SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0003 Q&A

The purpose of this amendment is to respond to questions and to extend the response date. No other questions will be responded to if submitted after the posting of this amendment. All questions that were submitted will be responded to.

Contractor Submitted Questions & Answers:

Q1. PWS 2.3.1 Recyclable Segregation: The contractor shall segregate recyclable materials by commodity type.

Will the recyclables be collected into containers separated by commodity or comingled into a single container?

A1. Recycling materials are collected into a single stream container.

Q2. PWS 2.3.1 Hazardous Items: Items such as refrigerators, freezers, and window air conditioner units may contain chlorofluorocarbon (CFC). Items containing CFCs shall be picked up and properly disposed. Will the freon/CFC be drained prior to contractor pickup?

A2. Items that contain Freon/CFCs are removed prior to contractor pickup.

Q3. PWS 2.4.7 Container Lids: All containers shall be equipped with metal lids and locking latches.

- Does this mean that ALL contractor fronted loader containers must have metal lids? Normally lids are molded plastic.

- Does this mean that ALL contractor frontend loader containers must have locking mechanisms that prevent the container lid opening? If so, who provides the locks, the contractor, or the Government?

A3. This requirement can be removed. Unlocking Industry standard plastic flip style lids are acceptable.

Q4. 2.4.7 Container Lids: *See previous question* Does the same pertain to ALL contractor roll-off containers?

(Metal Lids, Locking Mechanisms, who provides locks?)

A4. See response to Q3

Q5. PWS 3.3 Container Upkeep: The contractor shall provide routine maintenance, repairs, and replacement to Government-owned vertical compactors, horizontal compactors, vertical balers, horizontal balers, dumpsters, little cans, shredders, tippers, roll-off containers, and roll away cover assemblies. If the contractor must replace Government-owned containers and equipment due to end of lifecycle, will the equipment remain the property of the contractor or will the Government reimburse the cost of the equipment to retain ownership?

A5. If we request some aspect of these dumpsters be replace or repaired, that would be reimbursed. We do not expect the contractor to perform any repairs, replacements, etc., without written consent by the COR and approval from the Contracting Officer. If by some chance the receptacles are damaged by the contractor, that would be their responsibility to repair at their expense.

Q6. PWS TABLE C – CONTRACTOR SUPPLIED RECYCLING TOTES (90 GALLON CAPACITY) AND

LOCATIONS (Scheduled Bi-Weekly Pickup). Does Bi-Weekly mean twice a week or every other week?

A6. Bi-weekely is every other week.

Q7. PWS TABLE D – CONTRACOR SUPPLIED FRONT LOADING CARDBOARD CONTAINERS (6 CY)

AND LOCATIONS (Scheduled Bi-Weekly Pickup).

A7. See response to Q6.

Q8. TABLE B – CONTRACTOR SUPPLIED PREPOSITIONED WASTE & RECYCLING CONTAINERS AND

LOCATIONS (Picked Up on Demand – Returned to Original Position) shows (2) two 6CY containers at Building 3413 among a list of 30CY roll off containers. The line of information is shifted out of alignment with the information above it. Do these two 6CY containers belong in this list of contractor-provided roll offs? If they do not belong here, where do they belong?

A8. The two brown 6yd containers are government owned. The 30-yard roll-off containers and the 6yd blue cardboard are contractor supplied.

Q9. Can the Government provide the following historical annual tonnage data:

- Annual tonnage for the solid waste 6CY services?

- Annual tonnage for the recycling 6CY services?

- Annual tonnage for the roll-off services?

A9.

2022 Annual tonnage for solid waste 6yd services is ~241 tons.

2022 Annual tonnage for cardboard 6yd services is ~25 tons.

2022 Annual tonnage for roll-off services is ~208 tons.

Q10. Does this requirement include Bulk Item Pickups and if so, how often?

A10. Bulk items are usually mattresses; however, tires and furniture are thrown into the 30-yd roll offs at times.

Q11. Can the contractor be allocated some space onsite to store contract required additional containers for on-call services/special events?

A11. No space will be allocated for additional dumpsters. The 30yd roll-offs are brought onsite as requested.

Q12. Based on the current quote due date and contract start date, it is likely that the transition period is less than 30 days. Current market to coordinate shipments, delivery onsite, labor shortage, and expected delays in logistics etc.

may take up to 45 days. Can the Government make the award sooner or give up to 60 days of transition period to avoid any unforeseen delays?

A12. The Government will not allow a 60-day transition period. The current contract is set to close on 27 September 2023 and performance to begin for the new anticipated contract on 28 September 2023. (A phase-in period may be incorporated)

Q13. What is the anticipated start date?

A13. See response to Q12

Q14. Will the start date be 60-90 days from the award date in order to give the selected contractor time to order and deliver new equipment?

A14. See response to Q12.

Q15. PWS section 2.0 Description of Services indicates the contractor shall provide 18-25 30CY Roll-Offs. Is there an area on the base where the contractor can stage idle Roll-Offs?

A15. See response to Q11.

Q16. PWS section 2.0 Description of Services indicates that the contractor shall submit monthly reports and weight slips for the roll-off loads. Do the weights from MSW, Recycling, and Cardboard loads also need to be included in the monthly reports?

A16. Currently we receive the weight slips for the weekly MSW and 30yd roll-offs. The recycling and cardboard loads are mixed with the town pickup.

Q17. Under Table B there is a line indicating “3413 51 Lovell Street Q2 CY6 Total 12.” Does that belong under Table A instead or does this belong under Table B?

A17. See response to Q8.

Q18. Table B indicates (7) seven roll-offs at permanent locations. Is it correct to assume 11-18 roll-offs will be placed at temporary locations at any given time?

A18. Yes, that is correct. Currently we have 20 30yd roll-offs onsite.

Q19. Item Nos. 0001-0008 (Base Year) show half the quantity amounts at OY1-OY4. Is the Base Year limited to (6) six months? If yes, will the Government consider extending the Base Year to 12 Months?

A19. Yes, Government will not extend the base year to 12 months.

Q20. Under Basis of Award, will bidders CPARS evaluations be considered?

A20. No, see Basis of Award.

Q21. Under Basis of Award, will the Government consider a bidder’s experience and past performance on substantially similar contracts if submitted as part of the response?

A21. No.

Q22. What security credentials are required for contractor personnel to enter the Base?

A22. The guards will run a background check on the drivers as they enter the installation. If the driver fails, the background check they will be turned around. There are no exceptions.

Q23. Will a printed and/or electronic/PDF map of the Base indicating service locations be provided?

A23. A PDF will be given to the POC showing what 30yd roll-offs need to be emptied.

Q24. What is the historical annual weight data for the categories of refuse generated at the Base?

- MSW (front load and roll-off)?

- C&D (roll-off)?

- Single Stream Recycling (Totes)?

- Cardboard (front load)?

A24.

MSW - 300 tons C&D – 2022 data ~135 tons

Single Stream Recycling –2022 data ~17 tons Cardboard – 2022 data ~25 tons

Q25. What are the historical annual volumes of the following waste categories removed from the Base?

- CRTs?

- Mattresses?

- Tires?

- Appliances?

- Universal Waste (Bulbs and Batteries)?

- Propane Tanks?

- E-Waste?

A25. There is no historical annual volume for any of these categories. Universal Waste is collected and disposed of through the installation Hazardous Waste contract and the e-waste gets recycled separately.

Q26. Given the limitations in subcontracting requirement under the Contract Terms and Conditions (see p. 65) will you require bidders to file a detailed subcontracting plan demonstrating compliance with the 50% rule if: 1) The company is not based in the area (i.e. is not on-file with the MA or NH Secretary of State’s Corporations Division as being incorporated or having a business certificate); 2)The company has no trucks, equipment or personnel in the area?

A26. This requirement is set aside 100% for small business and IAW FAR 19.702(b)(1), does not require a subcontracting plan.

Q27. CLIN(s) xxx2, xxx3, xxx4 are requesting the Open Top containers to be priced per “Short Ton”. The industry standard for pricing these types of containers would include a price for both the hauling (transportation) of the container separate from the disposal (tonnage). This ensures that regardless of the weight in the container, the hauler is compensated appropriately for the costs of the truck, the driver, fuel, and other operation costs outside of disposal.

This would also ensure the Government is not overpaying on heavier loads. Can an additional CLIN be added to the solicitation for the hauling of these containers separate from the disposal cost?

A27. No, as per Instruction to Offerors line (7) seven, “Contractors shall quote on all CLINs. CLIN pricing inclusive of labor, labor burden, other direct cost (material, equipment, fees, licensing, shipping, etc.), G&A, and profit.”

Q28. Table B lists a total of 7 prepositioned 30-yd Open Top containers, however the site maps handed out at the site visit have a total of 20; 10 C&D/MSW, 5 Metal, and 5 Wood. In order to accurately account for the tonnages requested in CLIN(s) xxx1, xxx2, xxx3, xxx4 the bidder will need to know exactly how many hauls made up the included tonnage for each CLIN?

a. For CLIN xxx1 – for the listed weight of “65 Short Tons” how many hauls are estimated to make up that amount of weight for “30 CY C&D”?

b. For CLIN xxx2 - for the listed weight of “25 Short Tons” how many hauls are estimated to make up that amount of weight for “30 CY Metals”?

c. For CLIN xxx2 - for the listed weight of “50 Short Tons” how many hauls are estimated to make up that amount of weight for “30 CY MSW”?

A28.

a. 30yd C&D - 43 pickups in 2022

b. 30yd Metals – 14 pickups in 2022

c. 30yd MSW – 32 pickups in 2022

Q29. The site map handed out at the site visit lists these three types of refuse for the 30 CY containers: C&D/MSW, Metal, and Wood. However, the CLINS request pricing for: C&D, Metal, and MSW.

a. Please clarify if CLIN xxx1 is for “Wood”.

b. Please clarify that CLIN xxx4 is for C&D AND MSW.

A29.

a. 30yd Wood – 17 pickups in 2022

b. 30yd C&D and MSW – 55 pickups in 2022

Q30. Section 2.4.7 states all containers must have metal lids with locking latches. This is not consistent with what is located at the base currently and is also not an industry standard. The industry standard is plastic flip style lids that do not have locking latches. Can this requirement please be removed?

A30. See response to Q3.

Q31. 1.30 As long as refuse is separately weighed to ensure any tipping fees charged under this contract only apply to the MSW generated by Fort Devens, could the contractor then comingle MSW generated from Fort Devens with other MSW?

A31. As long as the trucks enter Devens empty, and the weights are recorded prior to adding any additional external stops, that will be fine.

Q32. 2.0, Tables A, C, D - The text in 2.1 states "The Contractor shall empty recycle/refuse containers, compactors, and roll-offs once a week." but Table B states on demand and Tables C and D state bi-weekly. Should costs be based on the frequency listed in the Tables and the text in 2.1 ignored?

A32. 6yrd MSW brown dumpsters are emptied every week, 30yrd roll-offs are emptied by request, recycling and cardboard dumpsters are emptied bi-weekly.

Q33. Tables C and D To confirm, does bi-weekly pick up indicate every-other-week pick up as opposed to twice per week pick up?

A33 See response to Q6.

Q34. 2.1, p3 and Table B - Is the contractor supposed to supply 18-25 separate 30cyd roll-off containers? Table B indicates 7 30cyd roll-off containers.

A34. Those are for special requests, in addition to the standard 7.

Q35. 2.2.2 p5 - Has a schedule organized by 2 hour increments been necessary in the past? This is very unusual, as typically MSW or recycling dumpsters/toters are on a weekly schedule by day of the week or pick up, and not by the hour of pickup. Upon award, CWS would provide a daily schedule with the order of containers to be serviced and an estimated time of arrival on base. Would this suffice?

A35. Yes, that will be fine.

Q36. 2.2.2 p5 - Can the government explain what it means by "The Contractor shall segregate recyclable materials by commodity type."? Single stream recycling collected in 90-gal toters or dumpsters would not be segragated or separated before being disposed of at a recycling facility.

A36. As long as it's going to a recycling facility, that's fine.

Q37. 2.4.12 p7-8 - How many of the 33 MSW dumpsters would be associated with dining facilities or cafeterias and therefore contain at least some organic waste (i.e., need additional cleaning/replacing)?

A37. 3-6 depending on the season and number of troops.

Q38. 2.4.12 p7-8 - As Massachusetts regulates organic waste being landfilled/incinerated, are the cafeterias/dining facilities segregating and composting organic material separate from this contract (i.e., the amount of organic material in the MSW dumpsters would be extremely minimal)?

A38. Organic waste is being tracked and has not exceeded the MA requirement. We are also initiating a composting program to begin next spring which will take all of that organic matter out of the MSW.

Q39. Section SF 1449 Continuation - Toner cartridges, electronic waste, bulky items, appliances containing CFCs, tires, organics, and stable waste are all discussed in the proposal, yet there is no CLIN to use to apply costs for collection and disposal of any of these items. If any of these items are to be a part of this contract, can the appropriate CLINs be added?

A39. See response to Q6. All electronic waste is disposed of separately from this contract. Any bulky items have been crushed and disposed in 30yrd containers. An additional CLIN is not needed.

** PWS will be updated to reflected any changes stated in response to questions.
