About this file

This is a Justification Review Document for Other Than Full and Open Competition submitted by the National Guard Bureau for a single-source procurement action.

The National Guard Bureau is justifying a non-competitive procurement for the Squirrel Compliance Software License to support the 299 Network Operations Squadron (299 NOS) Cyber Operations Center (CYOC). The requirement is for an automated network infrastructure security and compliance capability to execute Risk Management Framework (RMF) and Cyber Operations Readiness Assessment (CORA) mandates. The contract is a new, firm fixed-price acquisition funded from O&M and Air accounts, with a one-year period of performance. The software licensing requirement includes annual subscription covering 234 network devices, silver-tier technical support, quarterly compliance updates, and a one-time 40-hour onsite deployment and training service. Delivery and onsite services will be executed at 299 NOS and McGhee Tyson CEDC/SPDN. The justification cites authority under 10 USC 3204(a)(1) or 41 USC 3304(a)(1) as implemented in FAR 6.302-1, asserting that only one responsible source exists. Market research evaluating five commercial platforms (Ansible, Flexera, Rubrik, Forward Networks, and Squirrel Compliancy Solutions) determined that Squirrel Defender is the only COTS solution meeting all salient characteristics for automated write-back remediation and native CKL artifact generation required for STIG Automation compliance, without requiring custom development or manual processing. The justification will be posted with the solicitation per FAR 6.302-1(c)(1)(ii)(C).

c. Market Research

Market research was conducted utilizing extensive knowledge-base research, including the evaluation of publicly available product documentation, technical specifications, and user reviews for five different commercial network security software platforms. This independent research evaluated current commercial industry capabilities against the Government's predetermined performance requirements. The research determined that while various commercial-off-the-shelf (COTS) software options exist for network management, the majority function exclusively as passive, read-only vulnerability scanners or require extensive custom scripting to enforce compliance. Evaluated alternative platforms consistently failed to meet the predetermined salient characteristics for automated write-back remediation and native .CKL artifact generation. Based on this market analysis, Squirrel Defender is the only identified COTS software solution that inherently meets the Government's full technical intent without requiring additional custom development or manual processing
