Amendment 01 updates the Bid drop off location and procedures to get onto base. Bid repository for drop off w ill be located at the parking lot outside of the Main Gate of the New Hampshire Air National Guard, at the intersection of Arboretum Drive and New ington Street, on June 4th starting 0800 until 0900.

After receipt of bids, all bidders w ill be escorted onto the base for bid opening. Bid opening location w ill be at Building 145, the Dining facility.

Bidders shall review Section 002100- Instruction, Section 6, BID REPOSITORY AND BID OPENING for complete details for bid repository and bid opening. All language that has been updated is highlighted.

The following have been modified:

SCOPE & INFO FOR BIDDERS

1. SCOPE:

1.1. You are invited to submit a bid in response to our Invitation for Bids (IFB) entitled) W50S8A-

20-B-5200 entitled AGE Concrete Jack Pad, Project Number SZCQ202015, at the New Hampshire Air National Guard, Newington, NH.

1.2. The description of this project is that the Contractor will construct a reinforced concrete pad for Jack Tester Equipment Support in accordance with model 1074-8000 150 Ton Universal Jack Tester Operations and Maintenance Manual.

1.3. As a result of this solicitation, the Government intends to award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price.

1.4. This solicitation is set-aside 100% for small businesses.

2. NOTICE OF PRE-BID CONFERENCE AND SITE VISIT:

2.1. A pre-bid conference will be conducted on Wednesday 13 May 2020 at 09:00 AM EST for the purposes of briefing on the bid requirements and answering questions regarding this solicitation.

This conference will be held at the New Hampshire Air National Guard, Joint Contracting Conference Room, Bldg. 145, Pease ANGB, NH. Interested Contractors are highly encouraged to attend the pre-bid conference and are encouraged to invite their potential subcontractors. The site visit will be held following the conference.

2.2. Due to security conditions, all offerors must register to attend this conference and site visit.

2.3. This information must be provided in advance, not later than 2 business days prior to the meeting, in order to ensure access to the military base and conference site and ensure adequate seating for the conference attendees. Even if you have access to the base you must register to ensure adequate seating. The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information may result in the Government’s denial of your access to the pre-proposal conference. This information will be provided to the Base Security Forces who will authorize your entrance to the site.

2.4. Visitors must be escorted onto base through the Installation’s Contractor Entry Gate prior to arrival. The Contractors & Visitors will meet in the parking lot right outside the Main Gate and once all Contractors have arrived and signed-in, a Government person will escort everyone through the Contractor Entry Date. You will be required to present a Valid Driver’s License information upon arrival. Any of the above information furnished by you is protected under the Privacy Act and shall not be released unless permitted by law and/or you have consented to such.

2.5. Information provided at this conference or site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.

2.6. A record of the conference shall be made and furnished to all prospective bidders via posting at http://www.BETA.SAM.gov. The record will include minutes of the meeting, including questions (on a non-attribution basis) and answers.

4.2 Any explanation desired by an offeror regarding the meaning or interpretation of the solicitation, or proposals, drawings, specifications, etc. must be requested in writing and with sufficient time allowed for a reply to reach bidders before the submission of their bid.

4.4 Any interpretations made will be in the form of an amendment of the solicitation, drawings, specifications, etc., and will be furnished to all prospective offerors via posting at:

4.5 Receipt by the offeror must be acknowledged in the space provided on the SF 1442 or by returning a signed copy of the amendment by the time set for receipt of bids. Explanations or instructions given in a form other than an amendment to the solicitation shall not be binding.

Questions (on a non-attribution basis) and answers shall be furnished to all prospective bidders via the web site.

4.6 For security reasons, all technical and engineering data related to this solicitation will be distributed using the System Award Management (Beta.SAM or Beta.SAM.gov). Beta.SAM.gov is a web- based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with Beta.SAM before accessing the system. Beta.SAM registration requires the following information:

4.6.1 All potential offerors, plan rooms and printing companies are required to be registered in the GSA System for Award Management (SAM) database. Firms can register via the SAM internet site at https://www.sam.gov/portal/public/SAM/. Interested bidders are required to submit their representations and certifications at the same site. You will need your DUNS number and MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. Beta.SAM is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies.

Interested bidders/offerors must register with Beta.SAM before accessing the system.

Beta.SAM registration requires the following information: 1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number, 4) Email address. Registration instructions can be found on the Beta.SAM website at www.beta.SAM.gov. Contractors who do not already have a MPIN are advised that the normal processing is 15-30 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on Beta.SAM. (PLAN ACCORDINGLY).

Reference paragraph 4.4 of the Vendor Guide for instructions to retrieve the specification and drawing documents for this project. DISCLAIMER: The official plans and specifications are located on the official government webpage and the Government is not liable for information furnished by any other source. Amendments, if/when issued will be posted to https://www.beta.sam.gov/ for electronic downloading. This will normally be the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation. Websites are occasionally inaccessible due to various reasons. Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Bidders/offerors who have registered with Beta.SAM must access the data for this solicitation with their MPIN. Bidders/Offerors cannot log into the Beta.SAM home page and search for data.

5 AMENDMENTS PRIOR TO DATE SET FOR OPENING OF BIDS:

5.1 The right is reserved, as the interest of the Government may require, to revise or amend the solicitation, specifications and/or drawings, prior to the date set for opening of bids, as necessary.

Such changes, if any, will be announced by an amendment or amendments to this Invitation for Bids. All information relating to this IFB, including pertinent changes/amendments and other information applicable prior to the date set for receipt of bids will be posted at:

http://www.beta.sam.gov. Offerors are strongly cautioned to check this site frequently and to “refresh” their web page to ensure they have the latest information.

6 BID REPOSITORY AND BID OPENING:

6.1 A bid repository for hand carried bids will be located at the parking lot outside of the Main Gate of New Hampshire Air National Guard, at the intersection of Arboretum Drive and Newington Street, on June 4th starting 0800 until 0900. Hand carried bids must be deposited in the repository no later than 0900. Late receipt of bids due to entry delays may not be deemed excusable and the Contracting Officer may declare the bid “late” in accordance with FAR 14.304.

6.2 Bid opening will occur directly after bid receipt on June 04, 2020 (REF: Block 13 of the SF1442) at the New Hampshire Air National Guard Building 145, the Dining Facility, Pease ANGB, NH.

All interested offerors and their major subcontractors are encouraged to attend the bid opening.

Bidders are cautioned that they will be required to sign- in and be escorted onto base for bid opening at approximately 0915 after all bids have been received.

7 WAGE DETERMINATION:

7.1 Davis Bacon Wage Rates are applicable to this project. Current prevailing wage determination(s) at time of issuance of solicitation are NH20200025, dated 02/14/2020, Rockingham County in New Hampshire.

8 BID PREPARATION EXPENSES AND PRE-CONTRACT COSTS:

8.1 This IFB does not commit the Government to pay costs incurred in preparation and submission of bids or for other costs incurred prior to award of a formal contract.

9 INFORMATION REGARDING AVAILABILITY OF UTILITY SERVICES:

9.1 Reference information found at Section 00700 FAR Provision/Clause 52.236-14, Availability and

Use of Utility Services consideration when computing its offer.

10 CLAUSES:

10.1 Clauses and provisions from the Federal Acquisition Regulation (FAR) and supplements thereto are incorporated in this document by reference and in full text. Those incorporated by reference have the same force and effect as if they were given in full text.

10.2 Clauses and provisions in this document may not appear in consecutive order.

10.3 REMOVAL OF SECTIONS AT TIME OF AWARD: Sections 00100 and 00600 will be physically removed as a result of an award, but will be deemed to be incorporated by reference in that award.

11 DISPOSITION OF UNSUCCESSFUL BIDS:

11.1 In compliance with FAR Subpart 4.8, the Government will retain one copy of all unsuccessful bids. The Government will destroy extra copies of unsuccessful bids. No destruction certificate will be provided.

12 OFFERORS QUALIFICATIONS:

12.1 To establish its responsibility, the apparent low bidder may be requested by the Government prior to award, to submit a statement regarding his previous experience in performing comparable work, his business and technical organization, financial and bonding resources and plant available to be used in performing the work. This action may be requested to determine if the contractor is responsible.
