SECTION 00010 - SOLICITATION CONTRACT FORM

The following have been added by full text:

REQUEST FOR INFORMATION 1-10

Q1- In an effort to reduce overall costs to the installation and ensure the proposals come in over budget, can the existing wedge barrier be left in place in the roadway? After visiting the site at the pre-bid conference, the location of the new barrier system will not require removal of the existing system. The existing control panels can still be removed.

A1- No, the Air National Guard wants the demolition of the old wedge barrier and to restore the area with asphalt

Q2- In an effort to reduce overall costs to the installation and ensure the proposals come in over budget, can you eliminate the requirement of the two new 3” conduit runs (one from the barrier location to the guardhouse and one from the search area to the guardhouse)? As the manufacturer, we will not need these installed for a fully functional system.

A2- 3” conduit will be required as per Scope of Work and/ or what the manufacturers specification requires.

Q3 - In an effort to reduce overall costs to the installation and ensure the proposals come in over budget, can the road be closed to day to day traffic for a period of one week to all vehicles except larger trucks?

The road can be plated within 5 minutes if needed to allow a truck to use the roadway. By installing this system with only access to one half of the roadway at a time, installation and demolition costs will be doubled. I understand there is another entrance that could be utilized during the closure for passenger vehicles.

A3 - The base outbound lane and Commercial Entry will have to be operational at all times due the secondary gate being an entrance only, coordination with Base Security Forces and traffic control is required

Q4- Are post mounted traffic and warning lights and signs acceptable for this barrier installation?

A4 - Yes, the lights can be pole mounted which would require a submittal once the contract is awarded

Q5- How many control stations will be, and, where with them be positioned?

A5 - Refer to section 2.2.1 “The contractor shall trench/ saw cut the road if needed and install new low voltage 3” electrical conduit on the outside edge of out bound lane from existing power supply at the barrier to the main entrance guard shack where a the new main control panel will be installed and housed inside the facility with 2 EFO buttons. One EFO will be installed outside of the facility (exact placement by Base Civil Engineer).” One inside the guard shack and one outside the waiting room of the commercial search in place of the existing EFO

Q6- To not interrupt traffic, will we be allowed to work OFF hours?

A6 - Work shall be done during normal business hours, further coordination with Base Civil Engineer and Base Security Forces is required for OFF hour work

Q7- If the existing power panel is good, can’t be used for new system?

A7- No the existing panel cannot be used

Q8- If it will be needed, can we remove the ends of existing wire fence and install it back?

A8 -The existing wire K-4 Fencing cannot be disturbed during any portion of the project

Q9- Do existing arms and stop signs have to be removed, or, they will stay to work with new NET

BARRIER?

A9- The existing drop arms are to remain operational with the new system

Q10- As a sub-contractor will be hired to perform this job, will it be any partial payment in advance?

A10- No advance payments will be made-Progress payments can be made as various elements of the work is accomplished.
