Solicitation W15QKN‐20‐R‐5039 Questions & Answers.

Question 1. Please confirm if taxes should be carried in proposals?

Answer 1: No. We are the Federal Government and do not pay sales taxes

Question 2. Please confirm if any state, local, and/or Federal permits will be required on this project?

Answer 2: Federal Property does not require external permits.

Question 3. Please confirm if there are any known hazardous materials?

Answer 3: NONE

Question 4. Please confirm if the Superintendent can perform the duties of the QC and SSHO?

Answer 4: YES

Question 5. The specifications state 65 windows to be replaced but the drawings for the 1st and 2nd floor show 70. Please confirm the amount of windows per floor will be replaced?

Answer 5: We have confirmed 68 on the plans

Question 6. Please confirm who will be responsible for moving all personnel items and office furniture that is in front of the window locations?

Answer 6: Personal items will be moved by occupants. Furniture will need to be moved and reset by the Window contractor.

Question 7. Please confirm if a zip walls system will be allowed for dust protection?

Answer 7: YES

Question 8. Drawing A7.1.1 Window types detail states window details are shown for operable units only. Fixed units are similar. Please confirm what new windows are to be operable and which are top be fixed?

Answer 8: Operable units, project out, bottom half

Question 9. Specification section 11.6.3 calls for a laminated glazing but the note on the floor plan says to add 3M Ultra Prestige PR S70 film. Please confirm that both are required.

Answer 9: BOTH

Question 10. Specification 11.6.3 & 11.6.4 calls for a Steel window but the drawing A7.1.1 details 1, 2, 3, 5, 6, & 7 shows an Aluminum window system. Please confirm which is to be installed?

Answer 10: ALUMINUM

Question 11. Please confirm if there is any work to be done on the storefronts? If so, please provide specification?

Answer 11: NONE

Question 12. Under the “Contractor Quality Control” line items there are multiple instances where testing is mentioned. Are there requirements for Air and Water Field Testing for the newly installed windows? If so, please specify the test parameters and quantities of tests required to be performed.

Answer 12: No

Question 13. Period of Performance is listed as 90 calendar days. The estimated duration for the products specified is 30 or more weeks. Please advise if the Period of Performance can be increased due to lead times.

Answer 13: 180

Question 14. Please advise if there are liquidated damages on this project and the amount.

Answer 14: NO

Question 15. Items 11.2.1, 11.4.1, 11.5.4b mentions replacement of 65 windows. The window count per the floor plan is 70. Please advise how many windows are required to be replaced.

Answer 15: Plans confirm 68 windows

Question 16. Item 11.6.3 and 11.6.4 mentions “steel framed windows”. Please confirm aluminum windows meeting the specified requirements are acceptable.

Answer 16: SAME AS NUMBER 10 ALUMINUM

Question 17. Please advise if there are any windows needing replacement in the Lobby.

Answer 17: YES 3EA SHOW ON 1ST FLOOR PRINT

Question 18. Please confirm only 1 window requires film in room 102A. (or is there only 1 window in this room?)

Answer 18: ONLY ONE WINDOW

Question 19. Please advise if the window in the corridor adjacent to the USMC lockers and Stair need film as well.

Answer 19: NO FILM

Question 20. Is the glass type required to be tinted?

Answer 20: REF DETAIL

Question 21. Please confirm manufacturer standard colors and finishes are acceptable.

Answer 21: OK

Question 22. Please confirm all windows are operable with manufacturer’s standard operating hardware and insect screens.

Answer 22: YES

Question 23. Please confirm manufacturer’s standard warranties apply/are acceptable.

Answer 23: YES

Question 24. “ASTM F 2248 Allows you to convert "Blast Load" into 3‐Sec Wind Load Equivalent.

Typically it would "Charge Weight + Distance" or "Impulse + Pressure"... That is what I need to give you an evaluation.

For Example the "Low‐Importance" criteria would be approximately 50lbs of TNT at 82 FT distance this will be approximately 55 PSF 3‐Sec Wind Pressure.

Read on pages 10 and 11 where it states the windows will have to meet a min. of 20 PSF if wind speed at the jobsite location is 90 mph or less. Still no reference on "Blast". Please let me know what you find out. If Blast is even a requirement??? If you could respond to his last comment/question and confirm the wind speed this will be greatly helpful to us. This will determine if we would be able to be considered a source for your windows.

Answer 24: NORM UNDER 90 MPH

Question 25. Confirm that the U‐valve is specific to the glass performance, and not the glass & frame combined.

Answer 25: Glass Performance.

Question 26. Please confirm the blast pressures, that the windows are required to withstand to meet

ASTM F2248.

Answer 26: Condition "3b" in accordance with ASTM. For glazing in exterior building elements such as windows, provide no less than 1/4 in. (6 mm) laminated glass. The 1/4 in. (6 mm) laminated glass consists of two nominal 1/8 in. (3 mm) glass panes bonded together with a minimum of a 0.030 in. (0.75

mm) interlayer of a material designed for blast resistance. For insulated glass units (IGU), use the laminated glass for the innermost pane as a minimum. For laminated glass, provide a glazing frame bite in accordance with ASTM F 2248.
