About this file
This document is a Justification Review Document for Other Than Full and Open Competition, prepared by the U.S. Army Contracting Command - Redstone Arsenal (ACC-RSA). The document justifies awarding a five-year, Indefinite Delivery - Indefinite Quantity (IDIQ), cost-reimbursable contract to Auburn University for research and development engineering services in collaborative and innovative aviation and missile capabilities. The scope includes technology research across 18 disciplines such as weapon systems simulation, flight simulation, aircraft simulation, industrial operations, advanced manufacturing technologies, systems engineering, digital engineering, computer engineering, expert systems, mathematical analysis, comprehensive analysis, physics research, materials science, educational assistance, science and technology impacts, and cyber research.
The contract is being awarded on a non-competitive basis under 10 U.S.C. § 3204(a)(3)(B), which allows direct award to educational institutions when they possess essential engineering, research, or development capabilities. ACC-RSA conducted market research through two Requests for Information (RFIs) on SAM.gov to validate Auburn University's capabilities. The university demonstrated ability to meet the Army's information technology, security, and technical requirements. The total estimated contract ceiling is redacted, with a performance period of one base year plus four one-year ordering periods. The government anticipates Auburn will complete requirements at multiple campuses, focusing on simulation, engineering, analytics, and research capabilities.
