PORTABLE HIGH SPEED DELUGE FIRE SUPPRESSION SYSTEM
SPECIFICATION
1.0 SCOPE
This specification is for a new portable rapid response deluge system complete with all components necessary to make a complete and workable system.
2.0 REQUIREMENTS
2.1 DESCRIPTION
The portable rapid response deluge system shall be a completely self-contained water deluge system which shall be portable by use of swivel castors and user furnished lift truck operation.
Forklift guides shall completely surround lift forks to eliminate the chance of tipping during transport and to provide added safety. Casters' rolling and swivel action shall have separate locking system. Wheels shall be a minimum of two inches by four inches and shall be of a soft non-marring type. Swivel castors shall have grease fittings. The system shall be capable of passing through a 36” door. The deluge system shall feature solenoid operation with one button reset, UV/IR detection, 2 solenoid type, hydraulic pilot operated valves with autospray nozzles, battery back-up and complete system supervision. No squib actuated, pneumatic, diaphragm type spray valves, rupture disk or explosive operated valves shall be used. Due to the compressibility of air, air may not be used for control as it may effect response time. Only liquid pilot control shall be used. Only deluge valves designed specifically for rapid response fire protection systems shall be used. The deluge system shall feature a self contained water tank pressurized by an on board nitrogen tank. The portable rapid response deluge system shall be fired electronically through the use of a solenoid; it shall be reset the same way. The rapid response deluge system shall be supervised for AC loss, low system pressure, controller faults, low battery, and low water level.
The system shall be capable of protecting two zones independently (i.e. protect two bays allowing water flow in one bay in the event of an emergency while still on line and active in the other bay). The overall envelope shall not exceed these dimensions: length-65", width-36", height-54"
2.2 STANDARD PRODUCT
The equipment furnished under this specification shall be the manufacturer's standard product except for those changes required in order to comply with the requirements of this specification.

The nitrogen tank and regulators shall be shielded from exposure to fire by a metal shield or mounted on non-hazard side. The regulators must be capable of providing a minimum of 150 psi. The system tank will be provided with gages to provide visual status of tank(s) pressure.
2.3.1.2.2 PIPE
Pipe used shall be schedule 40, black steel, ASTM A 120, seamless pipe, unless otherwise directed. Pipe used shall be subject to working pressure in excess of 25% of the hydrostatic pressure that is required by ASTM A 120.

However, you can also protest to Headquarters, AMC. The HQ, AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the General Accounting Office or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO. The AMC protest decision goal is to resolve protests within 20 working days from filing. To be timely, protests must be filed within the periods specified in FAR 33.103. Send protests (other than protests to the Contracting Officer) to:

Low price, responsible offer
Technical and past performance, when combined, are N/A.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
