Regarding the Bid Bond 20% (other than a standard bid bond issued by the carrier), is there a special form that would be required to be filled out by the carrier?

The only bid bond form required is the Standard Form 24 (SF24) which is available at https://www.gsa.gov/forms‐library/bid‐bond. The surety must be on the US Dept of Treasury's List of Certified Companies available at https://www.fiscal.treasury.gov/surety‐bonds/list‐ certified‐companies.html

Could you clarify for bonding purposes, who would be the OBLIGEE? None of the bonding forms (SF24, SF25 & SF25A) list an obligee, the SF24 requires the invitation (solicitation) number.

7 Pre‐Bid Conference

After the Prebid meeting it was discovered that furniture, copiers, fire trucks, heaters, etc. were in the building. At the time of notice to proceed, what will be left in the building

The unit heater installed behind the boiler in the southwest corner of the building was removed on 11 June. All emergency vehicles and equipment (fire truck, white trailer, spare tires, hurst extraction equipment, fire hose, hose reels, etc.) in the west vehicle bay will be retained and relocated by the Government prior to Contract execution.

The metal mobility containers staged around the building perimeter will all be retained and relocated by the Government prior to Contract execution. All other furniture, equipment, materials, and debris throughout the building and within the limits of construction (including the printers and equipment boxes in the southwest office) shall be the responsibility of the Contractor for proper removal and disposal; all associated costs shall be included in the appropriate bid form line item. However, the Government cannot guarantee that all equipment, materials, and furniture that was present within the facility during the pre‐bid and planned for disposal will still be there at Contract execution; Bidders shall not account for potential salvage value of non‐real property materials in their Bid.

8 Section 00010 RFP Section 00010 NOTES #4 (c) states “A copy of the bond and POA may be submitted with the proposal, with the original signed copy with Seal to be submitted no later than the time and date stated in Block 13A of the SF 1442.”

and #4 (e) states “One copy of the SF1442 is required to have an original signature.”. However, Section 00100 ‐ Bidding Schedule/Instructions to Bidders #5 states “Due to COVID‐19 health concerns, bids submitted in response to this solicitation shall be submitted electronically.” The guidance between these two sections is contradictory. Please advise if hard copy signed originals of the SF1442 and bid bond are required to be submitted with our proposal.

Only electronic copies (PDFs) of all documents will be accepted and shall be transmitted through email. No original (physical) copies are required and shall not be physically delivered.

9 Determination of Responsibility

After the Bid Opening, what informaion is required from the Governemnt to determine whether or not the lowest bidder is "Responsible" to accomplish the project before issuing the contract award?

Can you describe the PENAL SUM OF BOND Section? Are we to write an amount here or is 20% (in the “Percent of Bid Price) sufficient?

20% is sufficient. The amount of the bid guarantee shall be 20 percent of the bid price or $3,000,000.00, whichever is less.

Page 6, PCB in Caulking – refers to the potential of PCB in caulking but additional review and sampling is required. What should the Contractors include in their bid for this potential work?

Bidders shall include all estimated costs for sampling and testing of potential PCB‐containing sealants in their Base Bid, as listed in CLIN 0001.

Bidders shall base PCB‐containing sealant abatement and disposal (CLIN 0003) costs on 2,220 LF of sealant.

ARE THERE ANY COSTS ASSOCIATED WITH ALL THE REQUIRED SECURITY

BACKGROUND CHECKS THAT THE CONTRACTOR IS RESPONSIBLE FOR?

The Government does not charge the GC or subcontractos to perform the background checks on individuals.

Design Are the elevations of any adjacent points of the stormwater line available to allow us to determine an approximate invert elevation in order to price and order the pre‐cast structure? While we understand the need to confirm the elevation in the field, doing so in advance of tie‐ in is likely not practical, and minor differences in actual elevation can be adjusted for in the brick rows beneath the manhole ring.

Upstream (164.40’) and downstream (163.34’) inverts are identified at the catch basins, which puts the RCP drain pipe at approximately 164.07 to 164.09’ +/‐ (refer to sheet C‐400). As noted in the keyed notes on C‐400, all elevations shall be field verified, including the DMH‐1 inlet from CB‐1 (identified at 164.07’) which may need to be raised to meet the existing invert elevation while maintaining pipe slope; allow space between both manhole cover frame and catch basin frame and precast structure to allow for field adjustment.

Government is not responsible for additional costs incurred for precast structure modifications or re‐ ordered materials due to errors in surveyed elevations; recommend all elevations and dimensions be field verified prior to material ordering.

Drawings Drawing C‐400 depicts a square catch basin drain, and Drawing C‐602 depicts a 30‐inch minimum opening in the catch basin pre‐cast top, and specifies a new double frame and grate. Foundry suppliers are able to provide a 110,000 pound rated double grate with length of 50 7/16 inches and clear opening of 23 15/16 inches. A double‐grate rated to the 110,000 pounds with a clear opening of 30 inches is non‐standard. Would the 23 15/16 inch grate dimension be acceptable?

The Contractor may submit catch basins with industry standard dimensions for review; however, minimum specified surface areas, load capacity, all other established specifications, and applicable FAA circular requirements shall still apply.

Drawings Detail 1, Drawing C‐600, depicts 8‐inches of crushed aggregate base course and 12‐inches of aggregate base course for a total of 20‐inches, with subgrade below compacted to 95% max laboratory density. Detail 2, Drawing C‐600, shows 8‐inches of crushed aggregate base course with subgrade below compacted to 95% max laboratory density. Is it the intent that existing PCC base material below the existing hangar floor be removed, the subgrade re‐ compacted, and aggregate layers placed as shown? If so, is 20‐inches required under the slab, with only 8‐inches under the drain area?

Detail 2 on Sheet C‐600 identifies details specific to the drainage area, and does not conflict with other specified concrete apron details including the concrete, graded crushed aggregate base course, and basic aggregate base course (drawn but not identified via leader in Detail 2) thicknesses, nor does it conflict with subgrade compaction requirements. All existing base course materials and/or subgrade under the existing building shall be removed to a depth necessary to ensure compliance with the contract documents.

Solicitation Section 010000 Paragraph 1.2

Please confirm that the Umbrella Liability required for this project is $5 Million.

At this time the Umbrella Liability requirement is $5M but a lower amount may be requested depending on the bid amount, subject to Connecticut Airport Authority approval.

Would you consider pushing the due date of the bid? The request has been considered but the bid due date and time will remain the same.

Design Is this product considered P‐154 and P‐209 ?

All bidders shall submit bids based on the specified material requirements. Requests for material substitutions (i.e. readily available P‐208/209 aggregate base course mixes) may be submitted after contract award, and will be reviewed based on suitability, compliance with the specifications, and potential cost savings.

Specs Please confirm that specs section 32 01 11.51 RUBBER AND PAINT REMOVAL FROM AIRFIELD PAVEMENTS , pertains only to the removal of existing pavement marking as shown on plans.

Rubber and paint removal requirements only pertain to removal existing paint markings as identified in the contract documents, and surface prep for new paint markings.

Specs Paragraph 1.3 of specs sec 32 13 14.13 calls for Contractor Quality Control Staff who are required to be ACI certified, the size of the concrete work is not large enough to warrant all these people, please advise if such requirement can be waived.

The staff identified in Section 32 13 14.13 will not be required full time. Services of a petrographer may be subcontracted and will only be required to support identification of causes of concrete failure or other performance issues, and likely only if Contractor objects to complete slab replacement following failure or identified performance issues.

Profilograph will not be required due to the small size of the paved area (per 32 13 14.13 2.1.1). Lab testing staff are expected to be subcontracted and shall be certified. Batch Plant Manufacturer Representative is not required. CQC Manager role will be allowed to be filled by the project superintendent or other qualified on‐site personnel. CQC Manager graduate degree requirement will be waived and airfield construction experience may be substituted with comparable PCC pavements experience. ACI Concrete Transportation Inspector certification may be substituted with a Concrete Construction Inspection, Flatwork Inspection, Foundation, or Quality Management certification.

Specs Paragraph 1.3.6 and its sub‐paragraphs of specs sec 32 13 14.13 calls for construction of test section, the size of the concrete work is not large enough, please advise if such requirement can be waived.

A test section slab will not be required. Disregard Section 32 13 14.13 Paragraph 1.3.6 and all related requirements pertaining to test sections.

Specs Paragraph 2.11.5 and its sub‐paragraphs of specs sec 32 13 14.13 stipulate requirement for Paver. The size of concrete work is not large enough to justify the cost to transport, setup and operate a concrete paver for the sample, and for doing the work itself. Please advise if such requirement can be waived.

The government will not require the use of a fixed‐ form or slip form concrete paver. Alternative forming, placement, finishing, and curing methods may be submitted for review and approval in accordance with specified submittal procedures.

All methods, equipment, and materials shall be submitted for review and approval prior to construction.

Drawings Notes 3 thru 6 on Drawing C‐200 calls for contractor to be responsible for all cost associated with utility companies to terminate existing surfaces. Please provide POC for each of the utility company and account/project information necessary to solicit for such costs.
