F. The following list below is all questions submitted by vendors and response from the government:
Question 1:
From the site visit vendors requested a schematic (installation map) that identifies building numbers and existing/planned container locations, delineate which is an existing location (current service container) and new requirement (new work requiring placement of a can)?
Answer: GPS coordinates are provided. Map can be provided only if absolutely necessary due the OPSEC concerns. These coordinates are now in Attachment 1 of the solicitation.
Question 2:
In the SOW 5.2.1 it states:
The contractor shall maintain all truck bodies, dumpsters, containers, and other refuse containers in a clean, sanitary condition for the entire period of the contract. Containers serving the Igloo Club, Bldg S-19, Golf Pro Shop, Bldg S-2, Bldg S-57 and Bldg 52770 Fire Department shall be thoroughly cleaned or replaced twice a week from 1 Apr through 30 September and once a month from 1 October through 31 March.
Quarters 20 containers shall be cleaned and disinfected monthly.
Can we add in the requirement for the (6) location from the SOW to add in “or alternate solution acceptable to the GOV”?
Answer: SOW updated with new wording.
Question 3:
Can we evaluate extending the RFP Submission date until COB on Monday or Tues 14 or 15 MAR to allow for the Map and questions to be answered? A map which identifies the building numbers so we can match containers to building numbers is acceptable if the GOV cannot provide a map with container locations at this time (map with building numbers is critical – even if only a map)
Answer: Request for Quotes will be revised accordingly to allow vendors time to respond accordingly as information is needed for the solicitation.
Question 4:
Please confirm size and service frequency of the one residential containers?
Answer: At least .5 YD, 1 per week.
Question 5:
Please clarify Page 4 of 41 CLIN 0001 in terms of defining
Roll Off Dumpster Set Up Fee – please define this, might this mean the cost to deploy and redeploy the temporary roll off on and off site – normally called a Delivery Charge (includes delivery and redeployment when done – one cost)
Roll Off Daily Rental – is this for the days in use? Normally there is no rental fee unless the Roll Off is on site 14 days or more, or a fixed time defined by the GOV, or a percentage of a cost divided by 30 days for a per day rate.
Roll Off Dumpster Disposal fee? – is this one flat fee that includes the haul and any tonnage inside that Roll Off weighed at the landfill (and reported by haul aggregate tonnage on each monthly invoice)?
Normally this is quoted as one cost.
Answer: The Roll Off Dumpster Disposal Fee on CLIN 0001 we are looking to obtain the fee for roll off dumpster rates if the need arises from the government to request roll off dumpster services.
Here we are looking for the rates from the vendor on how they will charge the government for roll off dumpster service. This cost can be broken down in the proposal on the rates for roll off dumpster service.
Question 6:
Is there a notice to offerors to define what the award criteria is and evaluation standards?
Answer: This is a Firm Fixed Price Contract to be awarded to the lowest price and responsible vendor in accordance with the SOW and Solicitation Requirements.
Question 7:
How should an offeror display their Past Performance, I did not see a Past Performance Questionnaire required, would a summary of recent/like contract awards suffice?
Answer: Past Performance is evaluated by Army Contracting Command Rock Island through references provided by vendor, Defense Contract Management Agency Pre Award Survey, Duns & Bradley Report, and through System Award Management (SAM). There is not a formal Past Performance Evaluation since this is a Lowest Price Solicitation.
Question 8:
What are the collection on time parameters (No earlier start time, not later than exit time from the facility and what days of the week are collections authorized?)
Answer: Hours of Work for the Blue Grass Army Deport are defined in the Addendum to FAR 52.212-4 as:
Normal working hours are 6:30 A.M. until 5:00 P.M., EDT Monday through Thursday, Special Permission may be obtained to work until 30 minutes prior to sunset or alternate hours.
Question 10:
Are any roads shut down for physical training? If so, when and where please?
Answer: No roads are routinely shut down.
Question 11:
Page 2 of the Statement of Work para 4.2.1 states: Fifty seven (57) 8 cubic yard minimum capacity containers, seventeen (17) 6 cubic yard minimum capacity containers, nine (9) 4 cubic yard minimum capacity containers, and 1 residential containers.
Could the GOV please reconcile the number of containers in the SOW and the number depicted on pages 6
– 8 of the SOW that discuss the locations and frequencies? Our initial assessment identifies the numbers below, please inform bidders which figures to use as this will affect price:
From the table on pages 6-8 of SOW: 1EA Residential Container, 8EA Dumpsters 4CY, 18EA Dumpster 6CY, and Dumpsters 53EA 8CY, but 4.2.1 of the SOW States (57) 8 cubic yard minimum capacity containers, seventeen (17) 6 cubic yard minimum capacity containers, nine (9) 4 cubic yard minimum capacity containers, and 1 residential containers.
Answer: The revised SOW answers this question.
Question 12:
Do you know on average how many roll-off container were used last year at the Depot?
Answer: The BGAD uses 4 roll offs dumpster every year infinitely. So there will be at least 4 roll off dumpsters requested every year. On average the best estimate is up to 10 roll off dumpsters.
G. All other terms and conditions shall remain the same.
