About this file
This document contains questions and answers regarding a solicitation for an equipment sunshade shelter at Scott Air Force Base. The government requests a fully enclosed fabric structure similar to ones currently installed, with LED lighting as an option. The structure should be mounted on the existing paved surface and be able to withstand minimum wind loads of 12 inches of snow. The vendor must receive base passes to access the installation for work during normal duty hours. Prevailing wage does not apply and the structure must fit within the 70x220x23 foot dimensions specified in the attachment rather than an 80 foot width.

Questions
1) What is the period of performance? Is there an required completion date?
The Government typically establishes a 30-day lead time for delivery of supply. The Government can be flexible with lead time upon request.
2) The structure is described as a "sunshade". Does this mean the fabric is only installed on the roof with the side and end walls remaining open? If the building is intended to be fully enclosed, what are the entry/exit door requirements?
The Government will need the entire structure enclosed except for the ends. Please reference the C130J pictured in the attachment as an example (Scott AFB currently has this type /model installed on the active duty side), aside from the dimensional changes this is what we are looking for.
3) Is there any lighting requirements?
The Government would like to have LED lighting installed; I recommend including in quote as option.
4) What surface is the structure intended to be installed on? Will we be able to penetrate the surface to install foundations?
The Government would prefer it to be mounted on the preexisting paved surface. The 126th Civil Engineers would be able to provide thickness and type of substrate.
5) Is there a specific or minimum wind speed requirement?
The Government cannot speak to this requirement. Illinois is known for strong winds and storms. Provide any wind resistance information with your quote and it will be part of the technical review.
6) Is there a specific or minimum snow load/shed requirement?
The Government cannot speak to this requirement. However, knowing this midwestern location I would put the minimum load/shed requirement at 12 inches.
7) Are there restrictions on site access regarding hours and days?
Vendor will have to receive base passes from the Visitor Control Center to access installation. Installation should be accomplished during normal duty hours.
8) Does prevailing wage apply to this project and if so, is there a wage determination available?
Wage determination do not apply to this requirement.
9) Will the Government accept an 80’ width?
The sight the Government chose for this sunshade is limited to the amount of solid surface; we will need to stick to the dimensions provide in the attachment (70x 220x 23).
