About this file

This is a Request for Information (RFI)/Sources Sought notice issued by Tobyhanna Army Depot (TYAD) under the Army Contracting Command (ACC) to identify domestic suppliers capable of manufacturing high-volume stator core assemblies for small brushless DC motors used in tactical unmanned aircraft systems (sUAS). The Government seeks to assess industry capabilities in large-scale manufacturing, procurement, technical design, and supply chain management while mitigating reliance on foreign suppliers for critical motor components. This RFI is issued solely for information and planning purposes and does not constitute a commitment to contract.

The required stator core assemblies must be designed for outrunner brushless DC motors with stator diameters ranging from 22mm to 35mm, heights of 6mm to 20mm, 12 coil nodes, stacked and bonded lamination cores, and epoxy powder coat insulation. Suppliers must demonstrate capacity to scale production to 40,000 units monthly and maintain stringent quality control standards (ISO 9001, AS9100). All materials—including electrical steel laminations, copper windings, and epoxy insulation—must be 100% American-sourced and manufactured, with strict prohibitions on sourcing from China, Russia, Iran, or North Korea. Capability statements limited to seven pages must be submitted to Program Manager Ryan Kinger (ryan.c.kinger2.civ@army.mil) by July 31st, 2026, addressing company profile, manufacturing footprint and scalability, supply chain security and traceability, and quality systems and testing protocols. Responses become Government property and will not be returned.

REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT

Agency: Tobyhanna Army Depot (TYAD), Department of the Army

Office: Army Contracting Command (ACC)

Notice Type: Request for Information (RFI) / Sources Sought

Subject: High-Volume, American-Sourced Stator Core Assemblies for Small Brushless DC Motors for small Unmanned Aircraft System (sUAS) Application.

1.0 PURPOSE

Tobyhanna Army Depot, in coordination with the Army Contracting Command (ACC), is issuing this Request for Information (RFI) to identify interested sources and assess industry capabilities regarding the large-scale manufacturing, procurement, technical design, and supply chain management of stator core assemblies.

A primary objective of this RFI is to identify domestic suppliers capable of providing 100% American-sourced and manufactured stator cores to support critical tactical Unmanned Aircraft Systems (sUAS) for the Department of the Army.

This RFI is issued solely for information and planning purposes—it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government, Army Contracting Command, or Tobyhanna Army Depot to contract for any supply or service whatsoever.

2.0 BACKGROUND & OBJECTIVES

Stators are critical, stationary electromagnetic components essential to the operation of electric motors used across a wide variety of tactical, operational, and industrial defense platforms.

To ensure operational readiness, defense resilience, and rapid production capabilities, TYAD requires a robust, high-volume domestic supply base for stacked and insulated stator core assemblies designed specifically for outrunner brushless Direct Current (DC) motors.

The Department of the Army must mitigate supply chain vulnerabilities and eliminate reliance on foreign adversaries for critical motor components and raw materials (such as electrical steel laminations, copper windings, and specialty insulation). Consequently, the Government is seeking to analyze the current United States industrial base capabilities for tooling, winding, laminating, assembling, testing, and delivering these specialized stator cores at scale.

3.0 TECHNICAL SPECIFICATIONS & PARAMETERS

To be considered a viable source, vendors must demonstrate the ability to manufacture, test, and supply stator core assemblies that meet or exceed the exact technical parameters outlined below.

Technical Parameter
Specification / Requirement
Motor Design Application
Outrunner Brushless DC Motor (stator remains fixed, permanent magnet rotor spins on the outside)
Stator Diameter
22mm to 35mm range
Stator Height
6mm to 20mm range
Configuration
12 coil nodes
Assembly Type
Stacked and bonded lamination cores
Insulation Coating
Epoxy powder coat (or approved durable, high-temp equivalent) applied to coil nodes
Insulation Performance
Must prevent grounding, resist environmental/thermal degradation, and ensure high reliability under tactical sUAS operating environments

4.0 PRODUCTION, CAPACITY, & SCALABILITY

Interested suppliers must possess or have a verified, near-term path to establishing the specialized workforce, automated tooling, and manufacturing footprint required to sustain high-volume demand.

Monthly Capacity: Capabilities must support scaling up to 40,000 stator core units per month to support surge requirements.

Quality Control: Facilities must operate under stringent quality control standards applicable to high-volume defense and aerospace electronics manufacturing (e.g., ISO 9001, AS9100).

Production Scaling: Responding vendors must outline a credible, verified plan to transition from low-rate production to maximum monthly capacity without experiencing a degradation of part tolerances or quality.

5.0 DOMESTIC SOURCING & SECURITY COMPLIANCE

Strict supply chain constraints apply to this initiative. All materials, processing, and assembly utilized in the production of these stator core components must strictly adhere to domestic sourcing regulations.

100% American Sourced: All raw materials (including electrical steel, bonding agents, copper windings, and epoxy insulation) must be processed, manufactured, and assembled entirely within the United States.

Prohibited Foreign Sources: No materials, software, tooling, or components used under this effort may be sourced from, or processed in, prohibited foreign nations.

Restricted Nations: Prohibited countries include the People's Republic of China (PRC), the Russian Federation, the Islamic Republic of Iran, and the Democratic People's Republic of Korea (DPRK).

Subcontractor Flow-down: Primary contractors are fully responsible for auditing, enforcing, and certifying these sourcing restrictions throughout all lower-tier suppliers and subcontractors.

6.0 CAPABILITY REQUIREMENTS

The Government is seeking written confirmation and evidence that interested vendors possess robust capabilities in the following core areas:

Domestic Sourcing Verification: Active mechanisms to audit, trace, and guarantee the domestic origin of raw electrical steel, copper wire, and insulation polymers.

Precision Engineering & Tooling: Expertise in holding tight tolerances for small-scale (22mm–35mm) stator laminations and executing uniform epoxy powder coating.

Advanced Testing Protocols: Established in-house diagnostics, including surge testing, high-potential (hipot) testing, resistance testing, and environmental tolerance verification to guarantee zero-defect delivery.

Traceability Infrastructure: Rigorous chain-of-custody documentation from raw material mills to final delivery packaging.

7.0 REQUESTED INFORMATION (CAPABILITY STATEMENT OUTLINE)

Interested parties are requested to submit a capability statement (limited to five pages) addressing the following key sections:

7.1 Company Profile

Company Name, CAGE Code, and UEI Number.

Business size and socio-economic status (e.g., HubZone, SDVOSB, WOSB, Large Business).

Primary business focus, manufacturing locations, and facility square footage.

7.2 Manufacturing Footprint & Scalability

Describe your current maximum monthly throughput for stator cores. Do you currently have automated lamination stacking, bonding, and powder-coating equipment?

Provide an estimated timeline showing how quickly your facility could scale up tooling, staffing, or production lines to reach a monthly capacity of 40,000 units.

7.3 Supply Chain Security & Traceability

Detail your current supply chain for electrical steel laminations, copper magnet wire, and insulation coatings.

How does your company audit, verify, and document that these materials are processed and sourced entirely within the United States?

Describe your capability to provide a complete "birth certificate" or documented chain of custody for each delivered production batch.

7.4 Quality Systems & Testing

List your facility's current quality certifications (e.g., ISO 9001:2015, AS9100D).

Outline your internal quality control procedures and diagnostic testing protocols for finished stator core assemblies.
