STATEMENT OF WORK

INSTALL GAC IN WATER PLANT FILTERS

McALESTER ARMY AMMUNITION PLANT

22 OCT 2015

1.0 INTRODUCTION AND OVERVIEW

The intent of this solicitation is to obtain contract services to complete the removal of existing anthracite and the furnishing and installation of new bituminous coal-based GAC (granular activated carbon) in two (2) existing filters at the water treatment plant at McAlester Army Ammunition Plant (MCAAP), McAlester, Oklahoma. The contract will be a firm fixed price contract and the work shall be accomplished in strict accordance with the requirements of these specifications.

MCAAP is located in southeastern Oklahoma approximately 9 miles southwest of the city of McAlester, the county seat of Pittsburg County. The city of McAlester is located about equidistant from Oklahoma’s two largest cities; Tulsa is approximately 113 miles north and Oklahoma City is approximately 120 miles northwest. The roads leading to MCAAP include State Highway 31, which trends east to west, and State Highway 69, which trends north to south.

The main entrance to MCAAP is along Highway 69. MCAAP occupies approximately 44,965 acres or 70 square miles.

1.1 SCOPE OF WORK

The water plant filters are located inside the water plant main control structure. There are three

(3) existing filters that are identical in size and capacity. Each filter has inside dimensions of 11 feet wide by 16 feet long for a total surface area of 176 square feet. There is an 8 inch deep layer of anthracite on top of each filter surface (117 cubic feet). The anthracite shall be removed by the contractor from two (2) of the filters by vacuum truck and be replaced with a 12 inch deep layer of bituminous coal-based GAC (176 cubic feet) on each filter surface. One of the three (3) existing filters has previously had Calgon Filtrasorb 400-M GAC installed by a contractor to replace the top layer of anthracite. The other two (2) filters are still in need of GAC installation to replace the anthracite layer and these are covered by this Statement of Work.

The contractor shall remove the existing anthracite and place a 12 inch deep layer of Calgon Filtrasorb 400-M (or equal) GAC in each of the two (2) filters that don’t presently contain GAC.

The GAC must comply with the applicable provisions of the AWWA Standard for Granular Activated Carbon, B604, latest edition, the stringent extractable requirements of ANSI/NSF Standard 61 and the Food Chemicals Codex, latest edition. The GAC particle size must be 12 x 40 US Standard Mesh, with a maximum uniformity coefficient of 1.9. The effective size range shall be 0.55-0.75 mm. The GAC moisture content shall not exceed 8 percent and it shall have a minimum abrasion number of 75 and a minimum iodine number of 1000 mg/g. The apparent density of the GAC shall be approximately 0.5 g/cc (31.2 lbs/cf).

The contractor will be required to remove the existing 8 inch layer of anthracite by vacuum truck from each filter and dispose of the used anthracite offsite. Prior to their use, the contractor shall disinfect (with a chlorine solution) all vacuum hoses, equipment and PPE used to remove the anthracite from the filters. Special care shall be taken to prevent any contamination of the filters during removal of anthracite or placement of GAC. The contractor should be aware that the MCAAP water treatment plant is a potable water plant. Access to the filters will be through the windows and double glass doors on the east side of the filter building. The vacuum truck will be able to park and set up approximately 20-30 feet from the east end of the filters. Only one (1) filter at a time can be taken out of service to perform the required work. Before the second filter is removed from service by the contractor for GAC installation, the first filter will need to be back in full operation and capable of treating water at the regular rate of flow.

To avoid dust in the filter area of the plant, the GAC shall be added to the filter surfaces hydraulically through an eductor, slurry pump, blow case or directly from specially built bulk trucks

1.6 SAFETY REQUIREMENTS

1.6.1 Safety Guidance

The contractor shall obtain clearance each day from the water plant supervisor prior to beginning anthracite removal or GAC placement operations. The clearance will ensure that the water treatment plant and filtration systems are in service. The contractor will be allowed to work on only one (1) filter in a safe manner while the other two (2) filters are being used to treat water.

Arrangements for a site visit should be coordinated with the Contracting Officer for this project. The site visit will be conducted at the water treatment plant at MCAAP at 9 am on November 9, 2015. All work and data developed under the contract shall be related to the current site condition within the specific project area.

When the Contractor completes placement of the full depth of GAC, the Government will backwash the filter until the new GAC is ready for use and place it back in service. This procedure will be repeated for by the Government for the second filter.
