MEMORANDUM FOR RECORD

FROM: 126ARW MSC

SUBJECT: Site Visit Minutes— W50S7S22Q0010; Global ASNT Addition

1. A site visit meeting was conducted on 11 May 2022 at Building 5008 on Scott Air Force Base. The following were in attendance:

[See vendor sign-in]

2. An overview of the entire solicitation package was briefed with particular attention given to evaluation factors (a comparative evaluation), the encouragement to quote options, and deadlines. Additionally, the specifications were discussed.

Innovative approaches were encouraged and no specifications are to be taken as absolute. The government’s end vision is the installation of a guardrail on an existing rooftop platform, to correct deficiencies with the existing lightning protection, a physical security addition surrounding an outdoor HVAC unit, and the installation of a DAVIT crane on or adjacent to the platform.

3. After the briefing, contractors were given access to the site. A few questions were posed to CES personnel. [See next page]

4. Additional questions were requested to be submitted in writing to the Contracting

Officer. Answers would be provided through an amendment to the solicitation.

5. Quote due date were briefed. Special attention was given to the evaluation section and the minimum required documents.

6. No additional items or information were presented.

Christopher Fisher, 2LT, IL ANG 126ARW Base Contracting Officer

1. Provide structural information for the addition.

Answer: See attached PDF

2. Is there a roof warranty on the addition?

Answer: The roof was built in January 2021 by D.E. Martin Roofing Co., Inc.

There is a 20 year warranty on the thermoplastic membrane. The product is Firestone.

3. Can you provide specifications on the Antenna Control Unit (ACU) that the DAVIT crane will be picking up?

Answer: Per the NGB Program Manager, the Antenna/Pedestal weighs 377lbs.

The Antenna Control Unit (ACU) weighs 250 lbs. It is anticipated that the DAVIT crane will be used for ACU replacement only. Some of the DAVIT cranes we have been looking at weigh approximately 195-205 lbs. It appears that the mounting plate is minimal and could be mounted onto the pedestal on top of the roof. The key is to ensure that the mast arm is long enough to reach the ACU and the over the building down to the ground.

4. Describe the requirements for the restricted area fencing around the HVAC unit of the addition?

Answer: Per DAFI 31-101, Paragraph 8.4.2.2, the fence must be a “Type A Fence” per Federal Specifications RR-F191 series. Standard height for security fences is six (6) feet with a lockable man gate for access.

5. What type of material shall the guard rails be?

Answer: Recommend whatever type will give us the longevity and low maintenance that is needed for that area. Need to have a portion removable or ability to open to allow for DAVIT crane operation.
