SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been modified:
QUESTIONS AND ANSWERS(Q&A)
Q&A DEADLINE: February 24, 2021, 10:00 AM CST NOTE: QUESTIONS SUBMITTED AFTER THE DEADLINE DATE WILL BE TAKEN ON AN INDIVIDUAL BASIS AS LONG AS
THEY ARE SUBMITTED ELECTRONICALLY AND NOT ALREADY ANSWERED IN THE SOLICITATION.
NOTE: IN NO UNCERTAIN TERMS THAT THE ANSWERS TO QUESTIONS DO NOT THEMSELVES CHANGE THE TERMS OF THE SOLICITATION AND THAT ANY CHANGES TO THE TERMS OF THE SOLICITATION ARE EXPRESSLY AND
SEPARATELY INDICATED AS SUCH.
1. The term “registrar” has not been used or relevant for more than 10 years. The correct term is “Certification Body” or “CB”. The PWS must be updated to reflect current terminology.
RESPONSE: Agree. Changed to Certification Body. Changes to be made by an amendment that follows.
2. The PWS is not clear on which services must be provided to ensure that MCAAP maintains its certification.
The CLIN structure is also unclear in this regard. MCAAP must undergo a surveillance audit in calendar year 2021. It must undergo a recertification audit on or about April 2022 to ensure that the current certificate does not lapse. It must undergo a surveillance audit in calendar year 2023. The PWS and the CLIN structure must accurately state this information.
RESPONSE: Disagree. It is clear in the SOW with dates the surveillance audits and recertification audit has to be completed. Updates to CLIN and SubCLINs will be made. Changes to be made by an amendment that follows.
3. Section 3.4 and 4.1 of the PWS is prejudicial by referencing one Accreditation Body (AB) and is vague in how the Agency will define “equivalent” to the AB specified. To ensure that MCAAAP obtains services from an accredited CB, the PWS must be revised to state, “The Offeror shall be accredited to ISO 17021 by an Accreditation Body (AB) which is a member of the International Accreditation Forum (IAF) and whose membership with the IAF includes management system certification. The Offeror’s scope of Accreditation must include ISO 9001:2015 and must include the MCAAP IAF Codes of 17, 31, and 35. A copy of the CB’s Certificate of Accreditation must be included with the Offeror’s Technical Proposal.” This language will ensure fair and open competition and will ensure that MCAAP obtains services from a qualified Offeror.
RESPONSE: Agree. The SOW was updated. Changes to be made by an amendment that follows.
4. Section 5.1 attempts to describe the requirements of the auditors conducting audits at MCAAP. “RAB” has not existed for more than 15 years. The current organization is “Exemplar Global”. MCAAP should be aware that as of November 2019, Exemplar Global does not require audit experience for auditors, including Lead Auditors, to become certified. As a result, if MCAAP lists Exemplar Global as an acceptable alternative to IRCA, it will be allowing auditors with potentially no audit experience to be conducting audits. In addition, all auditors auditing at MCAAP should be certified for the duration of the period of performance.
RESPONSE: Agree. The SOW was updated. Changes to be made by an amendment that follows.
W44W9M21Q0039
5. The areas of non-applicability stated within the scope of the QMS include 8.3, 8.4.1, and 8.5.1(f) and must be stated in the PWS.
RESPONSE: Disagree. Does not need to be stated in SOW. In case MCAAP's scope changes during the contract.
6. The tender concerns certification services or consulting services?
RESPONSE: Certification Services.
7. Should the bidding firm be registered in USA?
RESPONSE: Does not have to be registered in USA, The Offeror shall be accredited to ISO 17021 by an Accreditation Body (AB) which is a member of the International Accreditation Forum (IAF) and whose membership with the IAF includes management system certification.
8. What is the process?
RESPONSE: MCAAP's process is manufacturing, renovation, demil, receiving, storage, and shipping services.
9. The current scope of certification and of the QMS clearly states that ISO 9001 Sections 8.3, 8.4.1, and 8.5.1(f) are not applicable. These exclusions result in a 33% reduction of audit time which affects the technical and price proposal of any accredited CB. No accredited CB can bid on this opportunity assuming that all ISO 9001 requirements apply when, in fact, they do not.
RESPONSE: SOW has been updated. ISO 9001 Sections 8.3, 8.4.1, and 8.5.1(f) are not applicable. If found during the period of performance that any one of the sections are applicable, it will be processed accordingly though contract modification. Changes to be made by an amendment that follows.
