About this file
This document contains questions and answers regarding solicitation number W50S9H-24-Q-0001 from the Department of the Army National Guard for HVAC units with removal and installation. The solicitation requires the delivery and installation of four 5-ton air conditioner units with 9KW electric heaters and R410A refrigerant, with no additional options. One question addressed whether a lead/lag controller was already in use to operate existing units, with the answer confirming an existing controller. Another question asked if a heat pump could replace one air conditioning unit, but the answer specified the required model number. HVAC UNITS WITH REMOVAL & INSTALLATION
QUESTIONS & ANSWERS
Q1. Is there a Lead / Lag controller currently in use to operate the existing Bard HVAC units? If no, would a Lead / Lag Controller for the Bard HVAC units be desirable?. The lead / Lag controller will alternate the operation of the two Bard HVAC units at a preset schedule interval, (e.g. every 7 days) to maintain both Bard HVAC units fully operational with 100% redundancy.
A1. There is already a lead/lag controller installed on the system. The Bard units are connected to preconfigured control panels inside the equipment shelter that provide lead/lag functions and override capabilities.
Q2. Would a Bard Heat Pump be considered in place of the Bard AC unit for this procurement. The Bard Heat Pump is the same size and dimensions as the Bard AC unit, with the exception that the heat pump would be the primary heating and cooling engine and the 9 KW electric heat kit would provide auxiliary heating?
A2. The model number identified is the one required by the DASR program office. Please reference solicitation Brand Name Justification document.
Q3. Current delivery time for Bard HVAC units is 12 weeks. Can the period of performance be extended accordingly?
A3. The Delivery Date for the requirement will be adjusted based on the date the contract is awarded.
Q4. Only the basic model number was provided. Will the Army require any additional options with the 4 HVAC units? Such as low ambient cooling, economizer sections, pressure sensors, filtration, etc.?
A4. 5-ton capacity air conditioner w/ 9KW electric heater, R410A refrigerant – no additional options are required.
