About this file

This Quality Assurance Surveillance Plan outlines performance monitoring for program support services required by the U.S. Army Project Manager for Maneuver Ammunition Systems. The contractor will provide subject matter experts to support armor, Stryker, and next generation combat vehicle programs, and monitor performance in areas of timeliness, quality, and compliance with all specifications stated in the Performance Work Statement and QASP. The contractor's performance will be reviewed monthly through methods such as customer complaints, periodic inspections, and COR reports. Non-compliant performance must be remedied within five business days, and may require meetings between the contractor and government to resolve issues.

The related solicitation seeks proposals for the program support services, requiring labor, materials and equipment to perform the requirements of the Performance Work Statement. A 100% small business set-aside contract will be awarded for a one-year base period and four one-year options, starting November 2023. The U.S. Army Contracting Command New Jersey is soliciting on behalf of the Project Manager for Maneuver Ammunition Systems to provide subject matter experts supporting armor, mobile protected firepower, and future munitions programs.

1.0. INTRODUCTION

1.1. Purpose: The purpose of the Quality Assurance Surveillance Plan (QASP) is to identify the methods and procedures the Government will use to evaluate performance actions while performing the requirements in the Performance Work Statement (PWS). The QASP provides a systematic method to evaluate performance for Project Management Maneuver Ammunition Systems (PM MAS) Support Services in the stated contract. The QASP explains the following:

□ What will be monitored

□ How monitoring will take place

□ Who will conduct the monitoring

□ How monitoring efforts and results will be documented

1.2. This QASP does not detail how the Contractor accomplishes the work. Rather, the QASP is created with the premise that the Contractor is responsible for management and quality control actions to meet the terms of the contract. It is the Government’s responsibility to be objective, fair, and consistent in evaluating performance.

1.3. The QASP defines the essential roles and responsibilities of the Integrated Product Team (IPT).

The QASP sets forth performance standards, evaluates contractor performance against those standards and establishes correction action procedures as appropriate. The QASP is a “living document” and the Government may review and revise it on a regular basis. However, the Government shall coordinate changes with the Contractor. Copies of the original QASP and revisions shall be provided to the Contractor and Government officials implementing surveillance activities. The Contractor will be responsible for making required changes in processes and practices to ensure performance is managed effectively.

2.0. PROJECT OBJECTIVES

PM MAS requires Contractor program support services for life cycle management of programs within multiple ammunition product lines to assist PM MAS with assigned Army missions.

3.0. SCOPE

This scope is for requirements related to the PWS requirements for Contractor program support services for PM MAS managed ammunition product lines as detailed in Section 1.1 of the Base Contract PWS. The Contractor shall provide the appropriate on-site personnel required to effectively meet mission critical requirements and assist Government resources in three support service areas.

4.0. Quality Method

4.1. Monitoring Processes: Continuous evaluation of the Contractor’s performance with respect to the effective and efficient delivery of contract deliverables and Performance Requirements (PR) Summary below.

Collection of data for evaluation will include those items found in the PR. Timely feedback to the Contractor on deliverables that do not meet contract requirement will be provided by the Contracting

Officer Representative (COR) in coordination with the Contracting Officer, and documented in writing, as required. Prompt feedback is essential so the Contractor can develop and implement a corrective action plan. The Contractor’s corrective action must be reported to the COR in coordination with the Contracting Officer for approval.

4.2. In-Process Quality Monitoring: The COR will use the quality tools identified in the QASP/PR to evaluate the Contractor. This will include, but are not limited to, the following:

Invoices are accurate and submitted within a timely manner Review of deliverables Periodic monitoring

5.0. SURVEILLANCE

5.1. The COR will perform monthly surveillance based on the quality and effectiveness of the Contractor’s data deliverables as well as the services provided. Regardless of the surveillance method, the COR shall always contact the Contractor's quality manager or on-site representative when a defect is identified and inform the manager of the specifics of the problem. The COR, when designated, shall be responsible for monitoring the Contractor’s performance in meeting a specific performance standard. This surveillance is included in monthly COR Reports.

5.2. Quality Tools/Surveillance Methods: The COR and CCNJ-MC will use the following management tools/surveillance methods to monitor the Contractor’s performance ensuring the contractor complies with the PWS requirements. Each method utilized is defined within the PR Summary (PR) Chart:

Validated Customer Complaints: Relies on the user of the service to identify deficiencies. This includes observations of unacceptable services, either incomplete or not performed. These are to be reported to the COR. The COR will conduct an investigation to determine the validity of the complaint. If the COR determines the complaint to be valid, the COR will document the findings and notify the Customer and the Contractor. The COR will retain the annotated copy of the written complaint for the Government’s files. If the complaint is valid, the Contractor will be given four hours to correct the defect.

The COR should inform the customer the approximate time the defect will be corrected and advise the customer to contact the COR if the defect is not corrected. The COR will consider the Customer complaint resolved unless notified otherwise by the Customer.

The Contractor shall return the written Customer complaint document to the COR, completed with the actions taken to correct the defect. The Government will retain this document to ensure the Contractor has taken appropriate action(s) to prevent the recurrence of defects.

The COR will retain and file the complaint form. At the end of each month, all validated complaints will be counted to determine if performance is satisfactory or unsatisfactory based on the criteria in the PR Summary.

Periodic Inspection: These services are monitored monthly. Periodic activities will have a predetermined, specified time frame within which the tasks must be accomplished.

Quality will be measured in accordance with meeting the objectives stated in the PWS.

Therefore, acceptance of deliverables and satisfactory work performance shall be based on the objectives.

6.0. DOCUMENTATION REQUIREMENTS

6.1. Only the COR, his/her designated alternate, or the Contracting Officer have the authority to inspect, accept, or reject all deliverables. Final acceptance of all deliverables will be provided in writing, or in electronic format, to the Contracting Officer within 30 days from the end of the contract.

6.2. In the absence of other agreements negotiated with respect to time provided for Government review, deliverables will be inspected and accepted/rejected, and if required reworked to correct defects in accordance with all specifications stated in the PWS and QASP.

6.3. The Contractor shall be notified of findings within seven business days. If the deliverables are not acceptable, the COR will notify the Contracting Officer immediately.

6.4. The COR will document Contractor performance via monthly COR Reports in the appropriate COR Tool.

6.5. The Contractor shall report Contractor labor hours required for performance of services provided under this contract for the PM MAS LC Support in accordance with reference FAR clauses 52.204- 14 and 52.204-15 within www.sam.gov. The COR is responsible for validating the Contractor’s input. The COR shall perform this validation during the month of November each year. The COR shall report the service contract reporting requirement results in the November Monthly COR Report (due in December of each year) to the Contracting Officer each year.
