QUESTIONS 1 AND 2

W50S98-22-R-0001 TEC Maid Service Questions and Answers

1. Per the PWS this contract does not provide transportation services; however it is listed as sub factor. Is there a reason behind this?

a. This was an oversight. This requirement DOES NOT require transportation services

2. Have the building numbers changed? The technical exhibits show that buildings have letters after them such as 406 A, 406 B, 408 A, 408 B, 410 A, 410 B, 410 C, 412 A, 412 B, 412 C

a. Per Air Force guidance all buildings are required to have their own building numbers. The new building numbers are 404, 405, 406, 407, 408, 409, 410, 411, 412, 413, 414, 415, 417, 419. The total number of buildings (14) did not change.

The following have been modified:

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (JUN 2020)

(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the solicitation. However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.

(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--

(1) The solicitation number;

(2) The time specified in the solicitation for receipt of offers;

(3) The name, address, and telephone number of the offeror;

(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;

(5) Terms of any express warranty;

(6) Price and any discount terms;

(7) "Remit to" address, if different than mailing address;

(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);

(9) Acknowledgment of Solicitation Amendments;

(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and

(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.

(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation.

Each offer submitted will be evaluated separately.

(f) Late submissions, modifications, revisions, and withdrawals of offers:

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.

Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

(i) Availability of requirements documents cited in the solicitation. (1)(i) The GSA Index of Federal Specifications, Standards and Commercial Item Descriptions, FPMR Part 101-29, and copies of specifications, standards, and commercial item descriptions cited in this solicitation may be obtained for a fee by submitting a request to--GSA Federal Supply Service Specifications Section, Suite 8100, 470 East L'Enfant Plaza, SW, Washington, DC 20407, Telephone (202) 619-8925, Facsimile (202) 619-8978.

(j) Unique entity identifier. (Applies to all offers that exceed the micro-purchase threshold, and offers at or below the micro-purchase threshold if the solicitation requires the Contractor to be registered in the System for Award Management (SAM).) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "Unique Entity Identifier" followed by the unique entity identifier that identifies the Offeror's name and address. The Offeror also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative EFT accounts (see FAR subpart 32.11) for the same entity. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. The Offeror should indicate that it is an offeror for a Government contract when contacting the entity designated at www.sam.gov for establishing the unique entity identifier.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

See addendum to 52.212-2 for acceptability standards.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. ADDENDUM TO 52.212-2, EVALUATION – COMMERCIAL ITEMS

BASIS FOR AWARD (Section M)

The award will be made based on the best overall (i.e., best value) proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the 3 evaluation factors: Technical, Price, and Past Performance. The Technical factor is Less Important than the Price factor, which is More Important than the Past Performance. To receive consideration for award, a rating of no less than “Acceptable” must be achieved for the Technical factor (to include all subfactors).

Offerors are cautioned that the award may not necessarily be made to the lowest cost offered. NOTE: ALL NON-PRICED FACTORS COMBINED ARE equal importance to

PRICE.

A. FACTORS AND SUBFACTORS TO BE EVALUATED

The following evaluation factors and subfactors will be used to evaluate each proposal:

Award will be made to the offeror whose proposal is most advantageous to the Government based upon an integrated assessment of the evaluation factors and subfactors described below. The Government reserves the right to make award based upon the Price factor in the event that the Technical and Past Performance, evaluation results of all the offerors’ proposals are substantially the same.

Factor 1: The Technical factor is further divided into the following subfactors:

a. Subfactor 1- Organizational Structure Plan/Key Personnel Staffing

b. Subfactor 2- Management Plans

c. Subfactor 3- Phase In/Phase Out

d. Subfactor 4- Experience

Subfactors one and four are the most important subfactors and are approximately equal to each other. Subfactors two and three when combined are much less important than subfactors one and four individually. Subfactor three has marginal importance when compared to the other three subfactors.

Evaluation of the offeror’s proposal shall address each Technical subfactor as it applies to the Performance Work Statement (PWS). A detailed explanation of the criteria for the evaluation is set forth in the “Evaluation Approach”, Paragraph C of this section. During evaluation of each proposal, the Government will assign each Technical subfactor an adjectival rating and write a narrative evaluation reflecting the identified findings.

Factor 2: Price: The resulting award will be a Firm Fixed Price. Price reasonableness will be utilized in the evaluation of the Firm-Fixed Price effort.

Factor 3: Past Performance: Each offeror’s past performance will be reviewed to determine relevancy and confidence assessment.

B. EVALUATION APPROACH

All proposals shall be evaluated by the Source Selection Team (SST).

1. The overarching evaluation approach for all factors and subfactors is as follows:

a. Adequacy of Response. The proposal will be evaluated to determine whether the offeror’s methods and approach have adequately and completely considered, defined, and satisfied the requirements specified in the RFP. The proposal will be evaluated to determine the extent to which each requirement has been addressed in the proposal in accordance with the proposal submission section of the

RFP.

b. Feasibility of Approach. The proposal will be evaluated to determine the extent to which the proposed approach is workable and the end results achievable.

The proposal will be evaluated to determine the extent to which successful performance is contingent upon proven devices and techniques. The proposal will be evaluated to determine the extent to which the offeror is expected to be able to successfully complete the proposed tasks and technical requirements within the required schedule.

c. Labor Hour Skill. Technical evaluation will include “an evaluation to determine the reasonableness of the Offeror’s proposed labor hour skill mix.” Any Technical findings related to the Offeror’s proposed labor hour skill mix will result in adjustments to the Offeror’s proposed price in the calculation of the “evaluated cost.”

2. The Technical factor is divided into the following subfactors:

Subfactor 1: This subfactor evaluates the offeror’s proposed Organizational Structure Plan/Key Personnel Staffing for the basic contract period and all option years. Marginal levels of overall Organizational Structure Plan/Key Personnel Staffing could indicate a lack of understanding concerning mission requirements and may result in the entire proposal receiving an unfavorable rating and/or being eliminated from the competitive range. The evaluation will focus on the offerors’:

This sub-factor evaluates the adequacy of the offeror’s proposed organization, organizational structure and organizational control in terms of facilitating the successful accomplishment of multiple tasks in the performance work statement. Emphasis will be placed on an organizational structure and approach that will demonstrate an efficient delineation of responsibilities, clear lines of authority, ability to meet increased staffing requirements and provide effective spans of control; a communication process that effectively disseminates information throughout the organization, as well as with the Government.

Subfactor 2: This subfactor evaluates the offeror’s Management Plan. Major emphasis will be placed on the following:

This sub-factor evaluates the offeror’s proposed methods to manage property and provide a safe workplace. Emphasis will be placed on the offeror’s understanding of the performance work statement by clearly identifying equipment, services, vehicles and supplies necessary to perform work, to include the offeror’s timeline for acquiring and having contractor furnished property in place to start and continue performance.

Subfactor 3: This subfactor evaluates the offeror’s Phase-In/Phase-Out Plan. The evaluation will focus on the offerors’:

This sub-factor evaluates the offeror’s phase-in plan and phase out plans.

The phase in period is defined as the time from contract award to contract start. A minimum of 15 calendar days are required by the government in the proposed phase-in period to provide employment termination notices to current contract employees. Emphasis will be placed on a phase-in plan that clearly identifies key steps in the plan to hire qualified personnel, provide any necessary training and orient them to the workplace. The phase-in plan must be based upon logical timelines, allowing adequate time before contract start to ensure personnel are hired, trained and in place for full contract performance on the contract start date. Because the full 15 calendar days is required by the government a shorter period of time proposed for the phase in period will not be evaluated more favorably, however; proposed phase-in periods of time longer than 15 calendar days will be viewed as unacceptable. GFP and CFP should be included in the phase in and phase-out plan as well in the government and contractor property plans. Emphasis will be added to the identification of and timelines of property being inventoried and in place for contract start.

The phase-out plan must place emphasis on efforts identified and methods the contractor will put in place to ensure retention of personnel and successful transition of government property accountability from one contract to the next. The phase-out plan period does not have a required time period.

Subfactor 4: This subfactor evaluates the offeror’s Experience. The evaluation will focus on the offerors’:

Experience is not the same as past performance. Experience is what the offeror has done; past performance is how well the offeror did it. This sub-factor evaluates the offeror’s experience level to determine if the offeror has a long or short term association with maid services and front desk services.

In accordance with the Army Source Selection Supplement (AS3), Section 3.1, the Army methodology for evaluating Technical Approach and Related Risk is the Combined Technical/Risk Rating, (see Table 1 below). This methodology considers risk, in conjunction with the strengths, weaknesses, significant weaknesses, uncertainties, and deficiencies in determining technical ratings.

3. Price Factor. Adjectival ratings shall not be used for offerors’ Price proposals. The Government will fully evaluate and negotiate all priced Contract Line Item Numbers (CLINs) for award. For award purposes, the total proposed price for all CLINs will be added together into a total sum (contract value). 52.217-8 will be calculated for six months with the pricing of option year four. The evaluation of all option CLINs will not obligate the Government to exercise any option. The Offeror’s Price proposal will be evaluated as follows.

a. FFP Evaluation. For a price to be fair and reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Offeror’s proposed fixed-price CLINs may be evaluated, using one or more of the techniques described in FAR 15.404-1 in order to determine if they are fair and reasonable.

c. Overall Price Proposal Evaluation: The overall Price proposal will evaluated for the following:

Compliance:

TABLE 1 – COMBINED TECHNICAL/RISK RATINGS

Color Rating Description

Blue Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.

Purple Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.

Green Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.

Yellow Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

Red Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable.

1) Failure to comply with the RFP requirements for Pricing information may result in an adverse assessment of an offeror’s proposal and reduce or eliminate the chance of being selected for award. Offerors shall ensure that the information presented in pricing all CLINS are consistent and correlate with the information contained in the other parts of the proposal.

2) Unbalanced Pricing: The Offeror’s overall Price proposal will be evaluated for unbalanced pricing as defined in FAR 15.404-1(g). An offer may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government (see FAR 15.404-1(g)(1) through FAR 15.404-1(g)(3)).

3) Errors: The Offeror’s Price proposal will be reviewed for errors. The

Offeror may be given an opportunity to clarify certain aspects of their proposal at the sole discretion of the Contracting Officer.All Monetary extensions shall be in whole dollars only. In the event of an error in extending prices unit prices will prevail

4) Business Systems: The Government will verify the adequacy of the

Offeror’s business systems.

5) Total Evaluated Price: The Total Evaluated Price consists of summing the

Offeror’s proposed Firm Fixed-Price CLIN prices for all CLINS.

To evaluate the option to extend services (FAR 52.217-8) CLINs, one-half of the proposed cost for the last year of the performance period.

4. Past Performance Factor. The Government will evaluate the offeror’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the PWS.

a. The Government will focus its inquiries on the offeror’s (and major subcontractor’s) record of performance as it relates to all solicitation requirements, including cost, schedule, performance and management of subcontractors and compliance with FAR 52.219-8, Utilization of Small Business Concerns. For the purposes of this SSP/Requirement, major subcontractors are defined as members of an offeror’s overall team who are expected to perform Ten (10) percent or more of the proposed effort.
