Questions and Answers All questions are to be asked in writing, emailed to the ann.feist.1@us.af.mil. Answers will be written and posted with the solicitation in Contracting Opportunities. Written answers take precedence over verbal answers.

1Q: When are questions due?

1A: There is no set deadline for questions, however, per the solicitation “Questions asked within five (5) days of prior solicitation close will be answered at the discretion of the Contracting Officer.” (page 2 of 71).

2Q: What is OPSEC training?

2A: Operations Security Training provides information on the basic need to protect unclassified information about operations and personal information to ensure safe and successful operations and personal safety. (Reference paragraph 1.4.5.11 in PWS in Solicitation)

3Q: The contract is for observing facility conditions, not testing anything, correct?

3A: Correct, no testing required, just observational assessments as per the SMS playbook.

4Q: If we have assessors already trained and have BUILDER accounts, will this suffice and be considered in lieu of the Air Force BUILDER training at AFIT?

4A: No, you must have the AFIT training to gain access to the Air Force version of BUILDER. A tuition fee waiver is in place for any Contractor employees working on contracts in support of the AF.

5Q: Will it be easy to schedule access to the buildings?

5A: Yes, a Government project manager will be assigned to work with the vendor to access buildings as needed, on the workdays and within the business hours stated in the solicitation.

6Q: Are we able to use Government-provided ladders to access rooftops as needed?

6A: No, vendor is to being all equipment needed to complete the assessments, including ladders.

Ladders that are permanently fixed to a building may be used by vendor personnel. (Ref paragraph 3.0 of PWS in Solicitation)

7Q: When will we know if the options will be funded?

7A: Any options that will be funded will be exercised at the time of award.

8Q: What is the size of Building 613?

8A: It is approx. 124 SF. This is the base generator facility.

9Q: What level of assessment is required?

9A: Direct assessments, Uniformat II level 3 and per BUILDER Playbook & ASTM as referenced. (Ref paragraph 5.0 of PWS in Solicitation) mailto:ann.feist.1@us.af.mil

10Q: Are there previous assessments in BUILDER for these buildings?

10A: Some of the identified buildings do have assessments in BUILDER, but are old and out-of-date. New and complete assessments are required.

11Q: Pulling something out of TRIRIGA?

11A: Trirega was a typo. TRIRIGA is the official platform for our Real Property Records. iEMS keeps the information for subcomponents and maintenance records.

12Q: Pulling something out of TRIRIGA?

12A: RS Means information is used as a backbone in BUILDER but does not speak to BUILDER.

13Q: PACES Cost Estimate systems?

13A: This is just an example program to get typical building features (ref para 5.8 in PWS)

14Q What is the current status and quality of the S-Files? Are there any in existence for the facilities in the SOW?

14A: Case by case but expect that you will have to re-validate all data even if there is something available.

15Q: Can you provide the individual Playbooks for each required UNIFORMAT system? Ie., B20, B30, C10, etc. The link in the PWS requires secured access behind a firewall.

15A: BUILDER Playbook has been linked to the solicitation posting in Contracting Opportunities for vendors to download.

16Q: If the credentialing (CAC) process for contractor access delays the start of work, will additional time be given to the 60-day period of performance?

16A: Any Government-caused delay will be discussed with the awarded vendor regarding the impact to the contract completion date.

17Q: SMS Training per Air Force SMS Playbook: Will the government waive the SMS BUILDER training requirement if the vendor demonstrates proficiency and or a history of SMS BUILDER use?

17A: No, you must have the AFIT training to gain access to the Air Force version of BUILDER. A tuition fee waiver is in place for any Contractor employees working on contracts in support of the AF.

18Q: SMS Training per Air Force SMS Playbook: Is there a cost associated with the Level I, II and III SMS

BUILDER training to contractors? Neither the Solicitation, the SMS Playbook nor the AFIT website list a cost to contractors to take the training.

18A: No, you must have the AFIT training to gain access to the Air Force version of BUILDER. A tuition fee waiver is in place for any Contractor employees working on contracts in support of the AF.

19Q: SMS Training per Air Force SMS Playbook: Does the government know approximately how long it will take an individual to complete Level I, II and III AFIT BUILDER Training, in order for the vendors to prepare an accurate quote?

19A: Level 1 (read only) is approximately 90-120 minutes. Level 2 (assessor) is approximately 5-8 hours.

Level 3 (data manager) is approximately 3-4 hours.

20Q: SMS Training per Air Force SMS Playbook: The AFIT application process requires a *.MIL account registration. How may a vendor apply for the training if they do not have a *.MIL email address?

20A: *.MIL is not required.

21Q: Will the contractor team be escorted by a facility manager knowledgeable about the health and maintenance history of the building / asset being assessed?

21A: Maintenance history can be collected from an iEMS (CMMS) database pull. Escorts will be provided as needed by facility but may not have knowledge of the health and maintenance of the building assets.

22Q: Should the assessment team discover an inaccuracy in the asset general information in the

Inventory tab, (building use, size/quantity, CATCODE, construction date…) will the vendor be permitted to edit the data?

22A: Results must be submitted to base before approval and final changes be inputted.

23Q: Major equipment items and discrepancies are to be photographed per the PWS. Will the 133rd Air

Wing require contractor inspectors to apply for photo-passes? Will the government adjust the period of performance if the approval process for photo passes impacts the delivery schedule?

23A: Photo passes will be coordinated if needed. Any Government-caused delay will be discussed with the awarded vendor regarding the impact to the contract completion date.

24Q: Is the 133rd Air Wing portfolio of asset components in BUILDER populated using RS Means cost book data?

24A: RS Means provides the backbone of cost data but most of the asset components have been manually entered into BUILDER from previous government contracts.

25Q: Paragraph 5.15 requires that the contractor shall develop a FCA database compatible with a

Sustainment Management System (BUILDER). If the contractor uses SMS Builder to perform the FCAs, is it required to create a separate database as well? What database application/software is the government requiring the contractor to use?

25A: BUILDER will be used to document FCA data.

26Q: The title of the PWS states “Space Optimization and Facility Condition Assessment Sustainment”.

Is there a requirement to assess space utilization of these facilities? Is there a requirement to make recommendations on more efficient use of space? Is there a requirement to contribute to facility planning documents?

26A: No space optimization work in this project. The title of the PWS has been altered to delete the words “Space Optimization”.

27Q: SMS Training per Air Force SMS Playbook: The AFIT application process requires a CAC to apply for coursework. If the vendor does not have a CAC, is there an alternate method for applying for the required courses, or will the government allow for the time for contractors to receive a CAC within the

60-day performance window cited in paragraph 1.3?

27A: CAC is not required for BUILDER training through AFIT.

28Q: Will kick off, progress and out-brief meetings be required to be in-person? Or may they be virtual?

28A: In-person or virtual with video/camera capability are both acceptable means of holding meetings.

29Q: Who is the government POC, or office that will request CERL to provide contractor permissions, roles, and access to the 133rd Air Wing portfolio of assets in BUILDER?

29A: Maj Anderson is the Requesting POC from the 133rd and will coordinate the access.

30Q: Is the component inventory for all 21 assets listed in the RFQ pre-populated?

30A: Most of the buildings were previously assessed in 2015 and 2017 and have the majority of assets pre-populated but the contract requires complete validation and updating as necessary.

31Q: As S-File is an interactive floor plan software tool, it’s not clear how the contractor will provide S-file attributes in a Microsoft Access format. Is the contractor required to change the asset’s floor plan in

S-file? Or only provide a BUILDER output that can be used to update the asset parametric data in S-File?

31A: S-File is no longer required as part of this solicitation.

32Q: Paragraph 5.1 of the PWS requires BUILDER output in a Microsoft access format. Is it acceptable to use the standard reports generated by BUILDER to produce this requirement?

32A: Yes

33Q: Will the government allow for multiple contractor team members to have “Inspection Supervisor” role in BUILDER so that they may adjust the inventory of an asset?

33A: Yes, as many personnel as the contractor wishes to have trained to level 3.

34Q: Will the existing data sources (NexGen IT, iEMS, CAD files) that are to be reviewed by the contractor be delivered digitally? Or will the contractor be given hard copies of the existing data on the assets? Or will the contractor be given access to these systems?

34A: They will be delivered digitally.

35Q: There are 3 courses offered, in order: WGMT 131, 231, 331 (in requisite order). If we are able to gain access to the course, which level is required for the execution of this PWS?

35A: The required courses are explained in the playbook. 131 grants read-only rights to the BUILDER platform. 231 is required for any personnel conducting FCAs. 331 is data manager role and allows someone to input and manipulate the data, assessments, and inventory in BUILDER. All personnel conducting assessments will need at least level 2. At least one or more personnel must have 331 and level 3 access for execution of the PWS.

36Q: AFIT training, needing a .mil email address?

36A: Not needed. Although the AFIT website is currently not working (server issues or maintenance these past few days) we will assist in the application process for the contractor that is awarded the contract.

37Q: Are we going to be provided as-builts prior to the kick-off meeting?

37A: These can be provided prior to kickoff for the contractor that is awarded the contract.

38Q: Are there drawings available for all areas in the SOW?

38A: Yes there are floor plans and we can provide the latest as-builts we have in our drawing vault (electronic).

39Q: If no drawings are available, are we expected to create as-builts to document current conditions 39A: No you are not expected to create as-builts.

40Q: Can Playbooks for the individual systems be posted in the solicitations?

40A: Yes, these Playbook files were uploaded
