About this file

This file is a Request for Information (RFI) and Answers document addressing clarifications for the B10 Chiller solicitation (W50S7X26Q0026) issued by the Kansas Air National Guard at McConnell AFB. The RFI resolves critical specification discrepancies between the original solicitation and salient characteristics, confirming that the Government requires a 480V three-phase power supply (not 120V as originally stated), accepts a 30-ton Daikin Trailblazer AGZ-F chiller (despite the initial 25-ton requirement specification), and confirms delivery to B42, 57330 Mustang Drive as the sole delivery and receiving location. Additional clarifications establish that the contract is supply-only with no installation services required, though future installation will necessitate manufacturer startup as a separate contract action.

The RFI further confirms that low ambient operation capability is required (down to 0 degrees Fahrenheit), hail guards are recommended but not required, a single-point power connection is mandated, and BACNET interface capability is required. Bidders must provide evidence of authorized supplier status and factory-certified installation capability with their quotations. Evaluation criteria specify that technical acceptability is determined on a pass/fail basis against salient characteristics, with award to the lowest-priced technically acceptable responsible offeror. The solicitation is 100% set aside for small business with a 90-day delivery requirement from award date.

QuestionsAnswers
1Trane does not do 120v power. Will you accept 208/230/380/460/575-volt 3 phases? The current unit uses 480V and there is a disconnect located right next to the unit.
2Chiller Tonnage

The Statement of Need identifies the requirement as one (1) 25-ton Trane CGAM Air-Cooled Scroll Chiller or Daikin Trailblazer (AGZ-F). However, the salient characteristics state that the Daikin Trailblazer AGZ-F has a cooling capacity range of 30 to 240 tons.

Please confirm whether the Government’s required nominal cooling capacity is 25 tons. If so, please clarify whether a 30-ton Daikin Trailblazer AGZ-F is acceptable as the specified Daikin option, or whether the Government requires a unit specifically sized at 25 tons.30-ton chiller is acceptable
3Electrical / Power Requirements

The solicitation states: “The unit shall operate with a line power of 120V.”

Please confirm whether 120V is the intended incoming line-power requirement for the chiller itself, or whether this requirement is intended to refer only to controls or ancillary components. If 120V is not the required chiller supply voltage, please provide the required voltage, phase, and frequency for the new chiller. The chiller needs to be 480v 3 phase
4Given that the solicitation requires a 25-ton chiller, while both the Government-provided Salient Characteristics and Daikin Applied’s current published literature indicate that the Trailblazer AGZ-F begins at 30 tons, please confirm whether a properly configured 30-ton Daikin Trailblazer AGZ-F would be considered technically acceptable, provided it satisfies all other applicable solicitation requirements and salient characteristics.

If a 30-ton AGZ-F is not acceptable, could the Government please clarify which of the following reflects its intended requirement:

1. A different Daikin model or configuration capable of satisfying the 25-ton requirement; or

2.A strict 25-ton nominal capacity, in which case the specified Daikin AGZ-F does not appear to provide a 25-ton configuration based on Daikin Applied’s currently published product literature.30-ton chiller is acceptable
5For the B10 Chiller the Synopsis indicates a chiller voltage of 120 volt. This is very unusual. Please confirm the voltage should be 120 volt. The chiller needs to be 480v 3 phase
6I’m getting the following questions from both of the manufacturers:
•Is low ambient required. If so, down to what minimum temperature. 0 degrees perhaps, especially if the system has glycol in it. •Are unit base and frame guards required?
•Are Hail Guards Required?
•Is a single point power connection required?
•Is manufacturer startup required? No installation is indicated in the SOW/Synopsis. Only providing the unit has been described.
•Does the unit need to be delivered and offloaded to KANG? •Warranty requirements. i.e. Parts and Labor for 1 year, then additional warranty period afterward? Typically 1, 5 or 10 year options available.
•Is BACNET or BAS interface Card required?Yes to ambient requirement

Hail Guards are recommended but not required.

Yes this is a single point of power.

No installation, but future install will require start-up but will be part of the contract to install the unit.

Yes to delivery and drop off

BACNET

The Combined Synopsis/Solicitation identifies the purchase and delivery of one chiller, while the Brand Name Justification references furnishing and installing factory-certified equipment. Please confirm whether CLIN 0001 is supply/delivery only or a complete replacement/installation requirement. If installation is required, could you please provide the applicable removal, rigging, piping, electrical, controls, startup/commissioning, and disposal scope? This is a supply only. No installation requested.
Please confirm the correct delivery/performance location. The Combined Synopsis lists B42, 57330 Mustang Drive, while the Salient Characteristics lists 53260 Jayhawk Drive, Bldg. 3, and the Brand Name Justification references equipment serving Building 10.B42, 57330 Mustang Drive - is the delivery location and also the receiving point.
The requirement is identified as a 25-ton chiller, while the listed Daikin AGZ-F capacity range begins at 30 tons. Please confirm the required nominal capacity and whether a 30-ton AGZ-F configuration is acceptable.30-ton chiller is acceptable
Please confirm whether the stated 120V line power refers to main unit power or control power, and provide the required voltage, phase, and frequency for the offered unit. The chiller needs to be 480v 3 phase
Section 5 states award to the lowest-price responsible offeror meeting the technical requirement, while also stating price is equal to technical and later referencing the most advantageous offer, price and other factors considered. Please confirm whether technical is evaluated on an acceptable/unacceptable basis with award to the lowest-priced responsible technically acceptable offeror.Yes, technical is evaluated on acceptable unacceptable basis and evaluated against meeting the salient characterisitcs. The lowest price that meets the evaluted trequirments is to be awarded.
Please confirm whether evidence of Trane/Daikin authorized supplier status and factory-certified installation capability is required with the quotation.Yes, include that.
