(2) For items that are serialized within the original part, lot, or batch number, the linking together of the unique identifier data elements in order of the issuing agency code; enterprise identifier; original part, lot, or batch number;

and serial number within the original part, lot, or batch number.

Data Matrix means a two-dimensional matrix symbology, which is made up of square or, in some cases, round modules arranged within a perimeter finder pattern and uses the Error Checking and Correction 200 (ECC200) specification found within International Standards Organization (ISO)/International Electrotechnical Commission (IEC) 16022.

Data qualifier means a specified character (or string of characters) that immediately precedes a data field that defines the general category or intended use of the data that follows.

DoD recognized unique identification equivalent means a unique identification method that is in commercial use and has been recognized by DoD. All DoD recognized unique identification equivalents are listed at http://www.acq.osd.mil/dpap/pdi/uid/iuid_equivalents.html.

For items that are serialized within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier and a unique serial number. For items that are serialized within the part, lot, or batch number within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier; the original part, lot, or batch number; and the serial number.

Enterprise means the entity (e.g., a manufacturer or vendor) responsible for assigning unique item identifiers to items.

(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.

a. All individuals accessing BGAD must be favorably vetted prior to entry. Upon arrival at BGAD, an individual’s identity will be verified. Identity verification is made only upon the hands-on and visual inspection of a valid form of photographic identification. Acceptable forms of photographic identification include identification cards or passports issued by the United States (US) Government, DoD Common Access Cards (CAC’s, ), state issued driver’s licenses or identification cards that are Real ID Act compliant, and passports issued by foreign governments. Upon verification of identity, the individual will be vetted through the Automated Installation Entry (AIE) system and one or more of the following law enforcement databases: the National Crime Information Center (NCIC), the NCIC-Interstate Identification Index (III) or the Law Enforcement Network (LINK). Upon the discovery of wants/warrants or other derogatory information about an individual during the vetting process, the BGAD Director of Emergency Services (DES) will be contacted for an installation access fitness determination. Uncleared personnel who do not have a Federally issued identification card includes, but is not limited to, all contractors, subcontractors, dependents, and tenant employees who are not cleared for access to classified information. If someone fails the AIE system vetting process, a full NCIC-III background will be run in order to verify the presence of any criminal history.

Contractors will be charged fifty dollars ($50.00) for each badge issued to replace lost badges or badges damaged through carelessness, negligence or misuse and no contractor employee will be permitted entry into the Depot unless he has in his possession and wears the prescribed identification badge.

b. All personnel requesting access to the Restricted Area will need a level 2 or higher BGAD Photographic Badge. The applicant will submit a fully completed BGAD Form 4 to PERSEC. Upon receipt of a BGAD Form 4 Badge Application, the card will be checked to ensure it has been properly completed and validated by the signatures of the Security Specialist (for employees), the Requesting, and Approving Authorities.
