Type of Contract 1: Cost Plus Fixed Fee
Kind of Contract: Research and Development Contracts
*** End of Narrative A0000 ***
A1. The Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) established the Joint Project Manager for
Elimination (JPM-E) with the mission to develop, produce, test, and field the capabilities (people, equipment, and training) required to conduct weapons of mass destruction (WMD) detection and destruction operations (which assess, demilitarize, decontaminate, dispose and recover) worldwide in a safe, environmentally sound, and cost effective manner. The categories of WMD are: Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE). Disposal of singularly recovered chemical weapons materiel (RCWM) continues. Support for disposing of large numbers of differing items from various sites (both national and international) is anticipated. Variety, location, and deteriorated physical condition pose unique challenges for assessing and disposing WMD. JPM-E has fielded assessment and treatment technologies to address these challenges. To support accomplishment of its mission, JPM-E has developed an Overarching research and
Evaluation Plan (OREP) - Non-Intrusive Assessment (NIA); Advanced Surface Cleaning and Analytical; Destruction/Treatment, and
Decontamination Technologies, which established requirements, goals, and approaches for supporting fielded technologies and for evaluating and developing additional technologies that will assist JPM-E in meeting its mission goals.
A2. The objective of this effort is to select an Offeror to provide technical and logistical support to implement the Non-Intrusive
Assessment (NIA) and Advanced Surface Cleaning and Analytical Techniques, Treatment, and Decontamination portions of the JPM-E OREP.
A3. This Request for Proposal (RFP), issued as an unrestricted, full and open competitive solicitation, will result in a single source contract award with evaluated options as stated below. The contract will be award on a cost-plus-fixed-fee (CPFF) basis. The Period of
Performance (POP) will be for a two year period. The performance work statement is at Attachment 1. Options to build a ground mounted
Non-Intrusive Threat Detection System (NITDS) prototype, to build a modified trailer mounted NITDS prototype, and to continue the work as an independent evaluator will be evaluated. The total performance period including all options will not exceed five years.
A4. The Government intends to make one award for the requirements outlined in the solicitation. The Government will determine which offeror can best accomplish the requirements set forth in this solicitation. In making this determination, the Government will conduct an integrated assessment to determine the best value to the Government using the criteria outlined in this document. Award will be made to the offeror, whose proposal represents the best value to the Government, considering the evaluation criteria and the requirements of the solicitation. Consequently, integration of the technical/management factor, the performance risk assessment, and small business participation evaluation with the total evaluated price could result in award to an offeror other than that with the lowest price/estimated cost. However, the Government reserves the right to make no award as a result of the solicitation if, upon evaluation, none of the proposals are deemed likely to meet the technical/management requirements at an acceptable level of risk and/or cost.
A5. Offerors should submit their best proposal since the Government plans on awarding the contract without discussions. The Offeror's proposal shall be valid for 120 days from the closing date of the RFP or 120 days after the final proposal is received if the Government determines after receipt of proposals that discussions are needed.
A6. If Offeror is a large business a small business subcontracting plan must be submitted with the proposal in accordance with FAR
Clause 52.219-9, Small Business Subcontracting Plan
A7. This RFP should not be discussed with any Government employee except the Procuring Contracting Officer (PCO), Brian J. Murphy or
Contract Specialist, Katelyn M. Lee. Mr. Murphy and Ms. Lee may be contacted at brian.j.murphy5.civ@mail.mil or mailto:katelyn.m.lee5.civ@mail.mil.
A8. This RFP and any amendments to this RFP shall be issued electronically. Because of this, the Government is under no obligation to maintain an Offerors mailing list. Any offerors interested in this requirement must periodically access FEDBIZOPS at https://www.fbo.gov/ to obtain the RFP and any amendments that may be issued. Failure to provide proposals in accordance with the instructions/format specified in this RFP shall render the Offerors proposal non-compliant. The proposal will not be further evaluated and will not be further considered for award.
A9. The Government will consider timely questions from offerors to the solicitation; to be timely, questions shall be submitted by the offerors no later than five working days after the issuance date of the solicitation. Questions shall be submitted electronically to the PCO and contract specialist, as identified in A6. All timely questions and the Government's responses to these questions will be electronically issued within eight working days; in addition, any ensuing amendments to the solicitation based on the Government responses will also be electronically issued. For questions received after five working days, the Government will respond and issue them electronically as soon as possible. However, late questions and responses will not form a basis for extending the solicitation's proposal submission date.

Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
A10. The closing date and time for this RFP is identified on page 1 of this RFP, the Local Time is Central Time. All proposal documents are due at the time set forth in this RFP.
A11. The Government will compare the Offeror's proposal to Section L in order to perform a compliance review. Failure to provide proposals in accordance with the instructions/format specified in this RFP shall render the Offerors proposal non-compliant. The noncompliant proposal will not be further evaluated and will not be further considered for award.
A12. Contractor personnel wishing to address an issue of concern, questions, or inquires outside of normal day to day contract administration communications or when wishing to address circumstances that could foreseeably lead to disagreement or conflict with the
Government are asked to adhere to the following communication chain for contacting Government personnel in order to resolve such matters at the lowest level possible. If an issue cannot be resolved satisfactorily, it can then be raised to the next level.
