ATTACHMENT 0001 – STATEMENT OF WORK (SOW)
Contract Number:
Contractor:
Statement of Work (SOW) Title: Joint Project Lead for Elimination (JPL-E) Overarching Research and
Evaluation Plan (OREP) – Non-Intrusive Assessment (NIA); System prototyping and agent identification;
Technical support for novel related technologies; Destruction/Treatment, and Decontamination Technologies
1.0 Scope
This SOW requires the Contractor to provide technical and logistical support to implement the NIA and Advanced
Surface Cleaning and Analytical Techniques, Treatment, and Decontamination portions of the JPL-E OREP, including:
a. Contract Management;
b. Fielded systems performance monitoring and improvements;
c. Technologies evaluation and demonstration (as needed and directed by the authorized Government representative);
d. Technical meetings and presentation support;
e. Monitoring of emerging or developing technologies;
f. NIA of Weapons of Mass Destruction (WMD)/ Recovered Chemical Warfare Materiel (RCWM);
g. Advanced surface cleaning, decontamination, surface analysis techniques and treatment; and
h. Improved waste management practices that reduce waste volume, toxicity, and facilitate recycling, where practical.
1.1 Background
The Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) established the JPL-E with the mission to develop, produce, test, and field the capabilities (people, equipment, and training) required to conduct agent detection and destruction operations (which assess, access, demilitarize, decontaminate, dispose and recover) worldwide in a safe, environmentally sound, and cost effective manner. Disposal of singularly recovered RCWM. Support for disposing of large numbers of differing items from various sites is anticipated. Variety, location, and deteriorated physical condition pose unique challenges for assessing and disposing of RCWM.
To support accomplishment of its mission, Recovered Chemical Material Directorate (RCMD) has developed an OREP, which established requirements, goals, and approaches for supporting fielded technologies and for evaluating and developing additional technologies that will assist RCMD in meeting its mission goals.
In 2011, JPL-E/RCMD began investigating the Non-Intrusive Threat Detection System (NITDS) as a potential supplementary tool for the Portable Isotopic Neutron Spectroscopy (PINS) system. A three-phased program was established for this effort. The first phase was a "Proof of Concept" effort. In this effort, the NITDS demonstrated that it could detect the key elements of interest to JPL-E and RCMD. The second phase was undertaken to demonstrate how viable the NITDS is by testing with known and unknown targets. The third phase, which this effort addresses is designed to develop systems that the Government can use to non-intrusively assess RCWM.
1.2 Objective
This SOW requires the Contractor to perform the functions listed in Section 1.0 to support all aspects of the
JPL-E mission; including assessing, accessing, and treatment of RCWM, and disposing of treatment by-products in a safe, environmentally sound, and cost-efficient manner.
1.2.1 The OREP contract will be a two year contract. Prior to the end of the two years a decision will be made based on success criteria and a decision brief. If the Government decides, the following options will be exercised:
1.2.1.1 A two year option to build a ground mounted NITDS prototype. This system was developed by
Northrop Grumman (NG) Corporation. NG’s address is 201 Electronics Blvd., Huntsville, AL 35824 (256-428-
5577).
1.2.1.2 A two year option to build a modified trailer mounted NITDS prototype. This option will run concurrently with the option cited in 1.2.1.1.
1.2.1.3 A two year option to continue the work as an independent evaluator. This option will also run concurrently with the options cited in paragraphs 1.2.1.1 and 1.2.1.2; and will continue for one additional year.
1.2.2 The base period of the OREP contract shall focus on modifying the material handling equipment of the
NITDS so that it is compatible with up to a 12” Multiple Round Container (MRC) (12” in diameter and 56” long, empty weighing 150 lbs and being able to contain up to 200 lbs). The contractor shall deliver a report on a fabricated a prototype of the modified material handling equipment and demonstrate this handling capability to the Government no later than 18 months after award of the contract.
