About this file

This document contains responses to questions from potential offerors regarding a federal solicitation for Optimizing Human Weapons System services. The solicitation seeks proposals to provide a comprehensive physical training program for fighter pilots at Tinker Air Force Base, focusing on spinal musculoskeletal strengthening to reduce injuries. Services include on-site physical therapy and optional off-site services within 15 miles. The contract would have a one-year base period and two one-year options, with all required equipment to fit within a 180 square foot government space or optional contractor mobile trailer. The Department of the Army National Guard is the contracting agency. Offerors must follow all COVID-19 protocols and safety requirements on base. RFP Reference (Sect/Para/Page) QUESTION GOVERNMENT RESPONSE

8/19/2020 1

The document titled W50S8U-20-R-0001 OHWS.pdf that is uploaded to beta.sam.gov does not appear to be complete and we are unable to view/download the attachment. Would you be able to send to us or re-upload the attachment to beta.sam.gov?

This particular file was uploaded to the solicitation by accident.

It has since been deleted, however with the way beta.sam is set up it still appears. The combined synopsis/solicitation and the PWS are the two documents composing the solicitation.

8/19/2020 2 Are vendors permitted to submit multiple proposals/offers for Solicitation No. W50S8U-20-R- 0001?

Yes, vendors may submit multiple proposals.

9/1/2020 3

The period of performance under Delivery Information states CLIN 0001 POP 21 SEP 2020 TO 20 SEP 2021 but the PWS 1.3 states Period of Performance (PoP): The Period of Performance shall be one Base Year of 12 months and two 12-month option periods. Which is correct?

The contract will be for a base year with two option years. The document in beta.sam.gov solicitation titled "W50S8U-20-R- 0001 Combined Synopsis Solicitation," lists the CLIN structure on page four. CLIN 0001 is for the base year of 28 September 2020 - 27 September 2021. CLIN 1001 28 September 2021 - 27 September 2022 and CLIN 2001 28 September 2022 - 27 September 2023 are for the two option years.

While the price portion of proposals will be evaluated inclusive of options (FAR 52.217-5), once awarded it is not guaranteed that the option years will be exercised. By including the option years, it gives the government the option to extend services while already having competed for those years.

4.1.1 states that the contractor furnish HIPAA compliant software and perform all functions of the EMR. 4.1.2 states the contractor will furnish a Wi-Fi access point. Is the contractor furnishing their own hardware and software to access government EMRs?

The contractor will not access government EMRs. The contractor is responsible for providing it's own HIPAA-compliant EMRs and the hardware and software to access such EMRs.

Pre-Bid RFI Log for Optimizing the Human Weapons System (OHWS)

9/1/2020 5

5.10 In our experience a valid professional license from

any state is the requirement on DoD installations. Is the government requiring an OK-licensed PT only or can the PT be licensed in any state?

The government's perceived preference is for an Oklahoma-licensed Physical Therpaist to provide the services.

9/1/2020 6

What are the approximate hours the PT is needed on Saturday and Sunday of RSDs?

Per PWS paragraph 1.4.3: "Normal duty hours for rated pilots are between the hours of 6:45AM-5:30PM Monday through Thursday and 7:00AM-4:30PM on Saturday and 7:00AM- 3:30PM on Sunday during RSDs, except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings."

9/2/2020 7

SOW Advises "Any contractor or government facility where services are to be performed must possess rehabilitation equipment appropriate for treating neck and spine conditions."

1. What equipment is wanted? Is this left up to the contractor on what equipment is to be provided?

2. Is all the equipment supposed to fit in the 150-300 sq ft or mobile unit? Or is this office space only?

3. Does the government have a gym that already houses equipment that can be used?

1.) The contractor must provide all equipment as per PWS 4.1.1 -

4.1.3 and any other equipment necessary to provide the services.

2.) All of the contractor-provided equipment must fit within the government-provided space allocated in Technical Exhibit 3 (approximately 180 square feet). If that area is not deemed sufficient by the contractor, the contractor may include the cost of a mobile trailer per PWS 3.1.1 - 3.1.2.

3.) The government does have a gym with equipment that can be used for strengthening, but does not negate the contractor's responsibility to provide the specific equipment required per

PWS 4.1.1 - 4.1.3.

9/2/2020 8

SOW Advises "Rated pilots must also have access to a facility to execute the physical training plan set forth by the contractor, preferably during normal duty hours and Regularly Scheduled Drills (RSD)"

1. Again, does the government have a gym this can be done at or is it expected to be in the 150-300 sq ft and/or mobile unit?

The government's gym facility, which is separate from the space provided to the contractor, is sufficient to execute the physical training plan set forth by the contractor. The equipment in the government's gym is strength equipment only (not prehabilitive cervical / lumbar strengthening machines) and does not negate the requirement for the contractor to provide equipment as required in PWS 4.1.1 - 4.1.3 or other contractor-provided equipment required as necessary to perform the services.

9/2/2020 9

SOW Advises "Normal duty hours for rated pilots are between the hours of 6:45AM-5:30PM Monday through Thursday and 7:00AM-4:30PM on Saturday and 7:00AM-3:30PM on Sunday during RSDs."

1. Are weekly duty hours shorter during weeks with RSDs? Or do the RSDs add days to the workweek therefore making RSDs more than a 40-hour work week?

RSDs add days to the work week.

9/2/2020 10

SOW 3.1 Property: If services are to be provided at the 138FW the Government will furnish the necessary workspace for the contractor to perform services outlined in this PWS to include desk space, telephones, and other items necessary to maintain an office environment. Depending on the level of services provided at the 138FW the Government will provide a workspace for the Contractor ranging from 150-300 sq.

ft. The Government may increase the work area at their discretion should space become available.

1. Again, will all services be performed in this 150-300

sq. ft space? Desk, Office Equipment, Rehabilitative / Preventive Equipment, etc.?

Yes, all services will be performed in the space designated in Technical Exhibit 3 (approximately 180 square feet). If the contractor does not deem this space sufficient to perform the services, the contractor should include the cost of a mobile trailer facility as per PWS 3.1.1 - 3.1.2.

9/2/2020 11

3.1.1 If space is limited, the Government can require

the Contractor to be responsible for providing and maintaining a mobile trailer facility with minimum space requirements of 300 sq. ft., to be kept on base at the 138 FW, which includes HVAC to support full utilization and logistical needs to perform the program.

1. Does the government have any requirements for equipment in the trailer?

2. Does the initial bid need to have a mobile unit priced?

3. Does the government have an idea where these services will be provided at currently?

1) If the contractor elects to utilize a mobile unit, all contractor equipment required per the PWS would be stored in the mobile unit.

2) If the contractor's plan is to utilize a mobile unit to provide services, then the mobile unit would need to be priced as part of the proposal.

3) The governement has set aside space as depicted in Techinical Exhibit 3 (approximately 180 square feet). If the contractor does not deem this area sufficient to provide the services, the contractor should include the cost of a mobile trailer per PWS section 3.1.1 - 3.1.2.

9/2/2020 12

SOW Advises "Maintenance of this mobile trailer, delivery, and removal are the financial and logistical responsibility of the Contractor. In the event this becomes a requirement any additional cost associated with this change would be negotiated with and processed by the KO via a bi-lateral modification."

3.1.2 If the Contractor provides a mobile unit, the

Government will provide all necessary space on base at a minimum of 800 sq. ft. and in a location that is readily accessible to all pilots.

3.1.3 Contractor is responsible for all cleaning

materials, surface sanitation supplies, infection control and prevention supplies, personal protective equipment and upkeep of the room/facility."

1. For COVID-19 safety precautions, will masks be required?

The contractor's personnel shall follow the COVID-19 guidance provided through base command channels. For COVID-19 precautions, masks are currently required where social distancing can not be observed.

9/2/2020 13

SOW Advises "4.1.3 Equipment to meet the technical needs of the program. At a minimum, the Contractor must have treatment surfaces and specific exercise equipment to test the strength of the muscles attached to the spinal column and strengthen the spine in a preventative and safe manner.

Physical strengthening machines that can effectively isolate, strengthen, and provide computerized isometric testing and plotting of cervical and lumbar strength, are the Government’s perceived preference."

1. What specific equipment is required?

2. Provide Physical Strengthening machines wanted

The government is not specifying the brand of equipment required but has provided specifications in PWS 4.1.3. The government possesses strength training equipment for general strengthening purposes, but does not posses the equipment required per PWS 4.1.3. The contractor shall specifically detail and furnish the equipment required in PWS 4.1.3.

9/3/2020 15 Combined Synopsis/Solicitation -Page 2a : (e.g. copy 1 of 5) How may electronic copies of various proposal volumes Government is requesting for submittal?

Just one electronic copy of each required volume or document is sufficient.

9/3/2020 16

PWS 1.4.3 Place of Performance of Services: Services will be provided by the contractor on government facilities located at the 138FW, at the contractor place of business, or a combination of both. Is Government intending to have essentially identical services available at both alternate location (off-base Contractor place of business and/or on-base government facilities located at 138FW) including physical training and RSD? The provision of both off-base and on-base facilities with equipment and manpower and optional use of either facility or both – is government intending to select primary service location ( on-site vs off -site)? What consideration will be used in making the pre-award service location preference decision?

Per PWS paragraph 1.4.3: "The Government’s perceived preference is that all services be performed on the 138FW base at a facility located in close proximity to the aircrew in order to increase the overall utilization and effectiveness of the program."

Per PWS paragraph 7.0 the contractor may propose all services to be performed on base (Option 1) or up to 25% of appointments can be provided at the contractor's off-base facilities within 15 miles of Tulsa International Aiport (Option 2).

If the contractor elects Option 2, the contractor's off-base facilities would only require equipment necessary to perform PT prehabilitative services in accordance with the PWS (no off-base gym / strength equipment requirement).

Combined Synopsis/Solicitation. Page 4 Pricing Table:

CLIN 0001, 1001, 2001 is contractor required to bundle both Labor and Equipment & other (software, etc. ) under one Job? Or could they provide separate itemized pricing? Could the Rated pilots (35 Customers) use both the facilities with duplicate treatment and training on their own choice or will they be assigned to one of the preferred location (on-site vs off-site?)

1) The contractor should bundle both Labor and Equipment etc into one job. Everything required to complete the work for each CLIN should be included in that CLIN.

2) Separate itemized pricing can be included in a separate document but please follow the CLIN structure for the official quote.

Is the Government’s gym facility available to the Contractor Personnel during the normal duty hours and extended weekend hours for RSD and physical training?

In addition to the Contractor provided equipped facility (180 sqf and optional mobile trailer), is contractor expected to provide additional prehabilitive equipment in the government’s gym facility?

The government does possess on-base gym facilities that are available to contractor personnel during normal duty hours and RSDs for Physical Training. However, these facilities do not contain the specific contractor-provided equipment required by PWS 4.1.1 - 4.1.3 and additional pre-habilitative PT equipment as necessary to provide the services per the PWS.
