STATEMENT OF WORK
STATEMENT OF WORK (SOW)
Test Set, LASER Warning Field of View (FOV) and Associated Equipment Part Number L31-60107-001
1.0 GENERAL: This SOW describes the requirements for a supplies contract for the acquisition of Special Test Equipment (STE), Goodrich Corporation, Part Number L31-60107-001. It also requires the upgrade of select obsolete equipment on the existing FOV at Tobyhanna Army Depot (TYAD) and the supply of contractor unique laser pulsers. The STE is used for functional test and optical FOV verification of the family of Laser Detecting Set Sensor Units, SU-130B (L31-20000) and legacy detectors.
2.1 Scope: The Contractor shall provide all personnel, equipment, software, programming, facilities, transportation, tools, materials, labor and supervision to upgrade the existing FOV at TYAD. The contractor shall also build, deliver and install a complete and operational FOV test station at TYAD. The new test station installation location is at TYAD in the same general area as the existing FOV Test Station. Final Acceptance shall be after installation and upgrade at the Tobyhanna Army Depot TYAD. This requirement is for a turn-key design by the contractor. The contractor shall supply the materials and services described in this SOW to include training on the Field Of View Laser Detecting Sets. All installation, rebuild and training shall be performed at Tobyhanna Army Depot in Tobyhanna, PA. The contractor shall rebuild the existing FOV at TYAD in a phased approach to maintain testing capability. The rebuild will not commence until the new test station has been successfully demonstrated and accepted.
2.2 Government Furnished Information and Materials: The government will provide all sample test unit(s) for test station acceptance testing.
Prior to delivery and at the contractors discretion, TYAD can provide SU-130B sensors for functional testing at the contractor’s facility. The sample unit will be made available at the contractor’s facility for not more than 60 days, unless otherwise directed. All facilities requirements for installation and operation of the test station(s) will be provided by the Government. Installation location is Building 1B Bay 2.
2.3 Contractor Furnished Material: The contractor shall furnish all material and equipment required for the performance of the effort, unless otherwise specified. Contractor furnished equipment, documentation and materials are described in Paragraph 7.0, description of Supplies and Services. The contractor shall supply only new FOV Laser Detector Set materials and new ancillary equipment. Used and refurbished FOV Laser Detector Set and ancillary equipment are unacceptable and will not be considered.
All rebuild and replacement parts for the FOV Laser Detector set shall be available for purchase and supplied from within the continental United States.
3.0 Background: TYAD is the DOD designated repair depot of the Laser Detecting Set (LDS), AN/AVR-2B(V). The AN/AVR-2B is the most current version of laser detecting systems in the inventory and comprises the majority of systems overhauled by TYAD. Legacy systems (AVR-2/2A) remain in the DOD inventory necessitating a corresponding repair capability be maintained at the depot.
The Program Manager for Aircraft Survivability Equipment established the LDS overhaul capability for the AVR-2 and AVR-2A system in the early part of 2000. This capability was upgraded in 2007 to include capability for the AVR-2B. The existing FOV at TYAD is capable of determining the health of detectors on all three versions of the LDS.
The existing FOV at TYAD is approaching the end of service life as the equipment used in its manufacture is obsolete and no longer available from commercial sources. Maintenance of the existing system is becoming cost prohibitive and has resulted in extended periods of work stoppage due to equipment failure. TYAD anticipates increased utilization of the existing FOV for the next several years creating a capacity constraint and the possibility of catastrophic failure and loss of capability.
The LDS is mission critical equipment and loss of the repair depot will have a serious impact on the readiness of military aviation.
Emerging threats dictate improvement in military aircraft self-protection systems. In anticipation of LDS enhancements, this effort will consider and provide information related to the capability to upgrade or modify the new FOV to meet all known enhancements identified by the contractor.
4.0 Objectives: The contractor shall complete the following objectives:
4.1 Rebuild/Remanufacture Government Owned FOV Test Station :
The contractor shall rebuild the TYAD FOV test station by replacing all obsolete or near obsolete equipment. Government owned equipment shall be salvaged and reused to the maximum practical extent to achieve maintainability. The rebuilt test station must be as close to the configuration of the new supplied FOV as practicable, except that the existing test station, shall maintain capability for legacy SU-130 and SU-130A detectors. All hardware differences between the rebuilt and new test station shall be identified by the contractor with details describing the difference and the rational for their acceptance. Details concerning Legacy driven differences are not applicable. The government is the final approval authority for any differences in hardware and software proposed by the contractor. The major items that require replacement are the computer controller, test program drivers and master control box to allow integration of current commercially available lasers and positioning equipment. The existing test station is not required to meet contractor defined capabilities for upgrade to emerging systems.
4.2 New FOV Test Station: The contractor shall supply a complete FOV Test Lab with the same functionality for SU-130B testing as the existing with provisions, as practical, to allow the FOV to be upgraded for next generation LDS.
4.3 LASER Pulsers: The contractor shall supply additional LDP Pulsed Laser Assemblies, Part Number Y14-10012-001, Band LPI Pulsed Laser Assemblies Part Number L31-60018-002 and configurable LDP Assembly (3G), Part Number 10029-001. These pulsers are separate from the test station(s) for use on bench top and diagnostic tests. Detailed description of supplies are in paragraph 7.
4.4 Test Set Availability: One test set must be maintained in an operational state during installation of the new FOV and rebuild of the existing FOV. The new test station reliability and accuracy will be tested by the government for two weeks, after demonstration, before allowing the decommissioning of the existing FOV.
4.5 Documentation: Revise and supply test station and test
program documentation. Contractor format drawings are acceptable. Drawings shall, at a minimum, describe the location and part number of all components in the assembly sufficient for identification, acquisition, removal and replacement of defective parts.
