JUSTIFICATION REVIEW DOCUMENT
FAR SUBPART 13.5 SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL
ITEMS – SOLE SOURCE JUSTIFICATION AND APPROVAL
Version – June 2016 FOR OFFICIAL USE ONLY 3
4. Authority Cited: Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 as implemented by FAR Subpart 13.5.
5. Reason for Authority Cited: The Army Fixed-Wing Program Office (FWPO) is currently integrating a next-generation surveillance aircraft designed to rapidly identify enemy targets with on-board sensors networked with multi-source ground-based intelligence systems, named Enhanced Medium Altitude Reconnaissance and Surveillance System (EMARSS).
This acquisition is for commercial hardware only. There are no engineering hours associated with this acquisition. In short, testing of the EMARSS aircraft avionics is required. This testing involves comparing data to an established baseline. To establish a baseline, testing is conducted using a replica of the EMARRS aircraft cockpit. Any configuration change to the replica will skew the baseline, and any data acquired would be useless. The EMARRS aircraft cockpit configuration incorporates Rockwell Collins’ (RC) Proline-21 commercial flight management system (FMS). This FMS is manufactured and sold solely by RC. Currently, as a sole source provider of a required product, there are no means to enhance nor further competition. The following information is provided to expound on why the RC Proline-21 FMS is the only FMS to be utilized and why no other product can be made acceptable through modification. Any mention of engineering, integration, interoperability, and backwards compatibility testing efforts are in-house efforts and are included solely to support the assertion this is the only item that can be utilized and no other product can be made acceptable through modification.
S3I FW Aircraft Systems Integration Laboratory (FW A-SIL) has been tasked to perform backwards compatibility testing and interoperability testing on behalf of the FWPO and in support of Aviation Mission Equipment (AME). The task will involve engineering, integration, interoperability, and backwards compatibility testing of new and future versions of the Honeywell embedded global positioning system (GPS) inertial navigation systems (EGI), GPS Antennas, and MIL-STD-1553B bus controller components (current and future) of the EMARSS aircraft, within a FW A-SIL test environment. Aircraft bus data will be monitored and captured for each component under test and compared to the data from a baselined FW A-SIL configuration to determine backward compatibility of new EGIs, GPS Antennas, and bus controller components.
In order to complete this task, FW A-SIL must first build a laboratory representative EMARSS cockpit, to include the RC Proline-21 FMS.
FW A-SIL has a requirement to procure the necessary RC Proline-21 FMS from Rockwell Collins, 400 Collins Road NE, Cedar Rapids, IA 52498, CAGE Code 4V792, to allow for the commencement of this testing. Given the EMARSS aircraft exclusively uses the RC

Proline-21 FMS, this equipment is exclusively identified for procurement in support of this tasking. Since RC only sells equipment to commercial aircraft integrators and not vendors, this hardware cannot be purchased from a traditional commercial aircraft components vendor. However, RC has agreed to a direct sale of the necessary Proline-21 FMS to the U.S. Army in support of this requirement.
No effort is expended to enhance/further competition due to the fact the Proline-21 FMS is exclusively manufactured and sold by RC.
If this J&A is not approved, future integration testing will not be possible. The purpose of system integration testing is to determine how modified or newly developed avionics will affect flight instrumentation already installed on the EMARSS aircraft. Any attempt to utilize any system other than the Proline-21 FMS would not provide the required data necessary to determine instrument reliability and ensure flight safety.
6. Efforts to Obtain Competition:
a. Effective Competition: Market research was conducted in accordance with FAR Part
10. As part of the market research, this requirement was published under AMCOM CASL Record number 14127 on 07 August 2018. To date, no other companies have been identified as capable of meeting the Government requirement. However, the notices required by FAR 5.201 shall be published on FedBizOpps in September 2018.
Any bid or proposal received shall receive due consideration in accordance with regulatory guidelines.
b. Subcontracting Competition: Rockwell Collins Inc. will be required to submit, with their quote, a small business subcontracting plan in accordance with FAR 19.702(a). Web research shows Rockwell Collins takes a proactive approach to small business participation, assisting small and diverse businesses in the United States and expanding opportunities in the community by engaging in additional outreach activities, including the Department of Defense’s Mentor-Protégé Program, Small Business Innovation Research, SeaPort-e and Small Business Set-Asides. To ensure that the contractor obtains competition in subcontracting, FAR 52.244-5 (Competition in Sub- Contracting) and all other applicable FAR and DFARS clauses (DFARS 252.219-7004, Small Business Sub-Contracting Plan Test Program) will be included in the solicitation and the resulting contract.
7. Actions to Increase Competition: Future procurements of this hardware are anticipated. No effort is expended to enhance/further competition due to the fact the Proline-21 FMS is exclusively manufactured and sold by Rockwell Collins. This is the FMS unit currently installed in the EMARRS aircraft, and future testing will need to be conducted using a replicated EMARSS cockpit.

Prior to future procurements of this system, an evaluation of the commercial market will be made to determine if full and open competition will be feasible.
8. Market Research: In accordance with the FAR Part 10, market research was approved by the Contracting Officer under MRR-CD number 181772 on 14 August 2018.
The market research was conducted in June 2018 by
The following market research techniques were used: Personal knowledge in procuring supplies/services of this type, Contact with knowledgeable persons in Government and/or industry regarding the commercial nature of this requirement and/or standard industry practices in this area of supply/services, namely
, as well as Publication in AMCOM CASL under Record Number 14127 on 07
August 2018.
Additional research included internet search engines GSA Advantage and WebFLIS. This research found only one vendor capable of meeting the Government requirement at this time, Rockwell Collins Inc., and there are no other distributors of this system.
The basic clauses and provisions prescribed in FAR Part 12 Are sufficient for use in this acquisition and do not require any substantial tailoring to be consistent with industry's commercial practices.
9. Interested Sources: To date, no other sources have written to express an interest in the requirement. However, it is projected that the notices required by FAR 5.201 shall be published in FedBizOpps in September 2018. It is anticipated that only one (1) response (from Rockwell Collins, Inc.) will be received as a result of the synopsis.
