About this file

This is a Request for Information (RFI) and Sources Sought notice issued by the U.S. Army Contracting Command (ACC) on behalf of Tobyhanna Army Depot (TYAD) to identify vendors capable of providing Mobile Safety Shoe Truck services. The Government anticipates executing one or more pre-priced Blanket Purchase Agreements (BPAs) and will consider all small business set-aside categories. The primary requirement is to deliver a self-contained mobile unit equipped as a professional safety footwear fitting and supply center capable of supporting scheduled recurring visits (monthly or quarterly) and responsive on-demand visits to TYAD in Tobyhanna, Pennsylvania, with potential expansion to additional Northeast region locations. The mobile unit must include adequate interior space with climate control, fitting stations, seating, and inventory storage, or alternatively, the ability to off-load inventory to an indoor location on the installation for employee fittings.

All safety footwear supplied must meet or exceed ASTM F2413 standards and include options for steel-toe, composite-toe, waterproof/non-waterproof, various heights, and full size runs for both men and women. Services must include professional foot measurement, style consultation, try-on, fitting verification, immediate issuance, exchanges, warranty claims processing, and special orders. Vendors must accept Government Purchase Card transactions and invoice through Wide Area Workflow (WAWF). RFI / Sources Sought – Mobile Safety Shoe Truck

REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT

Blanket Purchase Agreement (BPA) Market Research Agency: Tobyhanna Army Depot (TYAD), Department of the Army Office: Army Contracting Command (ACC) Notice Type: Request for Information (RFI) / Sources Sought Subject: Mobile Safety Shoe Truck Services

1.0 PURPOSE

The U.S. Army Contracting Command (ACC) is issuing this Request for Information (RFI) as part of its market research to identify companies with the interest and capability to provide Mobile Safety Shoe Truck services. These services are critical to ensuring Department of the Army personnel and contractors at Tobyhanna Army Depot and supported locations have timely, on-site access to properly fitted personal protective equipment (PPE) safety footwear that meets applicable occupational safety standards.

The information gathered from this RFI will be instrumental in determining the final procurement strategy, including whether this requirement may be set aside for small businesses (in full or in part) or procured through full and open competition. The Government anticipates the possibility of executing one or more pre-priced Blanket Purchase Agreements (BPAs). All small business set-aside categories will be considered. The Government may at its discretion follow-up with interested sources on a one-on-one basis to conduct further market research.

DISCLAIMER

THIS REQUEST FOR INFORMATION IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) TO BE SUBMITTED. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.

2.0 BACKGROUND

Properly fitted safety footwear is a fundamental component of workplace safety programs for industrial, maintenance, logistics, and manufacturing personnel. Tobyhanna Army Depot maintains a large civilian and military workforce engaged in activities that require ASTM-compliant protective footwear (steel-toe, composite-toe, metatarsal protection, electrical hazard, and related variants).

Traditional off-site procurement of safety shoes creates logistical challenges, lost productivity, sizing errors, and delayed compliance. A Mobile Safety Shoe Truck model brings a fully stocked fitting and issuance capability directly to the worksite, enabling accurate measurement, immediate try-on, professional fitting, and rapid issue or exchange of compliant footwear.

In coordination with Army Contracting Command (ACC), Tobyhanna Army Depot (TYAD) is seeking to understand commercial capabilities for providing scheduled and on-demand mobile safety footwear services. Primary objectives include ensuring continuous safety compliance, minimizing employee time away from productive work, optimizing delivery and inventory responsiveness, and maintaining strict quality and documentation standards.

3.0 CAPABILITY REQUIREMENTS

The Government requires Mobile Safety Shoe Truck services capable of supporting periodic and as-needed on-site visits. The initial requirement focuses on service at Tobyhanna Army Depot, Pennsylvania, with potential expansion to additional supported locations within the Northeast region. All supplied footwear and services must conform to the standards and capabilities outlined below.

3.1 Service Model & Operational Requirements

• Provide a self-contained mobile unit (truck, trailer, or specialized vehicle) configured as a professional safety footwear fitting and supply center.

• Unit must include adequate interior space for fitting stations, seating, inventory storage, and customer service, with climate control suitable for year-round Northeast Pennsylvania weather or the ability to off-load inventory to an indoor location on the installation for fitting employees.

• Capable of supporting scheduled recurring visits (e.g., monthly or quarterly) and responsive on-demand visits with reasonable lead time.

• On-site services must include professional foot measurement, style consultation, try-on, fitting verification, and immediate issuance of compliant footwear.

• Ability to process exchanges, warranty claims, and special orders for hard-to-fit sizes or specialty styles.

• Maintain sufficient on-board inventory to service anticipated demand without frequent stock-outs; provide a mechanism for rapid replenishment.

3.2 Footwear Specifications & Standards

• All safety footwear supplied must meet or exceed ASTM F2413 (current version) requirements for impact and compression resistance, and applicable additional protections (EH – Electrical Hazard, SD/ESD – Static Dissipating, PR – Puncture Resistant, etc.) as selected by the wearer and authorized by the requiring activity.

• Offer a broad range of styles suitable for industrial, warehouse, outdoor, and administrative environments, including steel-toe and composite-toe options, waterproof and non-waterproof, various heights (shoe, 6-inch, 8-inch boot), and both men’s and women’s sizing.

• Provide full size runs (typically men’s 5–16 and women’s 5–12, including half sizes and multiple widths where available).

• Footwear must be new, first-quality commercial products from reputable manufacturers; no seconds, irregulars, or previously worn items.

3.3 Quality Assurance, Documentation & Compliance

• Maintain documented quality processes for inventory control, lot/serial tracking where applicable, and verification of ASTM compliance labeling.

• Provide each issued pair with appropriate documentation (size, style, ASTM markings, date of issue) suitable for the installation’s PPE tracking requirements.

• Comply with all applicable federal, state, and local vehicle safety, commercial driver’s license, and business licensing requirements for mobile retail/service operations.

• Personnel operating the mobile unit and performing fittings must be trained in proper measurement and fitting techniques for protective footwear.

3.4 Ordering, Pricing & BPA Considerations

• Ability to accept orders under a pre-priced BPA structure (fixed unit prices for common styles/sizes or catalog-based pricing with agreed discounts).

• Support Government Purchase Card (GPC) transactions and invoicing through Wide Area Workflow (WAWF) as required.

• Provide transparent pricing that includes footwear, professional fitting service, and mobile unit deployment (or clearly separate line items).

• Willingness to establish and maintain a BPA with an estimated ordering period of multiple years, subject to availability of funds and actual requirements.
