FORMAL COMMUNICATION RELATED TO THIS SOURCES SOUGHT SHOULD BE DIRECTED TO:

Mr. Nolan McDowell Phone: 256-876-1519 Email: nolan.h.mcdowell.civ@mail.mil

INTRODUCTION

Army Contracting Command – Redstone Arsenal (ACC-RSA) is issuing this sources sought notice as a means of conducting market research to identify potential sources having an interest and industry technologies available to provide LAMINAR FLOW ELEMENT COMPUTERS meeting the specifications listed below (under heading “Required Capabilities”).

The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. No feedback or evaluations will be provided to companies regarding submissions.

DISCLAIMER

This sources sought is for informational purposes only and shall not be construed as a Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for Bid (IFB), or as any other solicitation or obligation for commitment on the part of the government to acquire any product or service. Responses in any form are not offers and the government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is STRICTLY VOLUNTARY.

There shall be no basis for claims against the government as a result of information submitted in response to this sources sought announcement. The government does not intend to award a contract on the basis of this announcement or otherwise pay for any information submitted by respondents to this request. This notice is for market research purposes only and is not indicative of a full requirement. Should a requirement arise, the full requirement will be detailed in the solicitation, if issued.

PROGRAM BACKGROUND

This sources sought notice has been initiated in response to a requirement for Laminar Flow Element Computers (LFEC).

mailto:nolan.h.mcdowell.civ@mail.mil

REQUIRED CAPABILITIES

The Government requires that the following technical capabilities be met (government minimum specifications):

1. General

a. The LFEC will consist of a single box containing the hardware listed below and a front panel touchscreen computer to control the system.

b. The LFEC will have two pressure taps to connect tubing used to measure differential pressure.

c. The LFEC will have the upstream pressure tap connected to both the positive side of the differential pressure transducer and the absolute pressure transducer.

d. The LFEC will have a thermometer fitting that allows the user to connect and disconnect the temperature probe cable from the LFEC.

e. The LFEC will have software that meets the requirements listed below.

f. The LFEC will be built so that it can be maintained and calibrated by the owner.

2. Hardware

a. Differential pressure transducer

i. Range: (1-10) inches of water gauge at 4oC

ii. Specification: +/- full scale

b. Absolute pressure transducer

i. Range: (80-120) kPa

ii. Specification: 0.01% reading

c. Thermometer

i. Range: (15 – 30) oC

ii. Specification: +/- 0.01 oC

d. Touchscreen computer

i. The touchscreen computer will be mounted on the front panel of the

LFEC.

ii. The touchscreen computer will have a color monitor.

3. Software

a. The software will have password protected menus that allow for user calibration and adjustment of the differential pressure transducer, absolute pressure transducer, and thermometer. Calibration data consisting of reference measurements and LFEC measurements will be entered in table format and adjusted automatically by the software so that the output measurements of the LFEC are equivalent to the reference measurements.

b. The software will have ten password protected instrument profiles corresponding to low pressure drop laminar flow elements connected to the

LFEC.

i. Instrument profiles will include serial number, model number, and instrument range.

ii. Instrument profiles will include flow rate calibration coefficients for the instrument.

c. The software will use two equations specified by the APSL to compute the flow rate based on measurements of differential pressure, absolute pressure, temperature, and instrument profile.

i. The two equations will be polynomials.

ii. The software will allow the user to input polynomial coefficients.

iii. The polynomials will be up to fourth order.

d. All coefficients entered into the flow computer by the user will be password protected.

e. The software will use the power law model to calculate viscosity from measured temperature.

f. LFEC will use RS-232 and I-EEE communication port.

g. LFEC will allow for remote operation with an external computer.

The intent of this sources sought notice is to assess the commercial technology available to meet this requirement. The Government desires a system with minimal maintenance and inspection requirements at the organizational level. The system should also be easily repairable for deployed units.

SUBMISSION DETAILS

Interested businesses should submit a brief capabilities statement package (no more than ten

8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/system listed in this technical description. Documentation should be in bullet format.

Your response to this sources sought notice, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Mr. Nolan McDowell, in either Microsoft Word or Portable Document Format (PDF), via email nolan.h.mcdowell.civ@mail.mil no later than 5:00 p.m. CST on 26 JUNE 2019. Reference notice number W31P4Q-19-Q-0098 in the subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.

If your organization has the potential capacity to provide the required products/system, please provide the following information: 1) Organization name, address, CAGE code, DUNS number, primary points of contact (POCs) and email address, FAX, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.

All data received in response to this sources sought notice that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
