1.1 GENERAL SCOPE OF WORK: The Contractor shall provide all

engineering, supervision, labor, parts, equipment, tools and supplies required to install a pre-fabricated government furnished guard shack to manufacturer’s drawings and specifications along with supply the electrical feed from the base

Fire Department to contractor installed guard shack. Contractor shall perform all work in compliance with all highest standards, rules, codes, regulations, guidance and laws having any relevance to the scope of the project.

1.2 PERIOD OF PERFORMANCE: The period of performance for this project is 30 days

1.3 CONTRACTOR REQUIREMENTS:

1.3.1 Qualifications: The Contractor awarded this project shall have a supervisor and/or foreman qualified and experienced in all project tasks required by this

SOW. The supervisor and/or foreman will be on site at all times to oversee and supervise qualified experienced technicians in all phases of work. The

Contractor shall submit similar project and personnel qualifications in writing to the CO for review and approval. If more than one supervisor/foreman is required for various phases or if the supervisor/foreman is to be replaced, the Contractor shall provide the necessary documentation for EACH supervisor/foreman required.

1.3.2 Contractor Base Access: The Contractor is responsible for ensuring proper documentation is received for personnel passes in time to avoid any delay in project start of performance. Any additional time required for obtaining badges and passes as required for access to the base will not necessarily be grounds for additional time granted to complete the project, if passes are delayed due to the Contractor. All traffic will enter through the Main Gate.

All personnel working at the Base must be on the contractor request access sheet in excel format and submitted to the Base at least one week prior to requested visit date. All must pass the Security Forces screening process. The

Government reserves the right to deny access to any person, with no consequence to the contract. All contractor personnel shall prominently display the visitor’s badge at all times while working on the installation.

1.3.3 OPSEC Requirements:

To be discussed at Pre-Construction Meeting

1.3.4 Pre-construction Meeting: The Contractor shall be required to meet with the CO, BCE representative and other members as required prior to the commencement of any work in order to coordinate the project construction.

Topics of discussion will include: Hours of work, lay-down and storage areas, work area limits, safety compliance, emergency notifications and any other topics deemed necessary by the CO or BCE representative.

1.3.5 Contractor Manpower Reporting. The Contractor Manpower Reporting requirement is mandated by the Dept. of Air Force and requires the reporting of the dollar value of labor hours for the performance of an awarded service.

The Contractor Manpower Reporting website is https://www.ecmra.mil.

1.3.6 Contractor Manpower Reporting Application (CMRA): The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the

National Guard Bureau (or your organization) via a secure data collection site.

1.3.6.1 The contractor shall completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs shall be for the labor executed during the period of performance during each

Government fiscal year (FY), which runs October 1 through September

30.While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2019.

1.3.7 Site Measurements: The Contractor shall perform a physical survey of the actual site to verify locations of existing objects and buildings, as well as existing power cables, communication cables, water and sanitary sewer line conditions prior to the start of construction. Also, the Contractor shall submit a list of items that will need to be moved to accommodate the construction work to the BCE and CO for review.

1.3.8 Standard Material & Workmanship: All materials and supplies shall be new and standard products regularly used for commercial construction of similar size, style and complexity. Workmanship shall be comparable to quality commercial construction, meet industry standards and comply with standards contained in this SOW. The CO and BCE representative shall review materials and inspect work for compliance with these standards. Low quality work will be rejected at the discretion of either the CO or BCE representative.

1.3.9 Material & Equipment Storage: The Contractor shall stockpile and place materials and equipment only in areas specifically approved by the BCE. All materials stored on base are at the risk of the Contractor and not the responsibility of the Government.

1.3.10 Safety: The Contractor personnel shall work in a safe manner in accordance with Government and OSHA standards. Determination of what constitutes unsafe practices is at the discretion of Government personnel. Failure of the site supervisor to ensure Contractor personnel work safely and with the proper gear may require a stoppage of work and/or removal of the workers at no cost or delay charged to the Government. All Contractor personnel shall have appropriate clothing and PPE worn at all times. At a minimum, this includes wearing work pants and shirts, work boots and yellow or orange bright reflective safety vests. Loose fitting clothing and open toed shoes are not allowed on the work site. Additionally, some tasks require additional protection: i.e., safety glasses, hearing protection, masks, etc. that shall be required for certain tasks. Safety harnesses shall be required for workers performing elevated work. Contractor shall provide a site safety plan for review.

1.3.11 Accident Prevention: The Contractor shall comply with the following safety requirements while performing work under this contract:

1.3.11.1 106 RQW Property: Use diligent care not to damage the facility or government assets in the project area and 106RQW property while in performance of this contract. Damage caused by the Contractor will be repaired to pre-existing condition or better at no additional cost to the

Government.

1.3.11.2 Work Area: The contractor shall maintain a clean and secured work area at all times. Free of trip hazards and debris generated by project actions and secured against accidental intrusions by non-project personnel.

1.3.11.3 Traffic Control Devices: The Contractor shall be responsible for signaling, lighting and barricading the immediate work area as determined by the BCE.

1.3.11.4 Vehicles: All vehicles operated by the Contactor will obey all traffic signs and laws while operating on the installation.

1.3.11.5 Electrical extension cords: may be used on a temporary basis to provide power to tools and equipment. Do not overload extension cords.

Any frayed or spliced extension cords are prohibited. Power supply will be the responsibility of the contractor.

1.3.11.6 Fire Prevention: The prevention of fire is imperative during construction projects. The Contractor is responsible for enforcing fire safety in his work area. The Contractor shall have serviceable fire extinguishers readily available at all times if necessary. Extinguishers shall be supplied by the Contractor. Any hot work will require a burn permit from the Fire Department.

1.3.11.6.1 Smoking is prohibited inside buildings and within 50 feet of flammable and combustible liquids. Smoking is permitted only in designated areas.

1.3.11.7 Utility Markout: Contractor shall thoroughly tone and markout all areas to be excavated greater than 4” to identify any possible obstructions to excavating throughout the project area. Most utilities on the installation are owned by the Government and may not be marked out by the local utility companies.

1.3.11.8 Connections to Water Distribution System: Contractor shall only connect to points approved by the BCE / ANG Rep using reduced pressure backflow prevention device. Certification that the reduced pressure backflow prevention device has a current inspection and is serviceable shall be provided to the BCE / ANG Rep. The connection point shall be in a highly visible location.

1.3.12 BARRICADES AND FENCING: The Contractor shall erect/maintain, as well as furnish the materials, equipment and labor to install temporary barricades to safeguard against non-project personnel accidental intrusions.

The Contractor is required to provide all necessary barriers and temporary covering of exposed areas as well as furnish the materials, equipment and labor to enact such. The contractor is responsible to furnish and install silt fencing barricade systems around the work site and/or Base drainage structures as required.

1.3.12.1 SANITARY FACILITIES: The Contractor shall provide

temporary, field-type sanitary facilities for personnel working the project and the facilities provided must be new or in “like-new” condition and free of graffiti. Units are required to be serviced on a weekly basis, at a minimum;

and all units shall be equipped with hand wash stations.

1.3.13 INSPECTION BY GOVERNMENT AGENTS: The CO or ANG BCE /

his agents may inspect any work at any time. Inspections by the Government do not in any way absolve the contractor from their obligation to provide materials and construction free from defects and in accordance with the required specifications and quality.

1.3.14 PERMITS: All required Base and non-Base permitting is the responsibility of the Contractor, however before taking any steps or making contact with outside agencies the contractor shall meet and plan with the ANG BCE / his agents.

1.3.15 SUBMITTALS: The Contractor is required to provide a written description describing the methods, equipment, materials and steps to be taken to complete this project. Also included in this plan will be the location and erections of barricades, fences and lay down areas. Additional submittals will be listed on a submittal register if required.

1.3.16 DISPOSALS: Disposal of all debris is the responsibility of the Contractor and the disposal shall be done in accordance with all applicable laws. Debris from the site shall be removed and transported in a manner that prevents spillage on streets and adjacent areas. The contractor shall submit waste/recycling manifests with descriptions of all rubbish/debris and recycled matter removed from the base, including weights and the final location of the rubbish/debris or recycled material. All dumpsters shall be fully covered and secured at the end of each work day while on Base. Extreme caution shall be taken to eliminate any source of Foreign Object Debris (FOD).

1.3.17 ENVIRONMENTAL PROTECTION: The Contractor shall comply with the following environmental requirements while performing work under this contract:

In the event the Contractor brings any hazardous material on to the

106RQW, the Contractor shall notify ANG BCE and follow the following steps:

Step 1:

Provide a list of each material and quantity of material for all proposed

Hazardous Material (HM) on the hazardous material identification work sheets at monthly interims. HM shall be construed to mean any item that is:

- A health hazard or physical hazard

- Regulated in its disposal by EPA

- Hazardous as defined by DOT regulations

- Covered under EPCRA (or federal, state or local) tracking requirement, the OSHA HAZCOM Standard, and all Class I and Class II Ozone

Depleting Substances (ODS)

Step 2:

Provide a material safety data sheet (MSDS) for each item on the HM list.

The contractor shall establish Hazardous Material (HM) storage and daily distribution system when HM is to be used. All HM required to support the contract shall be reported to the Hazardous Material

Pharmacy Team (HMPT) using the Contractor HM Identification work sheet, listing in order of quantities used. The Contractor HM

Identification work sheets will be provided to the Contractor at or prior to the Pre-Construction meeting. Additional HM needed by the

Contractor shall be identified to the Contracting Officer's Representative

(COR) for approval by the HMPT. The contractor planning to use HM for the work shall register with the base HMPT prior to start of work in order to support the installation’s compliance with Executive Order

12856, Federal Compliance with Right-to-Know Laws and Pollution

Prevention Requirements, and AFI 32-7086. The Contractor shall maintain Contractor HM Identification work sheets for HM on the job site for inspection/verification. The COR will verify that the HM identified to HMP is the only HM in use on the job site. At closing the

Contractor will complete part 2 of the Contractor Hazmat ID Worksheet to be submitted to the HMPT.

The contractor shall accompany the Bio-environmental Engineer (BEE), The Contracting office representative (COR) and Environmental representative (ENV) on the project close out inspection to ensure all used/unused HM is removed from the installation.

1.3.17.1 The Contractor shall be responsible for maintaining the work site to prevent the spread of contamination, provide for the safety of all individuals in the vicinity of the work site areas and prevent the release of any contaminants into the environment. Any tanks or drum containers used by the Contractor on the 106RQW to store hazardous materials including petroleum products shall be reviewed and approved by the base Environmental Manager prior to use.

1.3.17.2 The Contractor shall be responsible for the covering of open bodied vehicles transporting any material likely to create air pollution or become debris while on base.

1.3.17.3 All mud, dirt, debris, foreign objects, trash, or spills (including Sub-

Contractors and suppliers) on a street or parking lot, used as access to the work site or staging area shall be cleaned off the same day or as soon as practicable or requested by the CO.

1.3.17.4 The Contractor shall immediately report to the CO to discuss any issues or incidents which may indicate potential imminent risk to

Government personnel or the environment. Following the notification, the Contractor shall be available to the CO for instructions regarding remediation of the release. Contractor should be aware of “you spill, you dig” policies related to working on 106RQW and be prepared to respond to a release caused by the Contractor’s personnel. To report a release or spill, contact the base Environmental Manager immediately.

1.3.17.5 ACCIDENTAL SPILLS: To report a release or spill, contact the CO and ANG BCE / his agents as soon as possible. Report the following:

a. Your name, location, organization, and telephone number

b. Name and address of the party responsible for the incident

c. Date and time of the incident

d. Location of the incident

e. Source and cause of the release or spill

f. Types of material(s) released or spilled

g. Quantity of materials released or spilled

h. Danger or threat posed by the release or spill

i. Number and types of injuries (if any)

1.3.18 CODES AND STANDARDS: All work performed under this contract shall be in compliance with all highest standards, rules, codes, regulations, guidance and laws having any relevance to the project such as, but not limited to; NYANG, USAF, NYDEC the New York State (NYS) Fire

Prevention and Building Code and USAF Health and Safety standards as well as widely accepted industry standards, including but not limited to:

American Institute of Architects, American Concrete Institute, American

Institute of Electrical Engineers, American Institute of Steel Construction, American National Standards Institute, American Society of Heating, Refrigerating and Air-Conditioning Engineers, American Society of

Mechanical Engineers, American Society of Testing Materials, National

Bureau of Standards, National Electric Code, American Welding Society, Brick Institute of America, Building Officials and Code Administrators, Federal Aviation Administration, National Fire Protection Association, National Electric Code, Occupational Safety & Health Administration, Rubber Manufacturers Association, Underwriters Laboratories, the New

York DOT standard specifications and the New York Department of

Environmental Conservation.

2 SECTION II – TECHNICAL REQUIREMENTS

2.1 SCOPE OF WORK

2.1.1 The following is a list of the major tasks included in this SOW:

The contractor shall refer to the attached maps on page 12, 13, furnished drawings- B.I.G Enterprises Inc.- U.S. Air National

Guard Francis S. Gabreski Airport NYPD Guard Booth- Dated

10-08-19, and B.I.G. Installation instructions for all aspects of this scope of work.

The contractor shall layout the site for the required Guard shack concrete slab.

The contractor shall supply electric from within the fire dept.

electrical room to the support the needs of the guard shack.

The contractor shall layout the electrical/ utility feed from the base fire dept. electrical room.

The contractor shall supply and install 2- 2” PVC electrical conduit lines from the fire dept. electrical room to stub up area through the slab of concrete pad and into the guard shack load center.

o The conduit is to be buried a minimum of 1’ below grade with detectable underground electrical warning tape.

o 1 conduit line is to have the contractor installed electrical line o 1 Conduit line is to be left empty for Government use.

The contractor shall supply and install a sub-panel within the fire dept. electrical room to support the needs of the guard shack.

The contractor is to run the required electric from the new sub-panel in the electrical room to the panel stub up load center in the Government furnished/ Contractor installed guard shack.

The contractor shall ensure the top of guard shack slab height is to match the existing firehouse sidewalk elevation.

The contractor shall excavate as needed for the new guard shack slab to compact existing soil subgrade to 95% compaction.

The contractor shall supply and install 6” of New York State

DOT approved RCA and compact it to 95% compaction where guard shack slab will be formed.

The contractor is to ensure that all material that requires compaction is to be tested for the compaction rating until passing.

The contractor shall install a concrete slab. The top of slab elevation is to have a brushed finish, be level and match the top of sidewalk elevation as previously stated in this scope.

The contractor shall install the guard shack onto the cured concrete slab to meet manufacturer’s specifications and installation instruction.

The contractor shall ensure that all components of the guard shack are fully operational and meet the manufacturer’s specifications.

The contractor shall return all other disturbed areas to existing conditions.

EXPANDED DESCRIPTION OF SCOPE OF WORK

2.1.2 Site Investigation: All dimensions within this scope of work and on any attachments are true dimensions. The Contractor shall field verify all measurements and configurations prior to start of work. If the site is insufficient in any way, mitigation of these deficiencies shall be included in the Contractor’s proposal.

2.1.3 Site Cleanup: The Contractor is responsible for any cleanup and repair required to restore site to preconstruction condition or any improved conditions called for in this SOW. Additionally, the site must be clear of all debris at the end of each working day.

2.2 SUBMITTALS: All materials and articles requiring approval shall be submitted by the Contractor using the AF Form 3000. Any material used without or before Government approval is subject to removal, at no additional cost to the Government. The Contractor shall submit material samples, design drawings, and related calculations to the CO for approval a minimum of 10 calendar days prior to procurement and placement of that particular material and construction respectively. This is to preclude approval of a completed design package preceding any construction placement thereby completing delivery orders expeditiously. Upon review by the Government, the submittal along with any comments will be returned to the Contractor within 10 calendar days. If required, the Contractor shall modify the submittal per Government’s comments and resubmit within 5 calendar days. Upon final approval, the

Contractor shall commence with the procurement and construction accordingly. The Contractor shall submit the following to the Government for review and approval prior to performing the associated work:

2.2.1 The Contractor shall submit, before final payment, a complete set of

As-built drawings including but not limited to: site layout and construction details, civil, mechanical, electrical and architectural drawings.

2.2.2 Notification of any Government property the Contractor plans to move or relocate. The Government may elect to move these items in lieu of the Contractor.

2.2.3 Product Data Sheets. All products being submitted for approval should include a technical data sheet. In the submittal it must be clear which product will be used if more than one product is shown on the page.

Do NOT submit entire photocopied catalog unless every page is relevant to the product being considered. The Government may require physical material samples of some items at no additional cost to the

Government.

S1. Unit to meet Underwriters Laboratories UL752; Standard for Bullet- Resisting equipment, level 8 as defined in paragraph 4.10, revised 9/9/05. Protection against multiple shots from a military assault rifle, such as a M14 and the like, with muzzle energy of 2519-3048 foot-pounds.

The bullet resistant protection does not include the floor frame, fascia, ceiling, or roof.

Protection is based upon using 7.62 mm rifle lead core full metal copper jacket, military ball ammunition with 150 grain, and a velocity of 2,750-3,025 fps.

S2. Frame work to be 2" x 3" x .083" and 3" x 3" x .083" steel tube.

S3. Unit to have half glazed bullet resistant armor walls on the exterior with 16 ga galvanized steel interior liners.

S4. Walls to have a R-17 insulation value.

S5. Walls to meet the threat level listed in note S1.

S6. Unit to have a 12 ga A653 galvanized steel floor covered with 1/4" thick x 20" square, black commercial polyvinyl chloride interlocking tiles with a 4" high black perimeter cove molding. Floor to be mounted on a 2" tall galvanized steel tube frame.

S7. Unit to have four interior anchor clips. Four 5/8" Hilti KB-TZ bolts (LARR25701, ICC-ESR-1917) with 3 1/8" minimum embedment in 2500 psi concrete (or equal) are required for placement of booth. (Anchor bolts are not included) Concrete to be level If sloped, slope towards drain opening(s) on booth. Concrete, bolts and mounting shall be by others. For a 3-1/8" embedment the foundation/slab design must be a minimum of 5" thick and be sized to allow for a minimum distance of 6-1/2" from the edge of the slab to the center line of the anchors for maximum strength.

A1. Unit to have one 20" deep, tapered shelf with a 3" electric access grommet insert.

Shelf to be 16ga galvanized steel, painted same color as the booth and is to be mounted at 34" above finished floor.

R1. Unit to have a 10" tall fascia, 3" overhang on three sides and 4" overhang at the rear with a 16ga galvanized steel roof sloped to drain through two rear mount 1-1/2" PVC downspouts.

R3. Unit to have four removable lifting eyes (3/4" dia. shank, eye is 1-1/2" I.D.)

mounted on the roof. Lifting eyes are designed for a STRAIGHT VERTICAL LIFT ONLY. Spreader bars must be used when lifting booth to ensure this vertical lift. All warranties will be void if not lifted in this manner.

D1. Unit to have one 36" x 80" bullet resistant swing door on the left wall. Hardware to include a U.L. listed exit door "Panic Bar" on the interior with a paddle handle on the exterior, and a welded pull handle on the interior and exterior. Door to have keyed operation outside, panic bar inside, a hydraulic closer, and weather stripping.

WEATHERPROOFING & FINISH:

F1. All exposed steel surfaces except roof deck to be coated with two component high solids polyurethane rust inhibitive primer, and two component high solids polyurethane finish coat.

F2. Unit to be painted one color inside and out.

A. Customer to provide paint color selection prior to the start of manufacturing.

F3. Ceiling to be 16 ga galvanized steel painted the same color as the booth interior. Unit to have a ceiling height of 90" A.F.F.

F4. Roof to be fully weather sealed with a three step elastomeric membrane as follows:

A. All seams are sealed with a high bond seam sealing tape.

B. The entire roof deck is then coated with a liquid applied one-part polyurethane coating forming a tough waterproof, weather-resistant elastomeric coating.

C. The entire deck surface finished with a white heat reflective polyurethane coating. The coating meets Energy Star reflectance and emissivity performance requirements, has an SRI of 95, and is approved by the Cool Roof Rating Council

(CRRC).

Expansion anchor bolts. B.I.G. recommends The Kwik Bolt (KB-TZ). See your drawings for size and add a 1/4” to the length for anchor clip.

Offload unit from the truck to a temporary location. See offloading instructions provided with the unit.

Detach shipping blocks from the booth anchors. Booths that have a floor come with removable cover plates over each anchor. See approved drawings for anchor locations.

Before setting the booth onto the concrete pad, apply two 1/2” beads of sealant at the booth footprint on the concrete as shown in fig. 1.

Set booth onto concrete pad, unit must slope towards drain openings.

Prior to anchoring, check the booth for alignment at the door(s) and sliding window(s). If it (they) operate properly, proceed to the next step. Otherwise, adjust the leveling of the unit and correct the alignment.

Anchor the booth to the concrete pad using a 3/4” ratchet. Replace removable covers above anchors (if applicable).

Re-check door(s) and sliding window(s) alignment. See Adjustment Instructions on page 7 in the information/warranty booklet for additional support.

Unit must be sealed to the pad to prevent water from entering the underside of the floor. Apply a continuous bead of caulking around the exterior perimeter of the booth. If the booth does not have a floor, apply a continuous bead of caulking on the interior perimeter of the booth as well as the exterior. See fig. 2

NOTE: There should be no gaps in the sealant. Sealant is a maintenance item and should be inspected periodically.

Remove the lifting eyes (if applicable), install cover plates, And seal with material provided. See fig 3.

If the unit arrives dirty from transportation, it can be washed with mild soap and water.
