractor may propose a different/better solution as deemed necessary.
2. There are several satellite dishes attached to the fascia. Are these to be removed and reinstalled by the contractor?
Answer: If it is necessary to remove the satellite dishes, coordination must be made beforehand with the building director, Russ Lee at 435-833-2222. Disruption in data service to the building must be kept at a minimum.
3. The roofs are ballasted. Does the government want the ballast rock or is it to be disposed of?
Answer: The rock is to be removed and disposed. The contractor may propose to have the rock removed and placed in a pile on-site to be picked up and hauled away by the government. However, the rock must be clean WITHOUT any roof material debris mixed in.
4. Please clarify that dumpsters are to be provided by the government.
Answers: All trash and recycle dumpsters shall be provided by the government.
5. Is there a quantity of decking replacement that should be included in our pricing?
No. During construction, if it is found that parts of the decking has rotted and will need to be replaced, contractor shall submit a cost to perform the repair. After agreement from the contracting officer, contractor may replace those areas.
6. The details state new soffit and fascia. Is all soffit and fascia to be replaced? The existing fascia is painted. If only areas are to be repaired, please specify a color for the replacement material.
Answer: Only soffit and fascia that shows obvious signs of needing replacement should be replaced with new material that matches as close as possible to the existing material or should be painted to match.
7. What color Drip edge is required for this project?
Answer: Dark Brown
8. The drip Edge detail calls for a New Rake Flashing. Is this to be installed on all areas of this project?
Answer: Yes
9. What materials make-up the existing roofs?
Answer: According to the asbestos report and some core sampling, the following sections are approximate:
Roof 1: wood deck, felt paper, gypsum board, rigid insulation, single-ply membrane Roof 2: wood deck, felt paper, gypsum board, rigid insulation, single-ply membrane Roof 3: wood deck, felt paper, gypsum board, rigid insulation, single-ply membrane Roof 4: wood deck, felt paper, gypsum board, rigid insulation, single-ply membrane Roof 5: concrete deck, felt paper, gypsum board, rigid insulation, single-ply membrane Roof 6: wood deck, felt paper, gypsum board, rigid insulation, single-ply membrane Roof 7: wood deck, felt paper, gypsum board, rigid insulation, single-ply membrane
10. The plans call for additional R38 in the Gym area. The questions was, is this to be put on the roof or in the attic space?
Answer: See Number 1 above.
11. Is there any additional insulation required on the other areas ? if so how much?
Answer: Other than replacing the existing rigid board insulation per the SOW, there is none specified.
12. Are we to go back with the same assembly as the existing roof ½” gypsum board, 2” ISCO?
Answer: Yes, the existing gypsum should be replaced with like material to provide the 1 hour fire rating.
13. Section 01110 Scope of work; Indicates that the existing roof deck is wood. During the pre-bid site visit it was observed that the building has wood joist with gypsum plank decking over the top. This type of decking won’t allow for the specified mechanical attachment of the new roof system.
Answer: The contractor should propose a system in his/her bid that will give the intended results and the
20 year no-dollar warranty.
14. Can the contractor access the rear of the building (North Side) for loading and unloading the roof through the access gate in the fencing.
Answer: Yes, coordination will be made during the time of construction.
15. If any dust or debris from the roof demo gets in to the pool will the contractor be required to pay for the cost to drain and clean it.
Answer: Contractor should make every effort to keep debris from blowing off of the roof and is responsible to keep the worksite clean. Incidental dust and debris that lands in the pool might be cleaned by the government, however, coordination is required from the contracting officer, his/her representative, the building employees, and contractor. The pool is planning to open the last week of May.
16. Will any Friday or Saturday work be allowed, especially if weather doesn’t allow for work on any of the days Monday thru Thursday.
Answer: Additional days may be allowed. Contractor shall coordinate with the contracting officer or contracting officer’s representative beforehand.
17. Construction note #13 on sheet 2 of 4 indicates that R-38 insulation be added to the Gymnasium area. Does this insulation get added above the roof deck or in the attic space. Will BLOWN-IN insulation be an option?
Answer: See Number 1 above.
2. As a result of the preceding, the date/time for receipt of proposals is extended to 23 March 2017 at 10:00 a.m.
