About this file
This document contains a justification for a sole source procurement and approval related to a construction project to replace fire suppression systems at two buildings on an Air National Guard base in Alabama. The project requires the inclusion of Det-Tronics X3301 Multispectrum IR Flame Detectors estimated at $400,000 and Monaco fire alarm transceivers estimated at $30,000. These items were justified as sole source as the project specifications require Det-Tronics components for compatibility and the base uses Monaco systems basewide requiring integration. The total estimated value for the sole source items is $430,000. The justification was certified and approved in May 2020.
This pre-solicitation notice is for repairs to fire suppression systems at two aircraft maintenance hangars at an Air National Guard base in Alabama with a project value between $5-10 million. The solicitation will utilize the sealed bid process for a firm fixed-price contract to a small business for replacement of aqueous foam systems with high expansion foam, life safety and code upgrades, water supply upgrades, and control system replacements. The performance period is 635 days with site remaining operational. The NAICS code is 238990 and size standard is $16.5 million. The solicitation is anticipated to be issued in April 2020 with a pre-bid conference on April 14, 2020 and bids due May 26, 2020. The solicitation and plans will be available through SAM.gov.

| Text5: Construction will include the replacement of the existing Aqueous Film Forming Foam (AFFF) fire |
suppression system with a High Expansion Foam (HEF) system. The upgrade of the water supply system as required, and the replacement of all necessary valves, pumps and control systems. This project will require the inclusion of the X3301 Multispectrum IR Flame Detectors manufactured by Det-Tronics with an estimated cost of $400,000.00. The project also requires a Monaco fire alarm transceiver with an estimated cost of $30,000.00. These required items have an estimated value of $430,000.00 for both building. No other brands are able to satisfy the requirements of the Government."
Text6: United States Code 3304(a)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(ii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements.
Text7: UFC 4-211-01 Aircraft Maintenance Hangars, and DOD Whole Building Design Guide requires "all components comprising the foam system alarm and control must be sourced through Det-Tronics, the manufacturer of the required RSFACU and optical flame detectors, to ensure compatibility." Also, "all Det-Tronics installation recommendations must be considered as mandatory requirements."
The 117th currently uses the Monaco fire alarm system base wide. No other fire alarm transceiver will integrate with the Monaco system. Therefore the use of any other fire alarm transceiver would result in a substantial duplication of cost that will not be recovered through competition.
| Text8: A pre-solicitation notice was placed in beta.sam.gov in order to give contractors an early notification of this project. However, due to the proprietary nature of the Monaco Fire alert system, and Det-Tronics X3301 Multispectrum IR Flame Detectors, no effort to compete with these band name requirements will be made. |

| Text10: A sources sought notice was placed in beta.sam.gov and six contractors expressed interest in this project. All contractors will include the Monaco Transceiver and the Det-Tronics X3301 Multispectrum IR Flame Detectors in their bid. |

| Text12: The Monaco fire alarm transmitter are the only fire alarm transmitter that is compatible with the over 25 base facilities where this system is currently installed. The market research and industry capabilities will be reviewed in the future, in the event other manufacturers are able to meet or exceed the salient characteristics and requirements. | |
