*** End of Narrative A0000 ***
The purpose of Amendment 0003 is as follows:
1. Serve to answer questions received from industry, provide an updated PWS in Section C, provided an Updated Price Matrix in Section J, Attachment 0001, and provide updated language in Sections L and M.
Industry is reminded that any questions regarding W15QKN-23-R-0009 should be directed to all three contacts listed below:
Chelsea Gummerson, Contract Specialist, chelsea.r.gummerson.civ@army.mil
Michael Carrano, Contract Specialist, michael.w.carrano.civ@army.mil
Jennifer Rustwick, Contracting Officer, jennifer.m.rustwick.civ@army.mil
Question 1: In the RFP, PWS Paragraph 6.1.1 on Pg. 34, Continuity of services in the midst of Personnel Disruptions such as extended
Sickness. What is the definition of extended sickness?
Answer 1: Paragraph 6.1.1 has been updated to read "An "extended absence" is defined as a Full Time Employee (FTE) assigned to occupy a position that has been absent and not performing its contractual duties for 80 consecutive business hours".
Question 2: In RFP, PWS Paragraph 6.1.1 on Pg. 34, Will the Government please elaborate on what the minimum threshold is to meet the definition of "vacant" in this section? Additionally, will the Government consider changing the timeframe for replacing contractor personnel from 15 calendar days to 20 business days?
Answer 2: Paragraph 6.1.1 has been updated to include "Vacant is defined as no FTE assigned to occupy a position at any time during the
Period of Performance".
Additionally, No, the requirement to fill vacant positions will remain at 15 calendar days.
Question 3: In RFP, PWS Paragraph 6.1.2 on Pg. 34, please provide further explanation of the statement "Executive Order (EO) this shall be considered an authorized deviation from performance and shall not impact the overall labor hours negotiated under the contract."
Answer 3: Such an EO creates a new, one-time Federal holiday, and therefore would not be considered a "normal workday". Although contractors are not paid on established Federal holidays, they are paid and shall not work on ad-hoc Federal Holidays established by EO.
Please note that Paragraph 6.1.2 has been updated to the following:
In the event of a Government location closure due to an ad-hoc Federal Holiday designated by Presidential Executive Order, which prevents on-site personnel from reporting to duty, this shall be considered an authorized deviation from performance and shall not impact the overall labor hours negotiated under the contract.
Additionally, PWS Paragraph 6.1.2 has been updated to include the following: "In the event of a Government location closure due to weather or security, telework will be authorized".
Question 4: In RFP Paragraph 6.1.2 on Pg. 34, what are the restrictions for allowing contractor to take time off due to in lieu of normal duty hours exceeded? How long does employee have to exercise this allowance and can it be done on a Friday or Monday giving the employee a long weekend.
Answer 4: Paragraph 6.1.2 has been updated to remove the sentence "As overtime is not authorized under this contract, the Contractor may provide the traveler time off in lieu of the normal duty hours exceeded" with "Overtime is not authorized on this contract".
Question 5: As reflected in the RFP on CLINS 0004, 2004, 3004, 4004 and 5004 on Pgs. 8, 14, 20, 25 and 31, Travel is reflected on the
CLIN list as a Firm-Fixed-Price line item, but Section 6.2.2 indicates this will be a cost-reimbursement item. Does the Government intend for offerors to estimate travel costs as part of their pricing volume? Will these various pricing estimates be used against us when comparing the price submissions of different offers? Typically, the Government provides a plug-in number here so that offerors are not going to be advantaged/disadvantaged based off of different travel cost estimations; additionally, the Government has not provided sufficient detail around travel frequency and distance for offerors to accurately estimate travel costs.

Answer 5: Offerors shall not propose prices for the Travel CLINs. Although Travel during performance will be reimbursed based on actual costs, the amounts for the Travel CLINs for each year of the solicitation (base and 4 options) are fixed for evaluation purposes at
$985,561.60. An updated Section J, Attachment 0001 - Price Matrix has been included within this Amendment to include the Fixed Travel
Amounts for the year, and to indicate that CDRLS and CMR reporting shall be NSP.
2. Section L has been updated in accordance with the following:
a. Paragraph L.3.6.4 has been updated to remove the reference to "including all quantities ranges, when applicable" in the first sentence.
b. Paragraph L.3.6.4 has also been updated to remove the following sentence, "In accordance with FAR 52.215-20, the Offeror shall submit, at a minimum, the labor rates at which the same or similar items have previously been sold in the commercial market that is adequate for evaluating the reasonableness of labor rates for this acquisition".
c. Paragraph L.3.6.5 has been updated to reflect the following:

Option Year 2: $196,992.19
Option Year 3: $201,916.99

Additionally, that paragraph includes:
FFP Labor - The total prices for each priced CLIN will be computed by multiplying the stated hours by the proposed fully loaded labor_________ rates.
