STATEMENT OF NEED

140th Force Support Squadron AV System

1.1. PROJECT TITLE:

Audio Visual (AV) system for the 140th Force Support Squadron (140 FSS).

1.2. OBJECTIVE:

The objective of this project is to provide an integrated AV system at the 140 FSS Dining Facility (DFAC), Bldg 706, Buckley Air Force Base.

The selected contractor will be responsible to ensure connection to the unclassified United States Air Force Network. All miscellaneous cabling, mounts, etc. required to ensure full capabilities listed in this Statement of Need (SON) shall be contractor furnished and installed, and shall be compatible with the offered equipment.

1.3. FUNCTION:

The AV system will allow for media presentations in three interconnected rooms. The rooms may be separated with dividers, or combined into a single large space. The AV system shall have the ability to stream independent feeds to each room when divided, or duplicate displays when the space is combined.

The AV system shall be compatible with both Windows and Apple hardware and software. This may be accomplished through the use of converters or adapter cables. The system shall be capable of wireless streaming in each room.

2. SCOPE:

2.1 Removal of existing systems: The contractor shall disassemble and dispose of the entire existing AV system in the DFAC. This system is comprised of the following

a. Projectors – 3 projectors are: Brand: Eiki / Model: LC-X85 1 projector is: Brand: Eiki / Model LC-XL100

b. Projection Screen – 3 projector screens (Projector Screen 1 is: 192 square inches/ 2 other projector screens are: 144 square inches.)

c. 4 communication boxes from wall where the AV equipment is stored

2.2 Provide new AV equipment: The contractor shall provide the following items with their quote. All quoted items shall be TAA compliant. Any items that are not TAA compliant shall be clearly identified on the quote.

a. Wireless Clip-on Microphone (4 each)

1. Lavalier lapel microphone system

2. Rechargeable transmitter/receiver included

b. Wireless Hand-Held Microphone (4 each)

1. Cordless microphone with receiver

2. Rechargeable

3. Receiver and mic covers included

4. Anti-slip ring included

c. Flat Screen Display (2 each)

1. Approximately 85-100” in size

2. To be wall mounted by the contractor on the DFAC west wall

3. 3-4 HDMI input

4. 4K LED Smart TV

5. 1 cable output

6. 1 VGA output

7. 1 DVI output

8. 1 Display Port Output

9. 1 USB-C output

10. 1 Thunderbolt output

11. Compatible with computers/laptops for presentations

12. Able to connect to existing DISH network

d. Flat Screen Display (4 each)

1. Approximately 55-75” in size

2. To be ceiling mounted by the contractor

3. Capable of rotating 360 degrees while mounted

4. 3-4 HDMI inputs

5. 4K LED Smart TV

6. 1 cable output

7. 1 VGA output

8. 1 DVI output

9. 1 Display Port Output

10. 1 USB-C output

11. 1 Thunderbolt output.

5. To be wall mounted by the contractor in each room

1. 1 master control panel unless one of the 3 wall mounted control panels (item h) has the ability to be a master control panel

2. To be wall mounted by the contractor

j. Equipment Rack (quantity: 1)

1. Locking capability

2. Designed to house any unmounted system equipment

3. Centralized location to secure general communications equipment for the facility

2.4 System security: The AV system shall be configured to prevent unauthorized access from other wireless devices.

2.5 Installation: New equipment shall be installed by the contractor.

a. The AV system shall be connected to existing speaker built-in to the ceiling. Room 1 has 3 Bose speakers, Room 2 has 4 Bose speakers, Room 3 has 3 Bose speakers.

b. All cables shall be managed to create a professional look and provide safe walkways throughout the classroom.

c. The contractor will provide miscellaneous materials to mount, configure, and connect the equipment.

d. The contractor shall certify and warranty their work for one year. All work will be performed on Buckley Air Force Base.

e. Before mounting the equipment the contractor must coordinate with the 140th Civil Engineering Squadron and get the appropriate permissions to drill holes for mounting brackets and other parts required to install the AV system.

3. INSTALLATION PERIOD:

All equipment shall be procured and installed no more than 90 calendar days after the date of contract award. A single phase, one-time delivery installation is preferred.

4. PLACE OF PERFORMANCE:

4.1 The installation shall be at the Building 706, 140th Dining Facility on Buckley Air Force Base.

4.2 Hours of Operation: The work day will not begin any earlier than 7:00 am and will end no later than 5:00 pm. Work days shall be limited to Monday through Friday.

5. PERSONNEL:

5.1 The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer. The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

5.2 All contractors must be able to pass a background check to access Buckley Air Force Base.

6. TRAINING

6.1 The contractor will test the functionality of the system and perform training for utilizing the newly installed AV system.

6.2 The contractor will provide all drawings, system documentation and warranty information via CD/DVD to the DFAC manager.
