About this file

This document contains questions and answers regarding solicitation number W50S6L-23-Q-0011 from the Department of the Army Alaska Army National Guard for a fitness locker. The locker must be delivered within 120 days and include nonadjustable dumbbells, two dumbbell racks, a folding rack system affixed to the sides of a 5' shipping container. The outer steel racks must prevent rust and corrosion through hot dip galvanization or a similar method. Storage racks will remain inside the container. Adjustable dumbbells are preferred over nonadjustable options due to space limitations. The requirement for NATO air certification has been replaced with the ability to be tied down or palletized to aircraft.

The document clarifies specifications, provides updates to the solicitation, and removes unnecessary requirements. Questions covered delivery timelines, logo placement, powder coating colors, quantities of equipment, warranty requirements, offloading equipment, past performance demonstrations, and certification standards. Responses addressed each item to further define the government's needs for the fitness locker.

Text version

1) Will 120 days be an acceptable lead time for this solution?

A) 120 days is an acceptable lead time.

2) Regarding the preferred, but not mandatory logo'ing on all four sides...if the requirement is indeed for a 5' container, please note that this will feature a set of double doors on both ends of it. These doors have locking bars and handles that run right down the middle, which makes logo'ing the ends difficult and not a great visual for any sort of logo. Will logo'ing just the two sides be acceptable?

A) Yes, logo’ing the two sides is acceptable.

3) Regarding the powder coated steel, is grey an acceptable color for this powder coat?

A) Yes.

4) Will qty. 2 of the dumbbell racks be acceptable vs. the 1 that is called out in the spec? You will need 2 in order to rack that total quantity of dumbbells.

5) Must the outer steel racks be hot dip galvanized to prevent against rust and corrosion? Highly recommended.

A) The outer steel racks must be manufactured/made of materials to prevent against rust and corrosion, whether that be through being hot dip galvanized or a similar method/materials. Any offer that provides an “or equal” substitute shall provide sufficient evidence/supporting material that allows the contracting officer (CO) to make a technical acceptability determination in accordance with the solicitation.

6) Must the outer steel vertical legs be made of 3" x 3", 7-gauge steel?

A) See answer above.

7) Shall the folding rack system affix only to the sidewalls of the container and touch the ground when set-up for use?

A) See answer above.

8) Is a lifetime warranty required on the outer steel with a 2-year warranty on the internal accessories?

A) The government requests the commercially offered warranty for the quoted item.

9) Does the end customer have access to a 10k forklift for offloading the container once it arrives?

10) Must the vendor provide proof of completed past projects demonstrating the ability to manufacture a folding rack to the sides of a shipping container?

A) Past Performance will be evaluated in accordance FAR 13.106-2(b)(3)(ii). The Contracting Officer may evaluate past performance based on customer surveys, the Contractor Performance Assessment Reporting System (CPARS), or any other reasonable basis. The contracting officer may use his/her previous experience with the items and services being acquired.

11) Please clarify the quantity of dumbbells being requested. As written "2 Dumbbell 10lb Pair" would suggest 4 x 10lb dumbbells. Also, you have quantity 3 x 85lb, which would be 6 total 85 lbs.. Then just 1 pair of 90 and 95 lbs.? The quantities requested are confusing and does not make sense.

A) The attachment “Suggested Equipment” has been edited.

12) Why does the government call out storage racks as a deliverable? Are these NOT going in the gym container and will be placed outside of the locker on racks?

A) Storage racks would remain inside attached to the container.

13) Would the government consider Adjustable Dumbbells due to space limitations in the locker? An adjustable dumbbell like Powerblock. is usually what we put into gym containers because of the space issues.

A) Nonadjustable dumbbells are not acceptable as the areas we travel too will have sandstorms that can make adjustable dumbbells difficult to use.

14) On the combo document, the government makes reference to "Lift-Move-Recover training system". Please clarify what that is and what the bill of materials is in it or detailed specs so we can review it.

A) This is no longer a requirement and has been removed from the combo/solicitation.

15) On the combo document, the government states that the container must be "NATO Air Certified Portable". If possible please provide the US Military documentation that relates to this certification? We are aware of this so-called NATO Air Portability certification, that is falsely pushed out there by one vendor’s marketing material, as a requirement but the truth is it does NOT apply to the US Military and this has been confirmed by the highest level of ATTLA command at Wright Patterson, AFB.

A) The requirement for NATO Air Portability certification has been removed from the solicitation and replaced with “the ability to be tied-down or palletized to aircraft”.
