About this file
This document provides questions and answers regarding Solicitation Number W50S9H-23-Q-0012 from the Department of the Army National Guard for an Uninterrupted Power Supply (UPS) replacement. The current UPS is a Powerware 9390 KVA 40 system located on the first floor of the facility approximately 100 feet from the loading dock. It requires a 2-hour runtime to support safety of life services with an estimated load outlined in Question 9. Photos of the existing UPS configuration including breaker panels and cable routing are available in Question 15 to inform sizing and installation requirements for the new system. Either lithium-ion or VRLA batteries can be proposed to meet the runtime demand. A forklift is available on site and there is room to store replacement equipment temporarily before installation during normal business hours, which can be completed without requiring additional site visits or assessments beyond the information provided.

Q2. Is an external maintenance bypass? Wall mount or cabinet?
A2. Wall Mount
Q3. Is there a loading dock available for delivery?
A3. Forklift is available.
Q4. Is there room to store the gear on site 1-2 days before install?
A4. Yes
Q5. Can all work be completed during normal business hours?

A8. 1 Garage Door and two internal Doors
Q9. What input/output voltage does the UPS need to be rated for?
A9. See diagram below.
Q10. Is there a specific runtime requirement the customer needs to meet? Or would 5-10 minutes be fine?
A10. We are required to meet a minimum runtime for safety of life services two (2) hours.
Q11. If the customer needs a longer runtime, do we know what the estimated actual power draw will be?
A11. Current system is a Powerware 9390 KVA 40
Q12. With regards to scalability is a parallel capable UPS acceptable? If so, would you like The UPS to have N+1 redundancy?
Q13. Is there a site visit planned?
A13. A site visit has not been planned. Photos are available of the current lay out (see below) and can be provided if necessary for quoting the requirement.
Q14. Can we have the pics of existing UPS including the battery bank? We would like multiple pics from different angles since the dimension of the new UPS is going to different from the existing UPS and we would have to ascertain if there is enough space for installation including maintenance envelopes? It is believed that the new UPS could be marginally bigger in size. Also Li battery bank cabinet are also larger in size.
A14. Please see below (A15)
Q15. Can the pics also show the existing breaker panel (whether it’s on the UPS itself or is it wall mounted)?
Q17. Pics of cable entry into the UPS/battery banks
A17. See Q15
Q18. Logistics - is there a loading dock, are there any stairs involved, how is the access to UPS room for easy in-out movement?
A18. No Stairs
Q19. Could we have the pics of the specification plates on UPS, battery bank etc (this will tell us the weight of the existing equipment)
A19. See Q15
Q20. Any single line wiring diagram available?
A20. Reference Q15
Q21. Is there any piece of equipment which would be retained?
A21. The break panels external to the UPS can be reused if vendor deems they are appropriate
Q22. Is there more information or details available on the size requirements or type? Is the SOW available?
A22. Size requirement cannot exceed the existing UPS as shown in Q15 picture.
Q23. The solicitation is calling for a UPS and Batteries but does not provide details on the size manufacturer or type.
A23. See Q15 for current system
Q24. If the UPS is going to need a 2-hour runtime, what is the KW load?
A24. Q9 Diagram outlines current load and yes two hour run time is required.
Q25. With the high cost of Li for the demand of a 2-hour runtime is the option available to utilize VRLA batteries to meet the runtime demands?
A25. Either type of battery can be used, the requirement is 2 hour run time please reference Q23 to see current system battery type
Q26. Can the option to use a sidecar external bypass be used instead of wall mounted? This option would afford cost and space savings.
A26. Wall mount bypass is already in place see Q15 for details.
