Attachment IV, Questions and Answers
Q1. In attachment II Salient Characteristics Plate carrier item number"11. Vests must be Coyote Brown in color and must include Ballistic Plates and Kevlar for all vests." However, there is no NIJ requirement for either the Kevlar or the plates? Weight requirements? Cut of plate desired? Or delineation of what
Kevlar backing is desired. Composition of the plate, floating plates? Etc...
Would the government be able to elaborate on these specifications desired for the plates and Kevlar in the plate carriers?
A1. The NIJ level for plates must be an ESAPI NIJ level IV rating.
All vests or plate carriers must be able to fit the ESAPI plate, and for the size of the plate carrier. Front and Back Plates only.
Each plate should be no more the 8lbs. As long as the plate fits, and fills the vest size respectfully, that's what we need. For example if the vest can carry an 8x12 inch plate, a 1x1 is unacceptable. I'd say within an inch of the area designed for plate inserts would be acceptable.
The NIJ Level for the Kevlar is NIJ level II.
